Introduction: Foxwood Meadows HOA annual meeting was held at Jan Radoslovich’s residence on Tuesday, January 15th, 2019.

Call to Order and Roll Call of Board Members and Homeowners

The meeting was convened and called to order at 6:40 p.m. by Board President, Fedir Panesenko. All attendees signed in and 12 proxy votes were submitted. (See attendance list attached to minutes) A quorum of 51% of homeowners was established for the purposes of voting at this meeting. Materials provided to homeowners for meeting included: Agenda, 2018 Annual Meeting Minutes, Finance Summary, Proposed 2019 Budget, Tot Lot Conversion to Park Proposal, Parking Reminder Card (prototype).

Welcome to new Foxwood HOA members (purchased homes in 2018)

New Foxwood homeowners introduced themselves and welcomed to the Foxwood HOA Association.

Introduction of Protocol Property Management Representatives

Ann Chung and Jay Finger represented Protocol Property Management at the meeting and were introduced. Sebastian Talbot, our Protocol Property Manager, was unable to attend due to a family medical issue.

Minutes Approval

Meeting minutes from the Foxwood Meadows HOA Annual Meeting of 2018 were motioned, seconded and approved as written with one correction: Under Other Homeowner Concern, second bullet – HOA website should be: .

State of the HOA – Review of 2018 Accomplishments

• Fence along 12th Drive SE repaired

• Plans developed for Tot Lot conversion to a community park

• Speed sign purchased

• Reports to Snohomish County Sheriff’s Dept. about parking issues

• Common area sidewalks power-washed

• HOA BBQ potluck

• HOA web site updates/Facebook updates

• Articles of common interest written and posted

• Annual walkthrough completed and feedback to HOA members

State of the HOA – Plans for 2019

• Install/initiate the speed sign (should be installed at fork of 185th St. SE and 184th Place SE in Tot Lot area, in 4-6 weeks. There was a question re: what was paid for in 2018 vs what needs to be paid for in 2019. Protocol will research and get back to Ted)

• Convert the Tot Lot to a community park (Design approved by HOA members. Protocol will get 3 quotes, based on design presented at HOA meeting and present to Board for final decision. Work is targeted to be completed by the 1st of July so the annual HOA potluck BBQ can be held there

• Fresh bark to be spread along 12th Drive (HOA members would like to participate in work party to get this done. Possibly April timeframe? Will need to get estimate of amount of bark needed. Board will coordinate timing and communication. Wear a mask – it’s dusty work)

• Parking Reminder Cards (Board will have them printed on card stock and distribute to HOA members)

• Gas line replacement project (William Pipeline replacement will start this spring and be a 5- week project. Expect increased traffic/equipment in the area when this project is being done)

• Update each HOA member’s contact information (Board will work with Protocol to update. We will continue to use 5 ways to communicate with HOA members: mailbox flyers, e-mail, Facebook, Foxwood HOA website, USPS mail as needed)

• Social gathering of the six 183rd HOA Boards for Meet/Greet and identification of common interests (Ted Buehner will coordinate scheduling with Board for Feb/March timeframe)

• Common area sidewalk power-washing (May? – will include opportunity for individual homeowners pay vendor to have their sidewalks power-washed concurrently at group rate)

• HOA BBQ Potluck (will be scheduled for July/August in the new Foxwood Community Park)

Other HOA Member Concerns/Feedback

• Reporting speeding/traffic violations. There is a Snohomish County Sheriff Dept form on the HOA’s web site that can be used to report these violations. Helpful to get license info when possible. The more we report, the more visible the Sheriff’s Dept. will be in our neighborhood. Reports will also create a record and show trends. Ted will repost link to this form on the Foxwood HOA facebook page.

• Trash bin along 183rd St. sticks out on sidewalk. It shouldn’t be blocking sidewalk. Can report to Sheriff’s Dept.

• Suggestion to look into getting T-bills for our Reserve Account money, to get a little interest on the money in the account.

• School construction at 183rd and Bothell-Everett Highway is underway. Improvements at that intersection and improved visibility should occur as part of the project. Site work has been done. First building construction is underway and should be ready for Fall, 2019. This is for Grades 6-8. This is a prep school for high end colleges. It will eventually have a dormitory for out of town students (15% out of town, 85% local and will use bus system)

Your Foxwood HOA Dues – What Do They Fund?

Handout provided which reviews Foxwood HOA Responsibilities, Property Management, Financial Accounts, Semi-Annual Dues Timing, Cost-saving Projects. Also included was a chart showing expenses, income and total assets. Our Reserve Account as of 11/18 is $52,953.97, approx. $8,000 ahead of Reserve Study projections. Our Operating Account as of 11/18 is $7,779.65. The Board is very appreciative of HOA members paying dues in a timely manner to maintain our operating and reserve accounts. Notices for 2019 dues will come in February and July. Look for mailings from Protocol with the Foxwood stamp.

Dues Increase – The Board proposed a $20/year dues increase in 2019, the first in 4 years. This represents a 3.3% COLA increase nudging annual dues to $620/year. The dues increase was motioned, seconded and passed. Protocol reps reminded HOA members that dues can be paid by setting up ACH account with your bank. Note: if already set up, please update the ACH account to reflect the new amount of $620/year or $310/semi-annual.

2019 Budget Review and Vote

The Foxwood Meadows 2019 Budget was reviewed, discussed and questions from Homeowners were answered by the Board. Proposal is for a 3.3% COLA to $620/year. Protocol Property Management representatives shared that for the size of this HOA and the common area responsibilities, the annual dues the lowest of all their properties. Foxwood HOA members take on maintenance projects that help keep dues reasonable. The budget includes continued funding of our maintenance reserve fund.

Budget Vote – A motion was made and seconded to approve the Foxwood Meadows 2019 Budget as proposed by the Board. The Foxwood Meadows 2019 Budget as proposed by the Board was passed.

Nominations/Vote for 2019 Board of Directors

Motioned, seconded, and passed to elect these individuals as the Foxwood Meadows HOA 2019 Board of Directors. Officers will be decided at the next meeting of the Board.
