1. GENERAL PURPOSE OF JOB.

The purpose of the Fire Chief is to perform a variety of technical, administrative, and supervisory work in planning, organizing, directing and implementing fire prevention, suppression, emergency medical services, and emergency management planning & coordinating to prevent or minimize the loss of life and property by fire, emergency medical conditions, and natural disasters.

2. ESSENTIAL DUTIES AND RESPONSIBILITIES.

|Essential Function: Departmental Management |

|Tasks performed to accomplish the function: Supervises and coordinates the preparation and presentation of an annual budget for Fire, Emergency |

|Management and EMS Departments; directs the implementation of the departments' budgets; plans for and reviews specifications for new or replaced |

|equipment, through department participation on the Capital Outlay Committee. Constant research and evaluation of the best value for expenditures in|

|all budgets and funds. Daily monitoring of budget line items in both revenue and expenditure accounts, fixed assets and purchase orders. Creative|

|planning to achieve the timely allocation of funds to meet City goals. Manage the development, evaluation and update of various City and |

|departmental strategic operational and multi-year plans. Maintains current knowledge of applicable laws, statutes, and pending legislation. |

|Require Fire Inspections and Investigations be completed as required from all personnel Lieutenant rank and above |

|Essential Function: Emergency Management Supervisor |

|Tasks performed to accomplish the function: Supervise and evaluate Emergency Management programs and operations. Manage assigned operations to |

|achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate assigned volunteers (if assigned); |

|review progress and direct changes as needed. Work with Community Emergency Response Team (CERT) organizations within the City. Meet with elected|

|or appointed officials, other Emergency Management officials, community and business representatives and the public as required. Participate in |

|emergency and disaster operations and research, plan, coordinate, evaluate, recommend, and apply methods and procedures during all phases of |

|emergency management; preparedness, response, recovery, and mitigation. Oversee the activation and coordination of the Emergency Operations Center |

|activities during a disaster or emergency event. Assist with the completion of emergency grant application and reports. |

|Essential Function: Personnel Management |

|Tasks performed to accomplish the function: Ensures all city policies are followed. Monitor daily progress of direct report personnel as assigned.|

|Monitor and direct subordinate supervisors as necessary on operations and personnel matters. Interact daily with personnel at all levels of the |

|organization. Research, develop, implement and evaluate personnel policies and programs for career development and discipline. Develop succession |

|planning for the Fire Department. |

|Essential Function: Equipment and Facility Maintenance |

|Tasks performed to accomplish the function: Manage and direct the repair, maintenance and development of fire stations and office facilities and |

|assigned apparatus and equipment as listed in the City fixed asset inventory. Work with internal and external stakeholders and vendors to obtain |

|best value for repairs and maintenance. Seek guidance on use of debt through department required participation during monthly Bond Fund (CIP) |

|Meetings. |

|Essential Function: Training and Certification - Supervisor |

|Tasks performed to accomplish the function: Supervise and evaluate the required training, continuing education and certification of departmental |

|personnel. This includes Fire certification and CE, EMS certification and CE, Hazardous Materials certification and CE, NIMS certification and CE,|

|Inspector certification and CE, Investigator certification and CE; emergency management, human resource, budget and purchasing training and |

|education. Consults with local, state, and federal officials on policy, regulations, and legislation, and ensuring adherence to state and federal |

|statutes, regulations, and guidelines. |

|Essential Function: Program/Project Development |

|Tasks performed to accomplish the function: Research, develop, implement, evaluate and adjust programs such as: fire prevention and life safety |

|education, MIMES, fired up about reading, multi-year planning tools (i.e. 5 yr Capital Improvement Plan) capital improvement projects, city |

|ordinances and codes updates, emergency management performance grants, trauma council grants, fire grants, personnel grants, mitigation plans, |

|emergency operations plans, strategic plans, and succession plans. |

|Essential Function: Executive Team Member |

|Tasks performed to accomplish the function: Perform duties and assist with programs/projects in conjunction with other city staff and external |

|stakeholders as a member of the City Manager’s executive team. Build and maintain cooperative relationships with other City divisions and |

|departments. Actively participate in city-wide functions and programs. Actively participate in community (non-city) events and activities. |

3. SUPERVISORY RESPONSIBILITIES:

The Fire Chief supervises 63 FTEs organized into the Fire and EMS Operations, Fire and EMS Training, Fire Prevention, Emergency Management. Direct reports include 3 subordinate supervisors and 1 non-supervisors.

4. REASONING ABILITY. This position requires the following level of reasoning to successfully accomplish the essential duties of this job:

Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

5. LANGUAGE SKILLS. This position requires the following level of language (ability to read, write, and speak English) to successfully accomplish the essential duties of this job.

Level 6: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or elected officials.

6. MATHEMATICAL SKILLS. This position requires the following level of mathematical skills and abilities needed to successfully accomplish the essential duties of this job.

Level 4: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

9. EDUCATION and/or EXPERIENCE. The minimum level of education and/or experience needed to successfully accomplish the essential duties of this job.

Graduation from a college or university with a bachelor's degree in fire science, public administration or a closely related field is preferred,

Seven (7) years of experience in fire, emergency medical service work or emergency management, three years of which must have been at a supervisory level.

Advanced Certification issued by a State Fire Commission (Masters Certification is preferred), or

any equivalent combination of education and experience.

Industrial Fire Fighting Certifications will be strongly considered.

10. OTHER SKILLS AND ABILITIES:

Ability to participate in professional associations and stay current on the latest technology, systems and policies.

Develop employees to ensure the necessary skills and abilities exist for growth.

11. CERTIFICATES, LICENSES, REGISTRATIONS: The certificates, license and registrations required to successfully accomplish the essential duties of this job.

Must possess, or be able to obtain by time of hire, a valid TX State Driver's License.

Structural Firefighter Certification – Texas Commission on Fire Protection (TCFP)

Instructor Certification – TCFP

Emergency Medical Certification – Texas Department of State Health Services

National Incident Management System Certification – FEMA

Department Head Certification- TCFP will be required within one year of employment.

The following are preferred and will be strongly considered –

Inspector Certification – TCFP

Investigator Certification – TCFP

Hazardous Materials Certification – TCFP

*The City will accept certifications from other State with reciprocal licenses.

12. OTHER QUALIFICATIONS:

No felony convictions or disqualifying criminal histories within the past seven years;

Ability to meet departmental physical standards.

Because of the potential for emergency recall, the Fire Chief must be able to respond within 30 minutes of notification. This requirement must be maintained after hire and failure to maintain this requirement will subject the employee to termination of employment. The City of Copperas Cove can at any time after employment verify residency per this requirement.

Ability to work long hours, ability to multi-task several equally important projects/programs, and ability to communicate to all levels of socio-economic and educational levels. Ability to quickly make decisions in emergency situations based upon limited facts available, often within the first few minutes of an incident.

Strong computer and software skills.

Strong knowledge of local and state government operations, policies, rules and laws.

Possess the ability to not take criticism personally.

Ability to measure and determine priorities with minimal direction from immediate supervisor.

13. SELECTION GUIDELINES:
