Theresa L. Curren, Crook County Assessor Dated 8-1-2017 Discussion was held. Jeanne seconded, all ayes, motion carried.
Jeff Hodge, County Sheriff, Mary Kuhl, County Treasurer, Theresa Curren, County Assessor and Tina Wood, Clerk of District Court were present to go over items of interest within their departments. Also present was Jill Mackey, County Library Director. Theresa Curren, County Assessor: Working on the mill levy, working on BOE appeals, worked with CCNRD on explaining the mill levy, the office all has training coming up. Linda Fritz, County Clerk: Office has been unusually busy this last month, recorded 419 documents, made 287 titles, working on the Oshoto Fire Hall grant paperwork, working on the annual Clerk abstract, 2017-2018 budget was loaded into the general ledger, Melissa is working on fixed assets, reports have been sent to the auditors preparing for the annual audit, working with CCNRD on 2018 election. Jeff Hodge, County Sheriff: Presented the jail roster, the dispatch remodel is wrapping up, getting calls on EMC and fire and are referring them to the Fire Warden, discussed CODE RED and the mass amount of calls they have been taking, discussed some computer issues, concerns about people responding to rural fires. Tina Wood, Clerk of District Court: Business as usual Mary Kuhl, County Treasurer: Total receipts were $854,811.81 and Disbursements including county, boards, towns and schools were $1,410,656.28. Number of Transactions in June were 1,369. Current Duties: We have compiled the data for fiscal year 2016-2017 and completed audit reports for the towns, boards, schools, state school

and the Dept. of Revenue. We are working on the reports for the county auditors and the county abstract. We have been making phone calls to notify taxpayers about unpaid taxes prior to the tax sale advertisement the last week of August. The tax sale will be held Sept. 13, 2017. I have been working with an oil company on a tax issue and we have been in contact with their attorney working to get the issue cleared up and the taxes and interest paid. The counter has been busy with customers paying sales tax, vehicle registrations and property taxes. We have also been working in 4 files with a certificate of purchase that went through the tax sale. I have been working with Joe Baron, County Attorney, to research some records that would show the payoff for a mortgage that was filed between Crook County and the Crook County Medical Services Dist. in the early 90's. I did locate the general ledger where the CCMSD loan fund was accounted for and the final receipt showing that the debt had been satisfied. We have been working with some constituents to clarify questions about the farm tab on license plates and how ag is designated on commercial licensed vehicles. County Commissioners: Jeanne: Went to the fire advisory board meeting in Hulett, working on by-laws for the volunteer fire department, updating the location of all of the fire units, was part of the interview committee for the secretarial position in the Extension Office, helped with the fair breakfast. Steve: Reviewed payroll vouchers, final budget, discussed funding issues with the fair, helped with the fair breakfast Kelly: Helped with the fair breakfast, went to the solid waste committee meeting and explained some of the issues that have arisen, dealt with some county road issues.

They can be found under the County Budget tab and are listed as "Monthly Accounts Payable/Payroll Payments". Also present were Mary Kuhl and Sarah Pridgeon.
Morgan Ellsbury, Road and Bridge Superintendent gave a monthly report. Randy Gill, Facilities Maintenance Foreman, gave a monthly report. Present to discuss an access permit were Craig & Ashley Wood, Pat Donahue and Tim Lyons. Tim Lyons, Growth & Development Administrator presented a map of the county showing large 35+ acre un-regulated large tract developments. Morgan and Tim discussed the impact to the County of the un-regulated tract developments.

County insurance bids were submitted by HUB International and ADI Insurance Agency. HUB International submitted a proposal of $32,233.00 which includes terrorism coverage. ADI Insurance submitted a proposal of $35,092.00 which includes terrorism coverage. The Board had a few questions, so they decided to make their decision later in the day or at tomorrow's meeting.

Present for the continuation of hearing of a transfer of ownership of a retail liquor license for Aladdin Store, LLC dba Aladdin Store, LLC were Rick and Judy Brengle. The hearing was opened. Judy Brengle and Linda Fritz, County Clerk presented documentation to show that the sale of the property was not complete and an email from the Brengle's stating that they no longer wanted to transfer their ownership in the liquor license. As no more evidence was presented, the hearing was closed. After discussion, Jeanne moved to deny the transfer of ownership of a retail liquor license from Aladdin LLC dba Aladdin General Store to Aladdin Store, LLC dba Aladdin Store, LLC. Kelly vacated the chair and seconded the motion. Jeanne voted aye, Kelly vacated the chair and voted aye, motion carried.
Present for discussion on the joint powers solid waste committee meeting and the study done by HDR Engineering were Sheryl Klocker, Council Member, City of Sundance, Justen Robinson, Ed Scott, Mary Kuhl and Sarah

Pridgeon. Kelly Dennis and Sheryl Klocker discussed the options available from the study. Justen and Ed shared their frustrations on the debris that is often dumped on their properties.

Warren Oyler, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects. Steve moved to approve a Cooperative Agreement Between the Wyoming Department of Transportation and the Crook County Board of Commissioners. Jeanne seconded, all ayes, motion carried. Also present was Joe Baron.
Theresa Curren, County Assessor presented the following tax refunds: 2017-0591; 2017-0594. Steve moved to approve the tax refunds presented. Jeanne seconded, all ayes, motion carried. Also present were Joe Baron and Mary Kuhl.
At 8:37 a.m. Steve moved to meet as the Board of Equalization. Jeanne seconded, all ayes, motion carried.
The Board went back into regular session at 8:41 o'clock a.m.
Steve moved to approve a Release of Promissory Note for a loan for the Carlile Fire Hall from 2007. Jeanne seconded, all ayes, motion carried.
Jeff Garman, County Fire Warden gave a monthly report. Jeanne moved to appoint Jason Perry as the Deputy County Fire Warden. Steve seconded, all ayes, motion carried.
Steve moved to sign Change Order No. 4 for the Oshoto Fire Hall. Jeanne seconded, all ayes, motion carried.
Steve moved to accept the Affidavit on Behalf of Contractor from Skyline Builders. Jeanne seconded, all ayes, motion carried.
Twitter Westover informed the Board about problems with the gas line for the Oshoto Fire Hall. William Maxwell with Black Hills Energy discussed the options for installing the gas line.
Lt. Tim Boumeester, WHP informed the Board of complaints from citizens about the Beulah July 4th Parade and the state laws on parades in unincorporated towns. He also discussed the county fire trucks and the water that is sprayed from them.
Jeanne moved to approve a Water Well Agreement and Easement. Steve seconded, all ayes, motion carried. Also present were Scott Jarvis, Mary Kuhl, Ed Scott, Joe Baron, Tim Lyons and Sarah Pridgeon.
Morgan Ellsbury, Road and Bridge Superintendent and Randy Gill, Facilities Maintenance Supervisor continued their monthly reports. Also present was Joe Baron.
Steve moved to approve the following resolution:
RESOLUTION 2017-14
RESOLUTION AUTHORIZING THE ROAD AND BRIDGE DEPARTMENT TO SUBMIT AN
APPLICATION FOR A CMAQ GRANT
WHEREAS, Crook County has identified a need for additional funding for dust mitigation for the safety
and health of the residents of Crook County; and
WHEREAS, Congestion Mitigation/Air Quality (CMAQ) Grant Funds are available through the Wyoming
Department of Transportation in Fiscal Year 2017 to address the dust problems on County Roads; and
WHEREAS, Crook County will, if approved for funding, be able to suppress dust on approximately forty-
four (43) non-consecutive miles of county roads, listed in the following order of priority:
County Road #68, D Road - 16 miles; County Road #12, Bertha Road - 4 miles; County Road #129, Sand
Creek Road - 1 mile; County Road #195, Homestake Road - 1 mile; County Road #116, Cabin Creek Road - 3
miles; County Road #49, Banks Road ? 4 miles; County Road #266, Miller Creek Road - 3 miles; County Road
#249, Government Valley Road - 4 miles; County Road #247, Clark Road - 2 miles; County Road #164, New Haven
Road - 3 miles; County Road #103, Shipwheel Road - 2 miles:
WHEREAS the application for the CMAQ grant request must be submitted by August 15, 2017; and
WHEREAS, the Board of County Commissioners have determined this use of CMAQ funding for dust
mitigation will benefit the safety and health of the residents of Crook County;
THEREFORE BE IT RESOLVED by the Board of County Commissioners in and for Crook County that
Crook County shall file an application with the Wyoming Department of Transportation for a CMAQ Grant for
applying magnesium chloride to certain County Roads within Crook County;
IT IS FURTHER RESOLVED that Morgan Ellsbury, Road & Bridge Superintendent is authorized to execute, and
the Clerk to attest to, any agreement or application on behalf of Crook County.

Jeanne moved to accept the property insurance bid from HUB International in the amount of $32,233.00 for the policy term of August 15, 2017 ? August 15, 2018. Steve seconded, all ayes, motion carried.
Jeanne moved to approve a Memorandum of Understanding Between the University of Wyoming and Commissioners of Crook County and an Annual Compensation Agreement for the UW 4-H Educator position and an Annual Compensation Agreement for an Administrative Assistant position. Steve seconded, all ayes, motion carried.
Joe Baron, County Attorney, updated the Board on the status of the Centurylink petition.
Jeanne moved to sign a title on a 2006 Yamaha 4-wheeler. Steve seconded, all ayes, motion carried.

The following people gave an update on items of interest within their departments: Terry Lee, Jason Armbruster, Jana McClean, Andrew Litzel and Raesha Sell.
Jeanne moved to sign a letter to Rick & Susan Pillen. Steve seconded, all ayes, motion carried.
Present for the annual WYDOT State Transportation Improvement Plan were Scott Taylor, District Engineer, Ronda Holwell, Public Relations, Mike Larson, Transportation Commissioner, Michelle Edwards, District Traffic Engineer, Warren Oyler, Sundance Resident Engineer, WYDOT, Jana McClean and Sheryl Klocker, Council Members, City of Sundance, Lt. Tim Boumeester, WHP, Sarah Pridgeon, Sundance Times, Doug Lundborg, Chief of Police, Town of Moocroft, Tim Lyons, Growth and Development Administrator, Morgan Ellsbury, Road and Bridge Superintendent and Mark Broderson, Superintendent, Crook County School District No. 1.
Jeanne moved to sign the Memorandums of Understanding With Not For Profit Service Providers with the following agencies: Crook County Family Violence and Sexual Assault Services, Crook County Council of County Services, Crook County Senior Services, Inc. and Northern Wyoming Mental Health Center, Inc. Steve seconded, all ayes, motion carried.
Present for the final approval for the Re-plat of Tracts H & I of the Sundance West Subdivision was Tim Lyons, Growth & Development Administrator. Jeanne moved to approve and sign an Order Approving Subdivision Re-plat and a mylar Re-plat of Tracts H & I of the Sundance West Subdivision, Crook County, WY. Steve seconded, all ayes, motion carried.
Board Openings: (1) Northeast Wyoming Economic Development Coalition Director, representing Municipalities? Three Year Term, which expires June 30, 2018, it is open until filled ; (1) Northeast Wyoming Economic Development Coalition Director, representing County, 3 year term; Applications are available on the county website.
The meeting adjourned at 3:40 o'clock p.m. to meet in regular session on September 5 & 6, 2017 at 8:00 o'clock a.m., in the Commissioner's Room at the Courthouse in Sundance, Wyoming.
