Ms. Himes has been working in the area of environmental management for 27 years. Her experience includes Clean Water Act compliance, including U.S. Army Corps of Engineers jurisdictional delineations and Section 10/404 permits, environmental assessments and impact statements, biological field surveys, biological assessments, endangered species management, and environmental permitting assistance throughout the Western United States as well as Hawaii and the greater Pacific. Her clients have included private and public business sectors such as residential and commercial development, electrical power utilities, hard rock mining, sand and gravel mining, highway contractors, marina development, and state transportation departments. Her experience is summarized below.

Biological Surveys/Endangered Species Management – Ms. Himes has completed numerous biological evaluations and assessments, plant and wildlife surveys, and habitat assessments to support projects throughout Arizona and the southwestern United States for over 25 years. She has conducted both informal and formal ESA Section 7 consultations with the U.S. Fish and Wildlife Service (FWS) on behalf of federal agencies. Ms. Himes has conducted over 100 BEs and Biological Survey Reports, including noxious weed surveys, throughout Arizona, California, Nevada, and New Mexico. Includes sites located on the Jemez and Zia Pueblos, the Jicarilla Reservation, the Navajo Reservation, as well as state, federal, military, and private lands.

US Army Corps of Engineers Permitting – She has over 27 years of experience facilitating the Section 404 and Section 10 permit process. Ms. Himes has conducted jurisdictional delineations of waters of the U.S., including wetlands, throughout the southwest. She has submitted numerous applications for Letters of Permission (LOPs) for structures along the Colorado River, as well as Section 404 Individual and Nationwide Permits for commercial and residential developments, including development of supporting studies such as 404(b)(1) Alternatives Analysis, Environmental Assessment (EA), public notification, compensatory mitigation plans, and 401 state water quality certifications. Ms. Himes has worked with the Phoenix and Tucson office personnel of the U.S. Army Corps of Engineers for over 25 years.

National Environmental Policy Act Compliance – Ms. Himes is experienced in preparing NEPA-compliant documents, including EISs, EAs, and Categorical Exclusions. Ms. Himes regularly works with federal agencies including the Bureau of Land Management, the Bureau of Indian Affairs, the Bureau of Reclamation, Western Area Power Administration, U.S. Forest Service, and the U.S. Army Corps of Engineers to comply with guidelines under NEPA. She has prepared EAs and EISs throughout Arizona, Nevada, New Mexico, California, and Hawaii.
