1. Academic Senate Minutes of September 05, 2013

Senator Chun had submitted an amendment to the minutes. The minutes were then approved as amended by unanimous consent.

4. REPORTS OF STANDING COMMITTEES AND COUNCILS

1. Executive Committee

1. Announcements

- Chair O’Connor announced that Praveen Soni, CBA, and Wendy Reiboldt, CHHS, were elected to the Advisory Committee to the Trustees’ Committee for the Selection of the President (ACTCSP)

- The Provost’s Office sent out an email detailing the membership of the two committees connected to the Presidential Search. The first meeting of the Trustees’ Committee for the Selection of the President will be held at an open forum from 10 am to 12pm on Monday, September 30, at the Pointe in the Walter Pyramid. All members of the campus community are invited to attend. The open meeting will be followed by a closed meeting at noon.

- The AIM Center had its official opening on September 19; it is located in AS-116. Chair O’Connor also recognized the newly renovated entry-level hallway in the AS Building, conceived by Senator Ottolia’s Design class. Faculty, Department Chairs, and Deans were urged to utilize the help provided by the AIM Center to make teaching materials readily available for all students before the beginning of each semester and to follow the guidelines in regard to copyright laws, which have been posted as a research guide on the University Library’s website by copyright specialist and Associate Dean of the Library Tracey Mayfield. Additionally, Chair O’Connor stressed that lecturers need to be informed about these important resources and policies as well.

- An information session about developing Alternative Spring Break courses will take place on Friday, September 27, 12pm-2pm, in the Library, 5th floor, in the Faculty Center for Professional Development (FCPD). Senator Caron described the workshop and its goals and encouraged faculty to attend. RSVPs are collected by Tim Caron or the Faculty Center for Professional Development. More information on this project can be found on the Center for Community Engagement (CCE):

- Student Senator Haberstroh announced that ASI’s initiative “50 Classes in 50 days” was approved by the ASI Senate and that faculty members should expect to be contacted for permission to have an ASI representative visit their classes with important information about CSULB’s student government. Also, the farmers markets will take place every other Wednesday, 10 a.m. – 2 p.m., in front of the Student Recreation and Wellness Center.

- Chair O’Connor announced the motto for the Academic Senate Retreat on October 31, 2 -5 p.m., at The Pointe: “The Borderless University”. He encouraged staff, students, administrators, and faculty to enter into conversations about this topic and to submit ideas and questions connected to the theme to the Office of the Academic Senate.

Chair O’Connor encouraged faculty to serve as faculty representatives on ASI Boards. A list of available positions will be made available soon.

6. SPECIAL ORDERS

1. Report: President Para (TIME CERTAIN: 2:15 p.m.)

- President Para reiterated the importance of the AIM Center for our campus.

- The Presidential Search officially launches on September 30th with the open forum from 10 am–12 pm. This is a “closed” search, which means that applications are kept completely confidential by the committees involved in the search. President Para stated that we would lose qualified candidates if their names were public and their campuses were aware that they are applying to work in a leadership position at another institution.

- CSU Chancellor Tim White is scheduled to visit CSULB on Monday, October 14th. President Para expressed his hopes that the Chancellor would learn about the mission of our campus, how we work together, how we move the university forward; Para also stressed that the intent is to focus on the impact that our campus activities have not only on our local community, but also on the national and the global stage.

2. Report: CFA, Teri Yamada (TIME CERTAIN: 2:30 p.m.)

- A brochure containing a health benefit summary for 2014 is available for review at the departmental office of Asian and Asian-American Studies in FO3-340.

- CFA members were encouraged to fill out and submit the Bargaining Survey that had been e-mailed to them so that the bargaining team can have a better understanding of what is a priority for faculty in regard to the contract negotiations.

- Two members of the Bargaining Team will be on campus on October 9, from 12:00pm – 1:30 pm, in the Anatol Center. More information on this informational meeting will be disseminated soon.

7. UNFINISHED BUSINESS:

1. Resolution in regard to the Presidential Search, SECOND READING

Senator Pickett asked to consider his proposed amendments as a slate. He explained that asking the candidate who was offered the position to come to the campus before officially accepting the position will make the items addressed in this amended resolution more attainable and reasonable, both for the presidential candidates and the Board of Trustees’ Committee for the Selection of the President.

Voting results for slate of amendments:

Approved: 13

Denied: 36

The slate of amendments did not pass.

The Academic Senate proceeded with discussing Senator Schürer’s original version of the resolution. Senator Schürer clarified that there is no concrete evidence indicating that the campus will lose candidates for the position if the search process is public. This resolution is asking the Selection Committee to act upon the option already embedded in the policy, which allows for campus visits by the candidates “depending on the circumstances of the search.”

2. Proposal: Academic Centers and Institutes: Policy on Formation and Review (AS-904-12/FPPC/EC), SECOND READING (TIME CERTAIN: 3:00 p.m.)

Chair O’Connor gave a brief overview of the amendments in this document. He explained that his amendments mostly address unnecessary repetition and grammatical edits in the document. He also announced that AVP Mason is present as a guest of the Chair and that he has floor rights to answer questions and make points of clarification regarding this policy.

Senator Fradella contextualized his amendments by explaining that a “one size fits all” model cannot apply in this policy when one considers the differences between the types of Centers on this campus. He elaborated that some Centers are heavily integrated into the work of an academic department, in which case the role of the Department Chair in the respective Center’s formation and review process should be specified by the policy. When Centers operate in a more interdisciplinary fashion, however, Department Chairs might not be part of the formation and review process at all.

Senator Fradella suggested to go into a Committee of the Whole for a non-binding straw poll to gauge support of the idea to add “department chairs/school director” throughout the document when necessary.

The results of the straw poll vote:

This suggestion passed and the discussion of the proposed amendment will continue throughout the ad seriatim reading of the policy.

Richard Marcus explained his series of proposed amendments. He added that funds given for the founding of Centers and Institutes needed to be treated carefully, especially when the Centers and Institutes supported by these funds were no longer active. He also added a few clarification points in regard to the role of Advisory Boards.

Senator Schürer expressed concern about work load issues for the directors of low-budget centers who would—according to this policy—have to submit an annual report and undergo annual review. Senator Fischer commented that annual reporting could be considered an opportunity to showcase achievements, which would allow even the smaller centers to highlight their activities and to demonstrate the sustainability of their mission. Senator Schürer raised the question of frequency of reports: While the Chancellor’s Executive Order 751 requires only “periodic” reports, the Senate police requires annual reports. Schürer suggested that smaller centers and institutes only be required to produce reports on a less frequent basis, at intervals suggested in the Establishment Proposal (4.3) and determined in the President’s letter establishing an ACI (4.4.1). AVP Mason responded that ORSP has to respond annually to EO 751.  The Bureau of State Audits holds the CSU chancellor responsible for monitoring the campus implementation of policies and procedures governing centers, institutes, and similar organizations on CSU campuses. To ensure fulfillment of this responsibility, AVP Mason’s office is required to report annually under EO 751 by coded memo.  These memos can be accessed at: .

He also said that the information provided in the annual report should accurately reflect the requested activities (Exhibit C) of the ACI during the reporting period, if applicable.  For certain ACI’s much of the requested information will not be applicable and the annual report could potentially be as short as one page.

Senator Schürer proposed to go into a Committee of the Whole to conduct a straw poll on whether or not annual reports should be required of all ACIs.

The result of the straw poll vote:

Approved: 6

Denied: 35

As a result of the straw poll, Senator Schürer withdrew the amendment to replace “Annual” with “Periodic”.

The Academic Senate will resume the ad seriatim reading of the policy at point 2.3.15 at its next meeting on October 3, 2013.
