2. Contract Title. G-9 Nitrogen oxide (NOx) and carbon monoxide (CO) portable analyzer testing.

3. Background. The purpose of this testing is demonstrate compliance with NOx and CO emission limitations set forth in VA Butler Healthcare’s Operating Permit NM-1000325, GP-9 permit issued by the PADEP, in conjunction with Air Quality requirements.

4. Scope. Item 1- The Contractor shall provide all labor, materials, equipment, monitoring, reports, coordination, and supervision necessary to perform nitrogen oxide (NOx) and carbon monoxide (CO) portable analyzer testing at VA Butler Healthcare Buildings’ 2, 7, and 99 emergency generators in accordance with the applicable provisions of 25 Pa. Code Chapter 139, facility’s GP-9 of the State Only operating permit NM-10-00325, EPA regulations and all other safety, environmental, construction, labor conduct rules, regulations, professional and industry standards, and best practices mandated and/or established by Local, State and Federal Agencies.

The purpose of this testing is demonstrate compliance with NOx and CO emission limitations set forth in VA Butler Healthcare’s GP-9 permit issued by the PADEP. The contractor shall provide load banks for testing required to fully load the generators during testing. Items the contractor shall be responsible for providing include installing stack test locations, providing monitors, and all other items necessary to perform the testing in accordance with PADEP, Pa. Code, EPA and other requirements. Additionally, the contractor will develop a test protocol and gain PADEP approval on behalf of VA Butler Healthcare prior to testing being performed. The contractor shall prepare and submit three copies of a final testing report to VA Butler Healthcare. If PADEP or VA Butler Healthcare rejects the testing performed due to missing, suspect, or erroneous data, the contractor shall be responsible to re-perform the testing to meet the requirements of this work at no cost to the government.

The contractor shall be a member of Source Evaluation Society (SES) and have experience performing testing in accordance with Pa Code Chapter 139 and be able to provide references upon request. The contractor must be able to demonstrate that they can meet ASTM-D6522-11 standards.

Initial testing and report must be completed by May 31st, 2016, and by November 15th for subsequent years as negotiated. Work shall be completed during normal duty hours from 7:00am - 4:30pm, Monday thru Thursday, unless VA management approves alternate work hours to accommodate accomplishment of the work.

The VA will provide a liaison for the duration of testing, safe access to sampling location ports via scaffolding or man lift. Coordination with VA Operations.

This is to be a FY16 base contract with 4 option years.

5. Risk Control – Test and inspection days must be coordinated with VA.
