1. ORGANISATIONAL CONTEXT

As a result of population growth across Australia, Ballarat is now one of the largest inland regional cities in the country. Ballarat is uniquely located with easy access to Melbourne, Geelong and Bendigo and is the Western Victorian capital for a region of 250,000 people.

The position of Marketing Officer sits within the Communications and Marketing Unit, which is part of the Innovation and Organisational Improvement department.

The unit's key role is to provide communication and issues management advice and implement key communications and marketing strategies for the organisation including the Mayor, Councillors, Chief Executive Officer, Directors, Managers and staff from across the organisation.

The unit's key activities include developing and implementing marketing and communication strategies, providing strategic advice to councillors and staff, assisting with the planning and delivery of key Council events, stakeholder engagement and relations, corporate brand projection and management, issues management, liaising with external public relations companies on key projects, media relations, social media, researching and writing speeches, preparing corporate publications, and videography and photography.

2. POSITION OBJECTIVES

The position of Marketing Officer reports to the Coordinator City Marketing and is responsible for the development and implementation of proactive, high-impact and multichannel marketing and advertising campaigns that promote Ballarat.

3. KEY RESPONSIBILITY AREAS

To operate as a marketing advisor for City of Ballarat business units to develop and implement innovative end-to-end marketing strategies and campaigns for events, projects, services, initiatives and decisions to enhance the communication and relations between the Council, the City of Ballarat, the media, the community and the broader region. This includes:

Liaise and work with directors, managers and staff to ensure the effective delivery of all marketing and advertising campaigns.

Co-ordinate the City of Ballarat's marketing and advertising tools

Develop and support the day- to-day management of the organisation's corporate brand and identity.

Develop and maintain campaign schedules to ensure all activity is strategic, integrated, targeted and measurable against clear campaign objectives; and project manage the implementation of campaigns.

Develop and apply tools and mechanisms to assess reach and impact of campaigns against desired outcomes.

Research and prepare positive and compelling copy on behalf of Councillors, the Mayor and CEO for a broad range of the City of Ballarat's marketing vehicles including websites, social media platforms, EDMs, and other internal and external channels.

Research and write collateral such as messages, media releases, comments/opinions, briefing notes, media responses and speeches, for the Mayor, Councillors and Leadership Team and other outputs as required; relevant to marketing Ballarat to local and external stakeholders such as community members, businesses and visitors.

Maintain an up-to-date knowledge of key markets and relevant demographics, and identify new or emerging markets

Maintain knowledge of current trends and innovative methods for marketing delivery and how to reach key demographics.

Maintain an up-to-date knowledge of other local government activity. Maintain networks with other councils.

Administration tasks relevant to the function of the role including adhering to City of Ballarat financial procedures.

Participate and contribute to the City of Ballarat's overall marketing strategy.

Support the Communications and Creative Studio teams in relation to strategic and operational work.

5. ACCOUNTABILITY AND EXTENT OF AUTHORITY Accountable to the Coordinator City Marketing for the quality, effectiveness, cost and timeliness of work plans, programs, projects, events, initiatives, including systems and technology being managed. Effective management of campaign timelines and budgets. Provide specialist advice to senior management and Councillors in matters relating to marketing and advertising strategies and campaigns. The freedom to act is governed by professional judgement in overseeing communication strategies covered by City of Ballarat policies, objectives and budget allocations. The role frequently requires the Marketing Officer to act as an `in-house consultant/advisor' to internal customers, accepting responsibility, problem solving, and making professional communication judgements.

6. JUDGEMENT AND DECISION MAKING

Make decisions on matters which are the responsibility of the position, provided that these are within delegated authority, legislative requirements and in accordance with the requirements of the Coordinator City Marketing

Make prompt and appropriate decisions without the need for direct supervision, if necessary.

Exercise judgement when dealing with complex issues and an ability to utilise effective problem-solving skills.

Make decisions related to the issue at hand based on in-depth knowledge and understanding of the City's broader goals, objectives and key messaging.

Research, identify, develop and implement marketing, advertising and communication campaigns. This will necessitate an ability to work as part of a team, as well as independently, and to provide and make detailed recommendations to the Coordinator Marketing as well as responding to suggestions and proposals from the manager.

Ability to make recommendations and advise all levels of staff and Councillors. Provide input into the strategic communications strategy for the organisation. Undertake problem?solving activities in order to achieve strategic objectives within

resource constraints. To provide excellent customer service to all areas of the City of Ballarat, the

community and other external stakeholders. Problem solving may involve day-to-day judgement on operational issues, through to

policy development and input into communications strategies.
