The Commission, an independent, foundation-supported project, developed model, widely-disseminated policy and planning documents responding to the HIV crisis in NY and NJ. Prepared policy analyses on access to health care, housing, drug treatment, and insurance, as well as on testing, confidentiality, and civil rights issues. Developed recommendations on health and social services planning, which were published in the Commission's final report to the public and private sectors. Other activities: advised the Commission on policy development; met with and testified before governmental officials on Commission policy; represented the Commission at policy development and public forums; conducted professional and public education; and organized activities with national and regional coalitions.
