COURSE DESCRIPTION: This workshop is a mini version of the BLM’s GIST course designed to meet the training needs of a Geographic Information Systems Technician (GIST) to manage the information needs of all-risk incidents. This course combines lecture, discussion, and hands-on exercises. The use of Geographic Information Systems (GIS) is one of the most efficient methods for documenting, analyzing, and managing information regarding the location of facilities, conditions, and environments affected by Wildfire, Floods, Earthquakes, and other incidents. The first part will be a seminar providing information on basic ICS organization, the role GIS plays in ICS, how to prepare for incidents, what will be expected of you, where you can get data from and the type of product you will be asked to produce. The second part will be hands-on training, including special software and electronic forms and samples that you will be using if called out to an incident.

During the course instructors will:

• Describe the pre-season and pre-incident duties of the GIST and identify the equipment, supplies and data needs required for incident support.

• Describe the dispatch and mobilization process and the procedures for incident check-in.

• Demonstrate how to set up the GIST work area and organization to meet the needs of the Incident Management Team.

• Describe the Incident planning cycle and the associated timeframes and product deadlines critical to GIST incident support.

• Collect data, identify and use maps, imagery, graphics, and other information to produce the required incident maps.

• Discuss some examples of the more complex data analysis and manipulation commonly requested of a GIST.

• Describe the established file structure and naming conventions to store, archive, and document all GIST incident activities.

OBJECTIVE: Upon completing the course, students will have the knowledge and skills to respond to fire and all-risk incidents and perform the duties of a beginning GIS Technical Specialist. This includes:

• Identify the basic supplies and data they will need on the incident.

• Create the basic maps required from the GIST on an incident within established timeframes.

• Establish and utilize a file structure, naming convention, and documentation to manage and archive incident data.

TARGET GROUP: The GIS professional from local, state and federal agencies that may be called upon to provide GIS support for incident management in or out of your region.

COURSE PREREQUISITES:

Working knowledge of GIS and GIS software.

Recommended Prerequisite:

Basic ICS Knowledge

COURSE HARDWARE REQUIREMENTS:

Only for the Hands-On portion of the workshop.

Students will be asked to bring a notebook PC to the course.

Software: Software requirements include ArcView 3.X or ArcGIS 9.x. ArcView should be loaded and running on the computer you bring to the class. Other extensions such as DNR Garmin will be provided on the class CD and installed during class. Administrative Rights to load software must be allowed in your laptop configuration.

Note:

This class is not a substitute for ICS (Incident Command System), GIST (Geographic Information System Technician), S-130/S-190 Firefighter Training and Introduction to Wildland Fire Behavior or any other ICS or fire training.

This class is to give you a basic understanding of ICS procedures, GIST duties and responsibilities and give you an idea of how to prepare and what to expect if you are called to a risk incident in your area. This workshop is lead by a group of individuals experienced and certified in Wildland fire management, Incident Command System (ICS), Incident Mapping, GPS and GIS.
