In addition to being a full-time police officer, Holton is a Co-founder of T-6 Advanced Training & Career Development Group, a non-profit first responder retreat/training center in Bozeman, Montana, and is the Training Director for Law Enforcement Today. Conducted professional and academic literature reviews, located and coordinated training for team members, designed a tracking format, and adjusted protocols using formative evaluation methods. 2012- Present: “The Qualter Project” – Research experiment involving the University of Central Florida, Sociology Department, and the Brevard County Sheriff’s Office. Implementing the use of therapy dogs during criminal investigations involving child victim’s or witness. Qualitative and Quantitative study on removing communication barriers and reducing traumatic stress. 2014- Present. “Forensic Examinations for Domestic Violence Strangulation” – Program implementation involving the University of Central Florida, Sociology Department, the Brevard County Sheriff’s Office, Brevard County Public Health Department, and the State Attorney’s Office of the 18th Judicial Circuit. The program involves the implementation of a new tool for investigating and prosecution cases of domestic violence that include strangulation allegations, which incorporates the forensic examination by medical staff that preserves medical evidence of the event. 2014-2017. "Human Trafficking Awareness Project" - A project involving University of Central Florida, Sociology Department and the Brevard County Sheriff's Office to locate possible signs of human trafficking along the Interstate 95 and State Road 520. Data will be collected using multiple law enforcement and social media websites to determine if Brevard County hotels are being used as stopping points for individuals trafficking human beings for sexual and labor exploitation. 2014- 2017 "Sex Offender Societal Pressures Leading to Absconding and Recidivism". - Program being designed in partnership with the University of Central Florida, to determine if individuals labeled as sex offenders or sex predators are receiving unfair treatment due to social stigmas related to being labeled a significant criminal, and if the pressure from society disrupts rehabilitation leading to offenders more likely to abscond or re-offend. 2014- Present. "Florida Sociological L.E.A.D.E.R.S. Initiative" - Research workgroup designed to incorporate the, Law Enforcement Academic Direct Engagement Research System. A project designed by Jessie Holton which includes academic researchers and interns from the University of Central Florida, Sociology Department, law enforcement and judicial practitioners from Brevard County, and community organizations from throughout Florida who focus on addressing social problems through teamwork and communication. The workgroup designs projects, collects and disseminates research results, and provides funding for innovative programs to assist victims and reduce crime. 2015 – Present. “Brevard County Paws & Stripes College” – A program design and evaluation of utilizing female jail inmates to work with previously unadoptable shelter dogs while providing life skill and vocational training the inmates will be able to use successfully up re-entry into society. The program will also include the Vet-Tech program from Eastern Florida State College to incorporate student courses within the facility to reduce cost and allow students to experience hands-on techniques. Empirical research methods are used to track the program outputs with a focus on female inmate recidivism and job placement. 2015 – 2016. “Brevard Attitude Modification, B.A.M. Evaluation”. – An evaluation of the current practices within a program designed to educate at-risk juveniles. The evaluation will consist of Sociology PhD. students from the University of Central Florida who will concentrate on designing theoretical framework to properly screen applicants, develop measurements for benchmarking the stages within the program, implement a parental follow-up survey, and design data collecting software for a longitudinal study. 2015 – 2016. “Brevard County Sheriff Chain-Gang Evaluation” – An evaluation of the current screening processes and practices for inmates selected to the Chain-Gang program. The evaluation will include locating characteristics and classifications in order to properly identify inmates who will be affected while also decreasing recidivism. 2015 – 2017. “Brevard County Sheriff’s Office Recruit Retention Evaluation” – An evaluation examining the social and organizational causes for the significant decrease in employee retention rates. The evaluation will utilize organizational and sociological theories to locate the root causes within the organization and develop plausible solutions for changes in practice to correct the current trends. Using the results, as screening scale was created to ensure recruiters were selecting quality candidates based off proven statistical measures which increased retention and decreased cost significantly. 2015 – 2017. “Brevard County Sheriff’s Office Field Training Officer Program Evaluation” – An in depth evaluation of the Field Training Program that identified knowledge and motivational gaps caused by organizational procedures. This evaluation examined differences in the training structure over a 15 year period and identified multiple causes. Results indicated that removal of promotional and pay incentives over a ten year period reduced the number of experienced employees willing to take on the FTO role, leading to a decreases in quality and quantity of training for new recruits. The evaluation concluded with a re-design of the FTO program and organizational flow chart which was able to save cost to bring back the salary and promotional incentives. The average years of experience in the FTO’s increased from less than 3 years to the highest it has been in 10 years at an 8 year average.2015 – 2017. “Brevard County Sheriff’s Office Civil Service Promotional Evaluation”. – An evaluation of the organizational flow chart resulted in indicating that there were significant deficiencies caused by a flawed promotional process. The results indicated a “testing” process was not effective in locating proper candidates and a merit based system was created. This new system was approved by both the police union and the BCSO Command Staff during contract negotiations and has proven to be a successful tool for not only selecting proper candidates but cost effective and solved other organizational deficiencies at the same time. 2016- 2018. “Crime Scene Manipulation Study”. – A research project partnered with Queensland University, Australia, to identify common behavioral characteristics with staged crime scenes involving death investigations. The project is also examining the differences in variable extraction between obtained court cases documents and investigator narrative extraction. 2015-2017 – “Civilian Self-Defense through Tactical Shooting” – Curriculum design and implementation for teaching civilians how to effectively protect themselves and others through proven tactical methods, mental preparedness, and realistic scenarios. 2016 – 2017. “BCSO Range Improvement Evaluation” – An evaluation of the BCSO training center to identify cost savings possible opportunities for expanding employee development. This evaluation examines the curriculum, facilities, and expenditures of the training unit. The results have produced an employee development plan to ensure employees are obtaining consistent and relevant training during the year, as well as a possible grant opportunity to build a new state-of-the-art training center that will include all needed resources.
