Frank Contrera convened the Traffic and Transportation meeting with the Pledge of Allegiance at 7:30 pm.

Public Contact Session An Osborn Avenue resident states he lives in a maze. DOT reconfigured Wiman Avenue to run two-way, then one way for a few blocks, then two-way again continuing to the water. He is asking DOT to study it again and possibly revert it back to two-way for the full length of the street. There is a lot of school traffic from Nelson Avenue and Hillcrest Avenue. He states it's a mess. People are going down one-way streets the wrong way. John Schultz asked why the changes were made to Wiman Avenue. Frank Morano said it was the result

of a traffic study. The narrowness of the streets and the addition of the CVS were the reasons for the change.

He also questioned the addition of 2,300 speed cameras. He said they expanded the school zone to a 1,320 ft. radius. Any of those streets can have a speed camera. He said Lanza, Borelli, Matteo, Malliotakis and Reilly are against it. He stated that fatalities are dropping and that this is a revenue scheme. He wanted the opinion and support of the Board to help fight this.

Agenda NYC Department of Traffic & Transportation presented its plan to replace the Arthur Kill Road Bridge over Staten Island Rapid Transit in Tottenville. This is part of an eight bridge city-wide contract (HBCRO2B). DOT is aware of the importance of this bridge. They are able to maintain two-way traffic flow (11 ft. wide lanes) during the construction process by eliminating the sidewalk. A pedestrian detour will incorporate a new traffic signal to cross Arthur Kill Road, and the train station offers a connection onto Ellis Street. Buses and commercial traffic will run as usual. The construction plan is as follows:

Construct new bridge concrete deck Construct new approach slabs and roadway Construct new concrete sidewalks with curb ramps Install new elastomeric bearings, steel framing, fencing, guide rails and railings, and 12"

diameter water main

A community liaison has been assigned to the project to keep the community informed and to give advanced notice to impacted parties. There will be a dedicated outreach hotline and email. There will be 3 phases of construction:

Pre-stage, 3 months, June to August 2019 Stage 1 - 5 months, September 2019 to January 2020 Stage 2 - 5 months, February 2020 to June 2020 Stage 3 - 5 months, July 2020 to November 2020

Board Concerns What happens to residents when the water main is replaced? There shouldn't be an impact to the community. There will be very brief shut-downs. Can the street width accommodate large equipment? Yes. What happens to the train schedule when the bridge is demolished? The SIRT controls the DOT construction times. The train schedule will not be affected. How will bus traffic be affected in Tottenville as there are already other capital construction projects ongoing in the neighborhood? There is only one bus route along this stretch of roadway. Will there be any additional lighting added to the bridge as part of this project? No, there is sufficient lighting already in the area. Will the bridge remain raised as it is now or can it be flattened? The bridge must remain at its current height due to the railway underneath. Can the bridge we widened? No, DOT only owns the mapped route. There is a major issue with making a left onto Ellis St. from AKR traveling northbound. Can this be addressed? DOT will take a look and see what can be done to improve this.

How old is the current bridge? This bridge is about 100 years old. The lifespan of the new bridge will be 50 - 75 years.

There are plans to widen Arthur Kill Road in the future. Doesn't it make sense to widen the bridge now so it is able to accommodate additional lanes of traffic when this occurs? No, the widening has been on the books for years with no construction. They will revisit the bridge if and when the widening becomes reality. If they do it now, they would have to eliminate one of the sidewalks and there might not be an adequate load bearing capacity.

Are the sidewalks a requirement? ADA requires DOT to provide one pedestrian pathway. Will there be night construction? Yes there will be a significant amount of night

construction. Will the retaining walls remain? They are sound concrete gravity walls and will remain. Will there be soil samples taken to check for erosion? Yes. Will the road ever be closed for any reason? They are allowed up to 15 minutes closures to

move materials or bring things onto the site. Will there be traffic enforcement? No. Flagmen will be used as needed to secure DOT

vehicle movements and will assist with public traffic. Who is the contractor? Beaver Construction. The foreman is a local resident of Tottenville. Where will the staging area be? Not yet determined but will not be in a residential area. Are there any incentives for early completion? No.

New Business Vincent Molino asked that DOT survey Loretto Street for the installation of speed bumps. Frank Morano asked for a 4-way stop at the corner of Preston and Oakdale and on Wainwright and Lamoka.
