1. Approval of the minutes of the previous meeting.

The minutes of the meeting on 16th December 2015 were approved by the Council and signed by the Chairman.

3. County Borough Councillor J.H. Jones

Involved in discussions with North Wales Police re the future of PCSO’s The Police budget has been cut with the effect that numbers will be reduced by 12 throughout the County Borough.. Community Councils will be asked to support the recruitment of Special Constables and Community Wardens. . Every Community will have a named PCSO. The Wards of Rossett, Marford and Hoseley, Gresford, Llay and Holt will share 3 PCSO’s based at Gresford Police Station. Each Community Council will continue to decide on its policing priorities and report on

A PCSO has nearly all the powers of a Police Officer with the exception of the power of arrest. This being to avoid the need for office based activities in preparing evidence, attending courts and training thereby allowing them to concentrate on the Community which they serve.

Flooding in the Darland wood area. No progress has been made with Mr. Alex Woolam, the owner of the former Golf Course and lake with regard to access to the lake to drain the surface water from Darland and Gamford Lanes. A proposal to install a water catchment tank under the road in Darland Lane is being delayed due to these access difficulties. The Community Council decided to invite Mr. Woolam to attend the next meeting to explain his future intentions for the site

Changes to the speed limits are being considered on the B5102 which is due to go for consultation by the end of January.

Parking in Station Road. Whilst it is appreciated that there is no access for wheelchair users to the Spar store it will be counter productive to remove a parking space outside the store thereby preventing vehicles from being unloaded at that point. Access to the footpath can be gained from the car park entrance. Vehicles parked partly on the footpath are regarded as an obstruction and are a matter to be dealt with by The Police.

Dog Fouling and Littering are to be dealt with by plain clothes officials of a company employed by Wrexham County Borough Council on a payment by results basis.

4. Community Councillors

Cllr. Guest reported that street lamp No.10 in Harwoods Lane was out of service and had been reported on 5th January. Also that lamp No.. 6 on Chester Road is still out of service. Cllr Jones advised that this was in the hands of Scottish Power which had undertaken to attend to the problem within the next few days.

5. Matters Arising

1. Councillor Smith reported that a long awaited positive response had now been received from NRW regarding the failing river wall at the Weir Burton Road. A full structural survey will be undertaken by Independent Engineers in the spring, on behalf of NRW.

This has been confirmed by the office of Carl Sargeant-AM. Minister for Natural Resources. Budget has been allocated. Any remedial work required will then be undertaken.

Discussions had taken place between WCBC and NRW to determine responsibility for the Wall.

The Wall is considered as part of the Flood Defence for the Area, not a Road Boundary Wall.

 

A revised Flood plan for Rossett has been issued to all Flood Wardens from NRW. This will be followed by hard copies and information leaflets for distribution in the Village

. In the event of flooding, Wrexham County Borough Council will provide sandbags on request.

. A new road drainage system is being installed as a part of the building project at the former Golden Groves Inn

Waverly Crescent. Flooding is still prevalent in the area near to the garages.

 

Burton and Golly. There are problems with surface water on the Highway as the roadside gully's require clearing.

This is the local farmers responsibility. The problem has also been reported to Mr Dylan Jones at Streetscene.  

ii. The Web site is nearing completion and should be available to go live shortly when information is received from Vision ICT with regard to editing. The Welsh translation of some of the sections will be added at a later date.

iii. Planters.. Helen Maurice Jones will be asked to confirm her proposals for the watering and feeding of the tubs and planters in the coming spring and summer

iv. The Christmas tree ‘Switch On’ The electricity supply arrangement will be modified to cater for both the lights and a P.A. system.

v. The Playgrounds at Mountain View and Greenfields. It was agreed that the Deeds are acceptable and will now be processed. This Council must stand it’s legal costs

vi. In order to comply with Health and Safety Law, all playgrounds must be regularly inspected. The Recreation Ground Warden will be asked to do this and record his visits. He will be paid for one extra hour per week.

vii. The Recreation Ground fence requires to be stripped and repainted. Quotations will be invited. Wrexham County Borough Council will be asked if it can recommend suitable painting contractors

viii. Harwoods Lane street lighting. Jones Lighting will be asked to suggest the location of additional street lights which must be mounted on columns since Scottish Power will no longer permit them to be mounted on its poles.

ix. The Village Institute. The Balfour Trust is now in a position to distribute the interest accrued from the sale of the building to local voluntary bodies

x. Community Wardens. Mr. David Green, who addressed the Council at a recent meeting, regarding his concerns re speeding motorists in Harwoods Lane, has been advised re the Community Warden scheme and provided with an application form. The Chairman undertook to write to him re the current position.

i. Correspondence

i. RECAP. Request for a donation. In view of the excellent work which it has carried out around the village it was agreed that every support will be given to future projects.

ii. County Borough Council re Pension Scheme for Community Councillors This Council is not eligible due to the level of the salaries of the staff.

iii. One Voice Wales. Notice of next meeting on 26th Jan. 2016 in Mold

iv. The 90th Birthday of HM Queen. It was agreed that this should be commemorated in some way.

v. Queen Birthday Beacon 21st April 2015. This is not practicable in view of Rossett being low lying.

vi. K2 Explorer Scout Unit (14 to 18 year olds).. Request for financial support to fund an expedition in the Czech Republic Enquiries to be made regarding the number of Rossett people involved.

vii. Clerks & Councils Direct magazine.

viii. Society of Local Council Clerks magazine.

ix. Wrexham Town & Community Councils. Notice of next meeting on 17th March 2016 at 4 pm.
