Students, parents, and teachers utilize the planner as a communication tool. It is expected that students discuss the contents of the planner with his/her parent/guardian. Homework assignments and due dates for special assignments are to be recorded in the students’ planner daily.Student I.D.:Each student will receive a current 2016-2017 identification card, which will include the student’s picture, and a bar coded number. This card will be used for all school activities including attending field trips, entering school dances and serve as the student’s library card. This card must be worn at all times. To have a student ID replaced will be at a cost of $5.00.Student Responsibilities:Students attend and participate in the school program so that they may develop to their fullest potential. Students are reminded that their behavior throughout the entire school year may determine their privileges to participate in extra-curricular activities and school sponsored activities and trips. Students receiving in-school support and out-of-school suspension place their privileges of participating in extra-curriculum activities and school sponsored trips in serious jeopardy.Students have the following responsibilities:1. To accept responsibility for their own actions.2. To respect the rights of others, including the rights to secure an education in an environment that is orderly and safe.3. To obey school rules and regulations.Expectations/Procedures for SchoolBe on time for school!Accept directions from all staff members, not just your teachers.Homework should be written in a homework pad or notebook daily for each subject. Remember homework affects your grade!Don’t forget to study for tests.Turn permission slips in on time.Dress comfortably, but appropriately for a school setting.For safety reasons stay to the right while walking in the hallways.Keep noise to a minimum while in the hallways. No loud sounds or screaming!A pass is required when in the halls except during the change of classes.Designated locker times are: before and after homeroom, before and after your lunch period, and at the end of the day.Locker combinations should not be shared with anyone.No electrical devices in school. (i.e. Cell phones, IPods, MP3 players, walkmans, cameras, video games, etc.).Hats must be removed when entering building and kept off while in the building.No food may be brought out of the cafeteria.Turn in absence notes to your homeroom teacher.Tips For SuccessTeachers are more than willing to give you extra help in their class. Don’t be afraid to ask.On weekdays, keep phone calls and TV watching at a minimum.Join school clubs and extra-curricular activities – remember busy students are successful students!Keep a large calendar in your room with important deadlines and eventsMake an appointment to see your school counselor when necessary.Take standardized tests (PARCC, NJ ASK Science 8)Join at least one club or extra-curricular activity this year!Materials Needed:Students are to arrive to school each day with the materials needed to be successful in all their classes. It is suggested that each student have a three-ring binder with dividers and/or notebooks for each subject area that require written work. Pens, pencils, paper, and assigned materials are to be brought to school daily. Habitual failure to come to school prepared for classes will result in a referral to the assistant principal. If there is a problem purchasing needed materials, parents may contact the appropriate assistant principal.Textbooks:Textbooks are issued to all students. BOOKS MUST HAVE COVERS TO PROTECT THEM AT ALL TIMES. At the end of the school year, or upon transfer, all books checked out in your name must be returned to your teachers. Lost or stolen textbooks must be reported to the teacher and the administration immediately. Fees for lost/stolen textbooks will be assigned to the family if the item(s) is not found. School grades or official school records are not released or forwarded until full clearance is given for lost or damaged books. Homework:Teachers interpret and respond to the individual needs of their students in many ways. An example of this is homework. Homework compliments our school program and class goals. Homework at FMS is either an extension of skills learned during school hours or preparation for the next day’s activities. Examples of homework assignments are the completion of work assignments, studying for tests, enrichment and reinforcement activities based upon the individual needs of students. Individual teachers design and assign homework based on the instructional goals of each class. Telephone Use:The office phones can only be used for emergency purposes. Students will not be called from class for telephone calls, but emergency messages will be delivered to them as quickly as possible. Report Cards:Academic progress in school is vitally important to student’s success and preparedness. The purpose of a progress report is to notify both students and parents of the current academic standing of the student. This interim report should be used as a guide to inform students and parents of what their child should or should not be addressing at each marking period interval.If a student needs close monitoring within any given marking period, the daily planner can be utilized as an effective communication tool. Class assignments, long-term projects, upcoming tests, and teacher/parent comments can be recorded daily in the student planner. When a student is experiencing academic difficulty, he/she should talk with the teacher and or school counselor to discuss ways to improve and overcome the learning deficiency. The student and the teacher should develop a plan of action to overcome areas of weakness. At any time, a conference can be arranged with the student, his/her parents/guardians, the teachers, and the school counselors.Promotion Policy:Students entering or enrolled in Franklin Middle School shall be placed at the grade level and with the instructional group for which they are best suited academically, socially, and emotionally.Promotion shall be based on the successful completion of the year’s work. To pass a subject a student must have at least a 67 average in that academic subject.A student could be retained if he/she fails two or more academic subjects that is, Mathematics, Social Studies, Language Arts or Science.A student who is absent 18 or more days will be considered to repeat the grade. Students who have documented doctor-treated illness and or have been on home instruction do not fall under this regulation.A promotion conference will be held on each student in danger of failing. If it is determined that a student has failed two or more academic subjects, a letter is sent home indicating that retention is possible.Failure notices will be sent home at the conclusion of the second, third, and fourth marking periods.Final determination of the promotion or retention of a student will be made by the Principal in consultation with the FMS Retention Committee.Parent Conferences:Parent/Teacher formal conferences are one of the tools used by teachers to foster communication and cooperation between the school staff and parents. Formal conferences are held during the fall and spring for Franklin Middle School students; however the staff and or parents can schedule informal conferences anytime throughout the year. Parents are encouraged to discuss their child’s progress at these conferences to support their child’s success in school. Guidance Department:School Counselors are the student’s link between school and home. Students can expect professional advice and assistance from their school counselor. The counselor’s role entails helping students to develop personal, vocational, and educational goals. Student contacts with a school counselor can be voluntary or scheduled. Counselors are available for individual and group conferences. Counselor assignments are for two years according to the child’s last name.Mrs. Quiyon Peters, Counselor (A-G)Mrs. Precious Acolatse, Counselor (H-Pa)Ms. Surbhi Alaigh, Counselor (Pe-Z)Student Transfers:When a student transfers out of the Franklin Township school district, parents must provide written notification to the Guidance Office at least two days in advance from the student’s last day of school.All books and athletic equipment must be returned and all fines paid before final clearance is granted for transfer. In addition, students must complete a School Sign-Out Withdrawal Form and secure their teachers’ and cafeteria manager’s signatures to indicate all obligations have been satisfied. This form must be returned to the Student Development Office. Parent/Guardians must furnish the school with the forwarding school information in order for a school transfer card to be completed and subsequent records sent to the receiving school. The information needed includes: new home address, new school address, and last day of attendance. Along with a copy of the transfer card, the student will be issued a copy of their health records from the nurse’s office for the new school. Also, the parent/guardian must come to F.M.S. and sign a School Records Release Form so that the child is removed from the school roster.Change of Address or Telephone Number:Students are required to inform their School Counselor of any change in address or telephone number. Please report these changes as soon as they are known. Lease, mortgage payment or utility bill will be required for proof of address change. Homework for Extended Absences:For any absence that exceeds two days, homework assignments can be acquired by contacting the student development office. Testing:A major goal of Franklin Township Public Schools’ testing program is to provide objective and comprehensive assessment information to parents, teachers, students, and the administration so that quality educational programs can be continuously provided, monitored, and improved. Results of these standardized and locally developed tests help teachers to maximize each student’s growth and potential. The state standardized assessments at Franklin Middle School are as follows:Emergency School Closing:When school is closed because of a storm, other emergencies, or when school has a delayed opening, the local radio stations listed below will broadcast the information. Please continue to listen to the radio and/or local TV in the event the ninety-minute delay changes to a school closing due to deteriorating weather conditions.Inclement Weather Information90-Minute Delay Opening:Due to inclement weather conditions, there will be times when the start of the school day will be delayed for 90 minutes. This delayed opening will allow students and staff additional time to arrive safely at school without having to cancel school for the entire day. It is also important to note that a ninety-minute delayed opening of school satisfies the State requirement for a full day of classes. On any day of early dismissal, should it be necessary for the district to have a delayed opening, the early dismissal will be cancelled and departure time from the schools will be as on a normal school day.Transportation schedules will be delayed ninety minutes. Bus students should be at assigned bus stop 90-minutes later than posted on bus pass.Most after school student activities will be held as regularly scheduled. Announcements will be made if activities are cancelled.You may also call the Board of Education Office at 732-873-2400 Ext. 555 for a taped message. In the event of a delayed opening due to inclement weather, please continue to listen to your radio in case a delayed opening changes to a school closing due to deteriorating weather conditions. Avoid calling the school. We need to take care of altering our schedule and using the main phone line to receive phone calls from staff members.Utilize the following website for updated information: General InformationAttendance Policy:The Board of Education and the Administration of Franklin Middle School recognizes the educational significance of the student’s attendance in class and as mandated by N.J. S.A. 18A: 38-25 through 31 and N.J.A.C. 6A: 32-8 and 13.1. To this end, the teaching staff is committed to conduct at least 180 days of well-planned instruction and the entire staff is committed to enforcing the conditions of the attendance policy. Please note: Parents must keep the school informed of any phone number changes or address changes as they occur.State regulations demand an attendance policy that requires student attendance on the days and hours during which school is in session. Research has revealed that students who are late or miss school regularly find it difficult to be successful. Absences and tardiness are recorded on each progress report and report card throughout the school year.Students who were absent have the privilege of making up any missed work. However, it can be assumed that class participation cannot be made up. For all absences, the student must approach his or her individual teachers to request make-up assignments.Students who cut class or who are truant from school will not be permitted to make up class work they missed.Student Arrival:Franklin Middle School opens its doors at 7:15am for students to enter the building. Student Departure:Students are dismissed from school at 2:25pm. At the end of the day students should go to their locker and then promptly leave the building. Any student staying after school must be under the direct supervision of a teacher/coach and involved in a school activity. If a student is unsupervised after school he/she will be asked to leave the building. Potential disciplinary action can be administered if continual loitering occurs.Long Term Illness:If a student will be absent from school for an extended period of time because of illness, injury or unusual circumstances are eligible for “alternate instruction” (see Home Instruction). Arrangements are made by calling the school nurse at (732) 249-6410 ext. 246/247. The days that a student received alternative instruction are to be counted as days of school attendance.Student Tardiness:Students who enter the building after 7:25am are considered late for school. Late students must report to the sign-in table located in front of the auditorium for each lateness. The following action will be taken at the number of lateness indicated below:Three lates –call to parent and office detention, for each additional late up to 10 an office detention will be assigned.Six lates –letter to parent/student conference with guidance Counselor.Ten lates –letter to parent/mandatory parent conference with CODA/student will receive ISS until conference is held, afterward everyday late one day of ISS will be served.Twenty lates – Student will be assigned OSS until parent conference is held, possible court complaint.Student Absences:Student absences from school require a written explanation from the parent/guardian within (5) five school days of return. This written notification must include an explanation of the absence(s) and the parent’s/guardian’s name and telephone number. The following action will be taken at the number of unexcused absences indicated below:Four unexcused absences – letter to parent and office detention.Between five - nine unexcused absences –letter to parent, office detention for every day absent and an action plan must be created with the Guidance CounselorTen unexcused absences– one-day ISS and Attendance Officer notified.Fifteen unexcused absences – two days ISS and possible court complaint signed.Twenty or more unexcused absences – 1 day OSS Family will be contacted by the District Attendance Officer, Mr. Dennis Harris.Early Dismissal (Signing Out of School Early):Students are required to remain in school for the entire day. If it is necessary for a student to leave school prior to the end of the school day for a doctor, dental or court appointment, he or she must have a signed note including a phone number where a parent/guardian can be reached. This notice is to be delivered to the Main Office in the morning. Keep in mind that students must be in school for four hours in order to get credit for attendance. Students who leave school prior to 11:30a.m. or arrive after 10:30a.m. without proper documentation verifying the reason will be recorded as absent for the day.Attendance and Extra-Curricular ParticipationWhen a student is absent from school for any reason, he or she is excluded from all school activities, including class activities, student council, school trips, band or chorus rehearsals, practices, performances, club activities, dances, and athletic games or practices on the day of the absence. The student is ineligible for extra-curricular participation until he or she has been in attendance at school for one full school day. Friday absences will also negate participation in Saturday or Sunday activities. All students must be in school for a minimum of four hours to be considered present in school for the day. Students who request early dismissal prior to 11:30 a.m. will be recorded as absent for the day.Criteria for Excused Absences Excused absences require that the student submit a note to their first period teacher upon returning to school. Excused absences are defined as:Student illness (physician’s note will be required for continuous absences that exceed 3 consecutive days and will also be required for students who have been absent because of contagious or infectious diseases or conditions as designated by the New Jersey State Department of Health, refer to Policy 5141.22).Student recovery from an accident (as supported by a physician’s note).Requirements of a student’s individual health care plan.A death in the student’s immediate family.Quarantine.Observance of the student’s religion on a day approved for that purpose by the State Board of Education. This specific information may be found on the New Jersey Board of Education website.The student’s suspension from school (excluding a bus suspension).Requirements of the student’s Individualized Education Program (IEP).Alternate short or long term accommodations for students with disabilities.The student’s required attendance in court (copies of court papers should be submitted).Interviews with an admissions officer of an educational institution or other education opportunities such as college visitations (limit of three).Necessary and unavoidable medical or dental appointments that cannot be scheduled at a time other than the school day.Participation in New Jersey’s “Take Your Child To Work Day”.Such other cause that in the judgment of the building principal constitutes a good and sufficient cause for absence from school.Any student who is absent must submit a note, signed by a parent/guardian or physician, to the Main Office within 5 school days after returning to school. (Refer to the District’s “Student Code of Discipline” handbook.)Parent or Guardian Notification of Absences:Parents or guardians will be notified when the student has been absent from school. The attendance officer will contact parents when there have been excessive absences.Home Instruction:When a student will be absent for 10 consecutive school days or longer, a parent may make a request for Home Instruction by contacting the school nurse or the office of Pupil Personnel Services located in the Board of Education Office on Amwell Road. The school doctor determines if home instruction occurs. Dress Code:The school recognizes the prerogative of students and parents in determining appropriate dress and grooming. However, certain styles of dress and grooming are not considered appropriate for public school attire. The administration has considered the three important areas of modesty, cleanliness and safety in determining appropriate school dress. Examples of inappropriate school attire include, but are not limited to the following:Clothing with crude meaning or phrases or imprinted with drawings or slogans that appear to be gang-related or promote or condone the use of violence, alcohol or drugs, or contain profanity or sexual references.Shirts, blouses, dresses, etc. that display bare back or midriffs.Inappropriately short skirts or shorts, leggings without an appropriate blouse or shirt.Coats, gloves, hats, bandannas, neck scarves, hair curlers, hair picks, head scarves, head bands etc. are not to be worn in classrooms/building.“Muscle” shirts, tube tops, halter-tops, tank tops, sleeveless sports shirt, etc.Underwear worn as outerwear.Sunglasses.Pajamas and/or slippers, flip-flops, swim sandals, shower shoes.Spiked jewelry and chains.If a student chooses to wear a dress, skirt, or shorts, to school, we recommend using the “hands against your sides test.” Basically, a student cannot wear any of the aforementioned garments to school if it is shorter than the length of their middle fingers, when the arms are extended flat against the body and placed against both sides of their legs. Students who come to school inappropriately dressed will be given the opportunity to correct their attire or a parent will be notified to bring the child appropriate clothing to change into. Parents will also be notified of repeat violations of the dress code, which result in the assignment of discipline. Please refer to the District Student Code of Conduct booklet for more information. School Property:The school holds the student responsible for the proper care and use of all books, supplies, apparatus or equipment issued to him/her. Fines will be assigned to students for lost and/or damaged school property.Use of Computers in Educational Programs:The Franklin Township Public Schools provide computer equipment, computer services and Internet access to its students and staff for educational purposes only. The purpose of providing technology resources is to improve learning and teaching through research, teacher training, collaboration, dissemination and the use of global communication resources.The computer administrators and staff members employed by Franklin Township Public Schools reserve the right to monitor all activity on district computers. Any action by a user that is determined by a computer administrator or staff member constituting an inappropriate use of resources, or one improperly restricts/inhibits other users from using and enjoying these resources, is strictly prohibited and may result in termination of the offending user’s access, it may result in other action related to the district’s discipline code. The District may modify these rules at any time by publishing changes.Bus Transportation:Some students at FMS are dependent upon bus transportation to get to and from school. All bus students’ need a current and valid school ID in their possession and produce it if necessary for the bus driver or administration in order to ride the bus. Students must recognize that the bus driver is the person of authority and fully in charge of the school bus. The driver may assign students a specific seat on the bus so as to provide and maintain good order and safety on the bus.All school rules and regulations apply to students while they are being transported to and from school. Students who violate the rules of good order as determined by the bus driver and the administration will receive the appropriate level of discipline and may be removed from the bus for a designated period of time.Buses are provided for all pupils by the Board of Education. The following are regulations to be observed by all who ride the buses:Arrive at bus stop 10 minutes prior to designated times.Only ride on their assigned bus.Get on or off the bus at your assigned bus stop.Remain seated while bus is in motion. Seat belts are provided and must be buckled at all times.Keep head, arms, and hands inside the bus.Obey driver and bus patrol promptly and respectfully.Avoid distracting driver’s attention with loud talking, laughing, or unnecessary confusion.Avoid cluttering up the aisle with books, gym bags.Always treat bus equipment carefully and help keep it clean.No eating or drinking is permitted on a bus.Avoid crowding around the bus doors when it is ready to load or unload.Smoking is prohibited.Students who do not behave in accordance with the above guidelines, or who are involved in any disturbance on a school bus will face disciplinary action, including possible immediate expulsion from the bus. Safety is the top priority of the Franklin Township Transportation Department. Consequently, cameras have been installed on all vehicles to assure safety. Pupils assigned to a particular bus must not change buses without the approval of the transportation coordinator. No unauthorized person(s) are permitted to ride the bus. School buses will be returned to a school whenever a situation develops that needs immediate attention. PARENTS: Any problems relative to bus stops, etc. should be brought to the attention of the transportation coordinator, (732) 828-6620 or (732) 828-6717. Please refer to the District Student Code of Conduct for more information.Authorized Persons on School Property:The following will be considered as authorized persons lawfully upon school property:Students during school hours and while participating in authorized school activities before or after school hours;Teachers, administrators and other school employees while in the performance of their duties;Parents/guardians of students while participating in parent/teacher conferences or other authorized activities will sign in and receive an ID tag to conduct further business.All other persons shall first report to the middle school Safety Desk and state their purpose. If the visitor is approved he/she is to sign in and receive an ID tag to proceed further. The appropriate protocol is to call the school ahead of time and make an appointment. Students who are suspended from school (OSS) are not permitted on school property. Any suspended student who is found on school property will be considered trespassing unless he or she has permission in advance of the principal or designee to be on school property.Any person not complying with this regulation shall be considered a trespasser and as such may be prosecuted to the fullest extent of the law.Items Not Permitted In School:The Board of Education/Franklin Middle School assumes no responsibility for lost or stolen personal property including but not limited to such items as: cameras, cellular phones, iPod/CD/MP3 players, camcorders, electronic games, skateboards, sneakers, yearbooks etc. Students who bring these items to school may have them confiscated and returned only to his or her parent/guardian.In addition, gum, candy, cameras, laser pointers, permanent marking pens, squirt guns, toy guns, water balloons, helium balloons, shaving cream, glass containers, aerosol containers, matches, lighters, fireworks, hair spray and glass containers of any kind are not permitted in school. Birthday cakes, large stuffed animals, helium balloons, food deliveries or food purchased outside the cafeteria (i.e. McDonalds, Subway, KFC, etc.) is not permitted. These items are distracting and not necessary to the educational purpose of the school. These items are not to be brought to school and may result in confiscation and disciplinary action. Student Smoking:The following procedures are in effect for Franklin Middle School. No smoking by students will be permitted on school buses, school grounds, or in school building.Sales:Selling candy, gum, or similar items is not allowed on school property, nor is it permissible to bring items to school to be traded or given away as gifts.The sale or offering for sale of items or personal property by students is forbidden. Students should not bring items to school with the intent of bartering during lunch or anytime during the school day. Disciplinary action could occur.Visitors/Volunteers:We are happy to have parents visit our classes. Please call 24 hours in advance so we are able to give the teachers adequate notice.Visitors and volunteers must always use the main entrance and are required to sign in and get a visitor’s pass from the reception desk. Even if you are a regular visitor to our building, we need you to sign in at the desk in the front foyer.Lost & Found:Lost and found articles can be claimed or placed in the cafeteria. Articles not claimed by the Winter Recess and then again by the last day of school will be given to charity, destroyed or distributed to students or families in need. School Dances:School dances are for students of FMS who bring their current (2016-2017) ID card, have a signed permission slip and have paid the appropriate fee. All students attending any dance are expected to follow school rules and regulations. Students attending a dance must arrive no later than one hour after it begins and may not leave until the end of the dance, unless a parent enters the building to pick them up. Any student not picked up within 15 minutes of the conclusion of a school event will not be permitted to attend the next school-sponsored activity.Cafeteria Procedures and Conduct:In the beginning of the school year, all parents will be asked to complete a “Free or Reduced Price Lunch” application. The confidential information from this application is used by the State to determine the level of financial aid appropriate for our school and determines student eligibility for the program. A breakfast and lunch program will be provided beginning at 7:30am. Questions regarding the free and reduced lunch program should be referred to the school Bursar in the Main Office. The phone number is 732-249-6410 Ext. 202It is your cafeteria. Help keep it clean. The following are rules that help to speed service and maintain a clean and comfortable place for everyone to eat:Delivery of outside food is not permitted.Upon entering the cafeteria, all students are expected to sit at assigned tables and wait for directions to approach the lunch line.Clear the table when you have finished eating. Place milk cartons, paper and trays in their proper receptacles.If you spill something, notify the teacher on cafeteria duty so that it may be cleaned.All food and drinks are to be eaten in the cafeteria. Do not take food or drinks out of the cafeteria.Students who forget their pin number must see the cafeteria supervisor.Cakes, cupcakes, brownies etc. are not permitted to be brought into the cafeteria for celebration purposes/sharing with friends.After lunch, if weather permits, students may go outdoors for recess.Dismissal from the cafeteria will be during the last two minutes of the period, at the direction of the staff on duty. Lunch Time Schedule:The four regularly scheduled lunch periods are scheduled periods 5, 6, 7, 8. No student is permitted to leave or enter the cafeteria without permission.Fire/Evacuation Drills:Fire/Evacuation drills are held at least twice each month to prepare students for an actual emergency. The signal consists of a continuous ring of the alarm bell. At this signal, all occupants will leave the building by the regularly assigned exits. An emergency exit map is posted near the door in each room. Students are to move quickly and quietly out of the building. Students must stay with their teacher for the duration of the fire drill for attendance purposes. Students/staff should be at least 300 feet from the building. In the event a door or exit way is impassable, those affected will reverse their direction and proceed to the nearest exit. On the all-clear signal the students/staff will return to the building in the same manner in which they left.Health Services:The health services of Franklin Middle School are available to any student who becomes ill or injured during school hours or during school related activities. The school is not permitted by New Jersey statutes to provide aspirin or other medications to a student, unless written permission is provided by the parent and physician. Consent forms for the distribution of medicines can be obtained in the nurse’s office. All medications are to be held in the nurse’s office and must be brought in their original bottle with the student name, the name of the medication and the dosage to be given during school hours. At the end of each school year any medicine not picked up by a parent will be discarded. The school nurse will notify Parents/guardians of sick or injured student’s requiring medical attention immediately. In the event the parent/ guardian cannot be reached, a person on the student’s emergency card will be notified. Exclusion due to Health Reasons:A student shall be excluded from school by the principal on the recommendation of the nurse for failure to comply with health and administrative rules of the Board of Education: Suspicion of communicable disease, skin disease, body or hair lice.Failure to observe minimum standards of personal cleanliness.Failure to have current immunizations.No pupil will be admitted after exclusion until the reason for the exclusion has been remedied to the satisfaction of the nurse.Emergency Forms:Emergency forms are distributed at the beginning of the school year. The forms should be completed and returned to school in order to update our files. Parents must notify us if, at any time, there is a change in your contact or emergency information. The emergency contacts should be current and informed that they are an emergency contact.Guardianship and Custody:In the event of a change in custody or guardianship, please report this in writing to the Guidance office. If you have legal requirements regarding this issue, please inform the school principal immediately. All information will be kept confidential. For your child’s protection, we need a copy of your legal agreement, which specifies the custody and visiting right of parents.Positive Incentive Programs:Students are rewarded for appropriate behavior at FMS. FMS is also continuing with the Positive Behavior Support program, which will offer incentives, such as, assemblies, verbal praise, awards, coupons, certificates, trips, teachers’ awards, and variety of others. All students are invited and encouraged to participate in athletics and extra/co-curricular activities.Late buses depart at 4:00 pm, Tuesday, Wednesday and Thursday for bus-riding students who stay for tutorial assistance or participation in after school activities. Averaging the numerical grades of their academic subjects and the average of their “specials” will calculate a student’s overall average. Any student who is assigned ISS or OSS on the day of a scheduled extra curricular activity may not participate. Students should not wander from their locker to talk with friends without first securing their valuables with the lock provided.Teachers will remove contents from lockers left improperly secured. Items will be stored in the gym office and returned only after security measures are reemphasized.Students are not to bring locks from home.A lock will be provided and should be returned at the completion of the course. If lost or misplaced, a $5.00 replacement fee will be charged. It is the student’s responsibility to make sure the lock is secure at all times.Educational Field Trips/Class trips:Groups of students under faculty supervision are often granted the privilege of participating in educational field trips that are an outgrowth of their classroom or school activities.To be eligible to participate in the educational field trip the student must satisfy the following:Student must have valid and current FMS student ID card.Return the standard Field Trip Permission Slip to teacher or sponsor signed by the parent/guardian and all teachers. Emergency information must be completedStudent must be a member of the class or group taking the trip Students who are serving In-School Support (ISS) or Out-of-School Suspension (OSS) on the day of the event are not eligible to participate. Students are responsible for any missed or alternate assignments. It is the responsibility of the trip sponsor to check that all students planning to participate are eligible. All school policies and regulations apply during school-sponsored trips and activities.Student Assistant Coordinator (SAC):The SAC offers a variety of age-appropriate prevention/education programs including peer mediation and conflict resolution, intervention, counseling and referral services to address the common needs and issues presented by students including problems associated with:depressionbehavioral difficultiesconflict and relationship problemssuicide related issuesteen pregnancysubstance useviolence, bullying and the stressors that accompany these serious matters.The SAC is located at Franklin Middle School in the Student Development Office. For additional information and/or referral information you may contact Ms. Valerie Northey, ext. 217.Intervention & Referral Services (I&RS):Children who are experiencing academic or behavioral difficulties may be brought to the attention of the I&RS Committee. Referral of a pupil may be made by building level administration, parents, and/or instructional staff to determine the eligibility for special services. Parents will be actively involved in the development and implementation of interventions with the general education program.If these interventions are not successful, the I&RS team will notify the parent that a possible referral will be made to the Child Study Team. A case monitor will be assigned and an identification/evaluation plan meeting will be initiated in a timely manner of the receipt of the request.Building Maintenance/Use:All students are expected to cooperate in keeping the building clean and in good condition. Carelessly discarding papers on the floor, marking the walls and lockers and spilling food or drink makes the job of building cleanliness more difficult. Eating food or drinking is permitted only in the cafeteria. No outside delivery of food to students is allowed. It will be confiscated and discipline may occur. Any group that desires to use any areas of the building either before or after school must first request approval through the Principal who is in charge of building use and have a faculty member supervise the activity.Passes:Student’s are required to have a written pass with the date, time, destination and staff signature clearly written in order to pass through the halls when class is in session. When a pass is issued, the destination is to be reached by the shortest route. Students are not to loiter or wander to other areas of the building. They are to keep their Hall Pass visible at all times. ONLY FMS PASSES in the school planner are to be used.Discipline:Rules and regulations outlined in this manual are designed to supplement the routine classroom management techniques of the teacher. It is the responsibility of the classroom teacher to implement effective classroom management strategies that promote learning. Students are reminded that all administrators, teachers, safety personnel and other staff in the building have the authority to enforce the rules and regulations associated with the discipline policy. Franklin Middle School students are also reminded that they are to show respect to all school district employees regardless of their position. When any type of disorder occurs in the school, infractions will not be ignored. Offenders will be disciplined. Verbal insubordination as well as physical acts will be recognized as grounds for disciplinary action as well.The FMS School Motto is: IT”S ALL ABOUT RESPECT! Respect: self, others and property!Rules of conduct relate to students when they are present in the school building, on school grounds, while they are being transported to and from school, and school-sponsored trips, after-school related activities, practices, meetings, etc. Each individual student is expected to exhibit high standards of conduct and show evidence of self-discipline. Students are, at all times, expected to respect the rights of others, to take care of school property, and to be courteous and thoughtful.The district administration utilizes, Detention (teacher & administrative), In-School Support, and Out-of-School Suspension as some consequences for unacceptable student behavior. Detentions are issued for less serious offenses. Teachers or administrators may assign detentions to students from 2:30pm to 3:50pm. Students receive one day’s notice of the detention and are responsible for informing their parents/guardians of the date and time of the detention. Students must also have a detention form signed by his/her parents or guardians and return it to the teacher or administrator who assigned the detention. In-school support is issued for more serious infractions. Out-of-School Suspensions are usually the result of those infractions as identified under Title 18A: 37-2 (et. seq) or violations of NJDOE reportable offenses under the violence, vandalism, weapons, and drug abuse laws although these are not the only offenses for which Out-of-School Suspension will be given.In-School Support (ISS):The In-School Support (ISS) Program is a disciplinary alternative to out of school suspension. PARENTS: You will be notified in writing of any scheduled ISS days. The function and goals of the (ISS) program are to:Provide an alternative to Out of School Suspension in an academic environment for the student to complete work from their regular classroom teachers.Provide a time for reflection of their behavior.Participate in group discussions and written work that address behavioral modification.Students will be assigned to room 536 for the school day.Students that are assigned to (ISS) must report directly to room 536 instead of going to first period.The daily hours of ISS are the same as Franklin Middle School hours.STUDENTS ASSIGNED TO (ISS) MUST BRING TEXTBOOKS AND ALL NEEDED SUPPLIES TO ROOM 536.Out-of-School Suspension (OSS)If it is determined that the students’ behavior could jeopardize the safety and well being of the school environment, the administration retains the right to suspend a student immediately.OSS (Out-of-School Suspension) requires that the student not report to school. The Effects of ISS and OSS:OSS will result in a parent conference with the principal or designee. In those situations where a parent/guardian has not satisfied this requirement, the loss of the privilege of participating in extra and co-curricular activities may continue after the student returns to school and until the parent conference requirement has been satisfied.40005009525000When students are suspended from school, parents will be notified by telephone and in writing. A mandatory conference will be held with the parent/guardian of the suspended student prior to that student’s return to the regular school program.During the period of OSS, students are not permitted on school property at any time until the conditions of his or her suspension is satisfied. Students found on school property during the period of his or her OSS will be considered trespassing and will be disciplined accordingly.During the period of ISS or OSS, students are not permitted to participate in any school-related activities until the conditions of the ISS or OSS are satisfied. ISS Lunch practice: Any student serving ISS may purchase a cold, bagged lunch from the cafeteria which will be delivered to them. Students may also choose to bring a bagged lunched from home.
