The following are required for students enrolling for the first time in the Dallas County R-1 District:Birth Certificate/ Hospital Certificate or Social Security NumberImmunization records (up-to-date) Proof of residency - physical address requiredMC+ / Medicaid Card (if applicable)Statement of Disciplinary History (if applicable)Parenting Agreement or Custody Papers (if applicable)Procedure for Student Withdrawal from SchoolParents notify the child's teacher in writing at least one day before child is to leave.5381625123825Return all school books and supplies to teacher.Student should secure a note from teacher stating that all books (including library) and supplies have been returned. This should be presented to the principal's office. The student is responsible for cleaning out the desk. Withdrawal grades will be issued to students when they have been in attendance long enough to justify proper and fair evaluation (20 days). Report cards will not be issued if a student leaves before the end of a quarter. Pay lunch account, damages and fines. The school records will be sent directly to the new school upon receiving written request. Statement of Disciplinary History School districts may require parent, guardian, or other custodian to provide a statement indicating whether a student was previously expelled, violated board policy on weapons, alcohol, or drugs, or willfully inflicted injury on another.Persons making a false statement would be guilty of a Class B Misdemeanor. The statement would be maintained as a part of the student’s record. Enrollment can be delayed until records are received from previous district. Immunization Law114300114300All students Preschool through grade twelve, including transfer students, cannot enroll or attend school unless they are properly immunized and can provide satisfactory evidence of immunizations or exemption. English for Speakers of Other Language4972050314325Students whose native or home language is other than English are identified through enrollment procedures or teacher referral. The district assesses the educational needs of these students and makes necessary modifications for the grading and testing, accordingly. Appropriate programs are provided to aid the students in acquiring English and progressing in the content areas.Student Files/Permanent Records19051304800Permanent records are kept for each child in the elementary principal's office and are available for review by parents upon submitting a written request. The principal or counselor will make the needed arrangements for access as promptly as possible and notify the parent.Class Assignments4619625361950Class assignments are available to parents once online registration has been completed. When making class assignments, every effort is made to assign students to a setting which is most beneficial to their education. D.A. Mallory Elementary is fortunate to offer an excellent teaching staff, therefore, your child will benefit regardless of who is their assigned teacher. In the beginning, every attempt is made to balance each class with an equal number of boys and girls, as well as a variety of ability levels. After school starts, students are assigned to the room with the fewest number of students unless extenuating circumstances exist (i.e. relatives, twins, special educational needs, etc.). AFTER room assignments have been posted, room transfers will NOT be considered. School Attendance Policy MISSOURI COMPULSORY LAWS REQUIRE ALL ELEMENTARY STUDENTS TO BE IN REGULAR SCHOOL ATTENDANCE. Dallas County R-1 School DistrictAttendance Procedure in relation to Policy JEDExcellent attendance is important to the academic learning of all students. In addition, attendance habits are formed during the students’ school years and many later attendance problems can be avoided by early intervention. Due to the negative impact that poor attendance has on academic success, the Dallas ‘County R-1 School District takes regular school attendance very seriously. The Missouri Compulsory Attendance Law requires that “A parent, guardian or other person... having charge, control, or custody of a child between the ages of 7 and 17 years of age or 16 high school credits, shall cause the child to attend regularly some public, private, parochial, parish, home school, or a combination of such schools not less than the entire term of the school which the child attends ...” (R.S.Mo.167.031). For these reasons, principals, with the assistance of building staff, will closely monitor and maintain records of student attendance and implement intervention strategies and other actions as follows: When a student has accumulated five (5) absences, in any class period, in any semester, the principal or designee will notify the parent in writing. When a student has accumulated seven (7) absences, in any class period, in any semester, the principal or designee will notify the parent in writing. The student will not receive credit for the class with the excessive absences. In addition, the parent and student will be required to meet with the principal or designee and the school social worker to determine the reasons for the absences, inform the parent and student of the consequences of poor attendance, and create a plan to improve student attendance and for tutoring to recover their absences. If a parent and student are unable or unwilling to meet with school personnel it becomes the exclusive obligation of the parent to develop a plan to increase student attendance. When a student has accumulated ten (10) absences in a semester the school principal or their designee will attempt to make an appointment with the family to meet at school or during a home visit with the absent student if the parent did not attend the seven (7) absences attendance planning meeting. In addition, a certified letter will be mailed to the student’s home to notify them that on their next absence during the semester their child’s attendance record will be forwarded to the Missouri Children's Division for consideration in relation to educational neglect. When a student has accumulated eleven (11) absences in a semester the school principal or their designee will contact the Mo Children's Division Child Abuse and Neglect Hotline Unit at 1-800-392-3738 with a “Hotline Call” reporting educational neglect. The school principal should maintain a record of all letters mailed and contacts made to parents in relation to a student’s attendance and their record may be shared with appropriate law enforcement agencies and the Missouri Children's Division. When a student has accumulated twelve (12) absences in a semester the school principal or their designee will notify the county prosecutor of the student’s residence of their status as chronically absent from school and will provide the prosecutor with a full record of any communication made with a parent in relation to their child’s attendance and a notice in relation to previous communication with the Missouri Children's Division concerning the case. Parents need to call or send a note to verify the absences of a student, but the absences will only be excused with a written note from a medical provider for illness, a funeral program for a death in the family, or documentation from the courts for a court appearance. Failure to comply with the Missouri Compulsory Attendance Law is a class C misdemeanor. Such an offense carries a maximum penalty of fifteen (15) days in the Dallas County Jail, and a $300.00 fine. (R.S. MO. 167.061)What Does The School District Say About School Attendance? Definitions3895725161925Attendance – A student is considered to be in attendance if the student is physically present in a class; participating in a district-sponsored or district-approved activity; participating in a class through alternative methods or media as allowed by Board policy; receiving homebound services; or receiving services at another location pursuant to law or by arrangement of the district.Parent – A parent, guardian or person acting as a parent in the absence of the parent or guardian if the student is under 18. If the student is emancipated, the student will serve as the parent for purposes of this procedure.Tardy – A student is tardy if the student arrives after the expected time class or school begins, as determined by the district. Tardiness will be counted as an absence in situations where the student arrives too late to have meaningful participation in the class, lesson or activity. (See Student Handbook for individual buildings for further explanation.)Truancy – A student is truant if the student is absent from class or school without the knowledge and consent of the parents and the administration. A student is also considered truant if the student leaves school without the consent of the principal or accumulates excessive unjustifiable absences, even with parental consent. Truancy is a type of unexcused absence. The Dallas Co. R-I School District exists to improve lives through education. The district seeks to enroll and educate all resident children in the community, as required by law. Students are required to maintain a good attendance record, because there is a direct relationship between school attendance and achievement, citizenship, and success in school. Attendance in early grades is crucial to later academic development. In addition, attendance habits are formed in early grades, and many later attendance problems can be averted with intensive family and student interventions in early grades…Students are expected to make up assignments from missed classes within the time period established by their teachers. Students who do not complete missed assignments in the required time may be required to attend academic support sessions outside of the regular school day. Once enrolled in the district, the district expects the student to attend regularly and for the student's parents/guardians or other adults having charge, control or custody of the student to communicate regularly and honestly with the district regarding the student's absences. Because the Dallas Co. R-I School District Board and district staff strongly believe that regular attendance is important in gaining the most from the educational experience and because state law requires district staff to report all instances of abuse and neglect, including educational neglect, the district will make every effort to ensure students are attending school as required by law. These efforts include, but are not limited to: accurately recording attendance, creating procedures for regular communication with parents regarding attendance, investigating truancy, and reporting suspected incidences of educational neglect to the Children's Division (CD) of the Department of Social Services.A student who is truant from school or absent from school without satisfactory verification shall be subject to student disciplinary guidelines of the school district and/or that students building. For purposes of the Missouri Compulsory Attendance Law the term “attend...on a regular basis” shall mean that the student has not been absent from school without satisfactory verification or truant from school more than ten (10) school days during the school year.” In addition, absences, which are considered to be in violation of Missouri’s compulsory attendance law, may be referred to the Dallas County Prosecutor’s Office for enforcement. The following absences will be excused. Documentation must be provided as indicated. Illness or injury of the student, with written excuse from the school nurse or a physician.Medical appointments, with written appointment confirmation by medical provider.Funeral of family members, with written excuse from parent and a program or other of attendance document as additional verification.Religious observances, with written excuse from parent.Court appearances, with documentation from court.Out-of-School suspension.Visits with a parent or legal guardian who is an active duty member of the military who has been called to duty for, is on leave from, or is immediately returned from deployment to a combat zone or combat support posting, with permission of the superintendent or designee. All other absences and any absence for which required documentation is not provided are unexcused. What is Educational Neglect? When parents/guardians neglect, or refuse to provide, proper or necessary education for their children it is considered educational neglect. Parents/guardians send children double messages when children miss school to take care of family members, do household chores, trips, visits by friends/relatives, and extending the weekend by missing Monday or Friday. The message sent is saying that is okay to stay out of school for convenience. When Should I Keep My Sick Child Home? The best rule of thumb when deciding whether or not to send sick children to school is to observe them carefully and check with your child’s doctor and/or school nurse. If children are alert and behaving normally, there is no reason to keep them home. Many parents are concerned about when to keep children who have been ill home from school. These are few of the most common reasons children should stay home.1. Fever: Your child should stay home if he/she has a fever of 100 degrees (orally) or more and should remain home for about 24 hours without fever reducing medication. Temperatures that are normal in the morning will often be elevated by the afternoon.44577004495802. Vomiting or Diarrhea: Your child should stay home if he/she has vomited or has diarrhea (more than 1 loose stool) within 24 hours prior to the start of school. A physician should be contacted if vomiting and/or diarrhea last longer than 24 hours or becomes severe. (Be alert for stress induced vomiting – some children throw up when worried about something) 3. “Cold” and/or persistent cough: Lethargic (very tired), nose running continuously, excessive coughing. Child should remain at home until medical attention is received.4. Conjunctivitis (Pinkeye): Conjunctivitis can be very contagious. Conjunctivitis, also known as Pinkeye, is the reddening of the white of the eye and the inner eyelids along with drainage (pus), itching, pain. Child cannot attend school until medical attention has been received. 5. Head Lice: Children with lice should be kept at home until treated and all the nits (eggs) are removed. Contact your school’s nurse if you discover head lice on any of your children.6. Chicken Pox: Students should not attend school until all the blisters have scabbed over and begin drying. This takes about 7-10 days from the onset of the disease.7. Impetigo: Impetigo is sores that have become infected. Impetigo can be found anywhere on the body including the face. The sores become crusty and can drain infected material. Your child needs to be treated for the infection. Once treatment has started, your child may come to school. If not dry, sores need to be covered while in school.8. Strep Throat: If your child has been diagnosed as having a strep throat (this requires a special test by a health care provider), your child should stay home approximately 24 hours after antibiotic therapy has been started and is fever free.9. Ringworm: Can attend school if area is covered and not present on scalp. 10. Rash: Accompanied by a fever or recent illness. Child should remain home until cause is determined. If due to chicken pox, child is to remain at home until all lesions are crusted.11. Scabies: A contagious skin disease caused by the “itch mite”. Child can return to school when adequately treated with the lotion prescribed by the health care provider.Schools should be contacted first thing in the morning, by the parent/guardian, when a student is absent. However, you can leave a message on the answering machine in the building that your student attends if it is before school hours and you know your student will not be coming. Day to Day OperationsTardinessIf a Student Arrives Late: (after 8:15 a.m.) The student must report to the office first before going to the classroom. Parents need to accompany their child to the office and sign them in. The student will be given an admission slip which he/she will take to the classroom teacher. Late arrival or early departure times will be recorded.1905170485When a child is tardy five (5) times in a semester, parents will automatically receive a letter from their child’s school. This letter is sent as a courtesy to keep you updated on your child’s promptness to class. If the tardiness does not improve, it may be referred to the school social worker for further assistance in rectifying the problem. If a Student Leaves School Early: Before 3:15 p.m. The parent or authorized person must report to the office, request release of the student, and sign the release sheet. Students will not be released to unauthorized persons. Be prepared to show I.D.The student will be paged via intercom to come to the office.Parent Drop-off Procedures:Parents wishing to walk their students into the building need to park in the south lot and enter through the front doors by the office.? Parents are not required to sign in at the office for walking kids to the end of the classroom hall.Children are expected to wait in the designated grade level area. If a parent wants to stay with the child until the bell rings, they must wait in the designated grade level area with their children.? They should not be standing in the hall with their children. If you and your child do not want to wait in the designated area, you should plan your arrival to school following the 7:55 bell. At 7:55 students will be dismissed to their classrooms.? Parents may accompany their children to the end of the classroom hall.Parents wishing to go into the classroom need to sign-in at the office and the office will call down to the teacher’s room to confirm the visit.? Parents are asked to be out of the hallways by the 8:15 bell/announcements.Parent volunteers that will be staying after 8:15 should sign in at the office and receive their volunteer worker badge. After School Pick-UpParents of students with an everyday pick-up pass must remain in their cars, drive up to the pick-up zone and display their pick-up placard. The student’s pick-up placard MUST be displayed or you may be asked to park and wait. These children will then be released from the FEMA to their car. Everyday pick-up passes may be obtained in the front lobby on open house night or from the office upon request. All students who do not ride the bus should be picked up at the Mallory FEMA in the south parking lot. Parents of children who do not have an everyday pick-up pass to merge with the pick-up line and have their ID ready to show to school staff. For safety purposes, there will be no office pick-ups between 3:00 PM – 3:15 PM except in case of emergency. On early-out days, no office pick-ups between 1:00 PM – 1:15 PM except in the case of emergency.Be prepared to show I.D.Library Media Center Hours4743450330200The library is open from 8:00 a.m. to 3:30 p.m. each day. Clubs & OrganizationsYMCA Prime TimeSchool Pictures Each fall students are photographed in color. Picture packets are available for purchase, but purchase is not mandatory. Full information about procedures will be sent home with the student in advance. Class photos are taken in the spring.190511905Telephone Procedures46291500Only EMERGENCY telephone calls and messages to students and teachers will be taken. Students will not be called to the telephone during class time. Students will not be permitted to use the telephone unless there is an emergency situation. Determination of an emergency situation will be made by an authorized school official. Cell phones are not permitted to be used by students during the school day. Parent Authorization Required19051502919We realize there are some students who have physical care needs of which the teacher should be aware. A written authorization is needed in the following situations:Physical activities are to be restricted for a short period of time including limited physical education participation or remaining inside for recess.Extra restroom privileges are necessary.Medication is to be administered through the nurse's office.Changes in address, telephone number, place of employment, child's babysitter, or emergency numbers.Doctor or dental appointments during school hours.Change of destination of child after school or when a child is picked up after school in the office or cafeteria. A check out system is used to ensure that students are picked up by authorized persons.55245003714754629150152400Reporting to ParentsA report of pupil progress is given to parents of each elementary child at mid-quarter and at the end of each quarter. Grade reports will be held for unpaid lunches or other charges. This includes the pupil's attendance and his/her progress in the academic subjects, in personal and social characteristics, and in work and study habits. In addition to the report form, numerous other means of reporting to and involving parents in planning for the child's growth are utilized. Parent-teacher conferences are used frequently and are scheduled at the end of the first quarter for all elementary students. Students must be enrolled for 20 days before grades can be issued. -2857491657350PartiesSchool parties will be limited to three: a Fall Harvest Party, Christmas, and a Valentine's Day. Each grade level determines how their class will celebrate. Parents will be contacted if they need assistance for the party. Just a reminder, that all volunteers going on field trips or attending classroom parties will need to have a background check on file with Dallas County R-1 Schools per school board policy GBEBC. We ask that no birthday parties be given in the rooms. If parents or pupils desire to bring treats for birthdays, such should be done during snack or lunch time and only with consent of the teacher. Due to Hepatitis A concerns, no homemade treats will be permitted. All treats should be packaged and unopened. Invitations should be sent through the mail for any private party and should not be distributed at school.Animals at School(Board Policy ECG)? Animals, including classroom pets, are not allowed on district property, including district transportation, except in accordance with law and policy.Building VisitorsOur schools is a safe place where both parents and community members are welcome. However, for the safety of the children, we do require that ALL persons who enter the building check in at the office and obtain a visitor’s badge. This practice allows us to account for all persons in the building in the event an emergency occurs. Finally, as a building we want to protect the student’s instructional time. If it becomes necessary to visit the classroom during instructional time, prior approval MUST be arranged through the school office. Reminders for Visiting Our School:Always check in at the office. Be prepared to show I.D. Sign the form in the office when you enter and exit. Please enter and exit by way of the front door by the office. All other outside doors are kept locked at all times.Classroom visits are not to be confused with a parent/teacher conference. Teaching and learning time is valued, and unexpected interruptions cause a loss of this valuable time. If you wish to meet with the teacher you should contact him/her to arrange a meeting time. It is recommended that classroom visit not exceed 30 minutes.Volunteers337185085725Volunteers are always welcome at the elementary buildings. Just a reminder, that all volunteers going on field trips or attending classroom parties will need to have a background check on file with Dallas County R-1 Schools per school board policy GBEBC (see below). A Missouri State Highway Patrol?background check can be obtained online at?machs.mshp.dps. for a cost of $13.50. The results are immediate, and you will be provided a certificate that you can print and present to the school office. If you need assistance with obtaining your online background check, please call 417-345-2222?or come into the school office and we will help you with the process. Volunteer Policy (Policy GBEBC)The district will conduct a search of the Missouri Highway Patrol's criminal history database and the FCSR or the central registry of child abuse and neglect of the CD on all persons volunteering in positions where they will be left alone with a single child. If the volunteer is a sponsor, advisor or coach, he or she must satisfactorily complete the criminal background check required of employees. The superintendent or designee is directed to identify any additional volunteer positions in the district that will also require a criminal background check. The superintendent or designee must receive the results of the background check and officially approve the volunteer before he or she may begin service in the identified volunteer position.DefinitionsVolunteer --?Any parent or person in the community who provides uncompensated service to the district. As used in this procedure, a “volunteer” does not include students participating in a district-sponsored program, such as tutoring or acting as an office or teaching assistant.Chaperone --?A volunteer, usually a parent or guardian, who assists the district staff and is under the direct control of district staff but is never left alone with a student. Chaperones include room parents or persons who volunteer to assist with field days, field trips, class parties or other special occasions.Screened Volunteer --?A volunteer who may periodically be left alone with students. Usually, screened volunteers commit to assist the school on a regular basis. Examples of a screened volunteer include persons who regularly assist in the office or library, mentor or tutor students, coach or supervise a school-sponsored activity before or after school, or chaperone students on an overnight trip. All VolunteersVolunteering in the district is a privilege, not a right. The Board, superintendent, principal or designee may decline or terminate the services of a volunteer for any legal reason. It shall be the responsibility of the building principal or designee to approve all screened volunteers to be placed in his/her building. Teachers may select and organize chaperones, unless otherwise directed by the principal. All volunteers must receive training appropriate to the function they will serve while volunteering. Due to reports and studies about the dangers of skate shoes, the elementary is prohibiting any kind of skate shoes at school. Emergency School DismissalParents should listen to radio stations in the Springfield area and KLWT/KCLQ, KJEL/KIRK, KTTS AND KBFL for any unexpected dismissals of school made necessary by bad weather or other reasons. These media are always notified immediately after a decision is made on school closing. Please DO NOT call the school as it "ties up" telephone lines and makes it impossible to handle school business. Parents are required to develop a plan for early school dismissal so children will know what to do in this event. It is impossible for children to make arrangements by phone in such situations. All unexpected dismissals will be given as much advance notice as possible. School Messenger Emergency Calling System3962400180975The system, known as School Messenger, will allow the school district to contact parents by phone, cell phone, instant message, and email in case an emergency arises at school. Any authorized school administrator, such as a school principal or Superintendent, can record and send a message with one phone call or by using a secure, password-protected Internet site. The School Reach system is capable of making a phone call to each of the 2,000 phone numbers in the school student database system in a matter of minutes. In order for this emergency calling system to be effective, the school district must always be informed of your most current phone number, cell phone number, and emergency email address. If your contact information changes, please contact your child's school immediately so we can contact you in case of an emergency. At no time will your personal contact information be released to an outside organization other than school personnel and only school personnel will be able to activate an emergency or informational call. The School Messenger system will be used primarily for emergency situations; however, the system may also be used by the school district in case of weather cancellations and important school reminders. In the future, we hope to use the system to contact you in case your child is absent from school. The school district may also make the system available to local law enforcement and emergency management organizations if an emergency should arise in the county and these emergency officials deem necessary to make an emergency call in order to protect the families of students in the Dallas County R-I School District.Emergency calls sent through School Messenger are carried on an emergency communication network that carries only emergency communications. Messages broadcast with School Reach on these networks are recognized as emergency messages and are delivered before any other local communications. School Reach is the industry’s only rapid communication service that displays the school’s phone number on caller identification devices (caller IDs) for routine calls yet distinguishes emergency messages with “411” on caller IDs. If a parent sees "411" on the caller ID, it is an emergency and they should make sure they answer the call.It is your option to be excluded from the School Messenger system; however, if you choose to be removed from the system this would greatly delay our ability to contact you in an emergency situation. If you would like to be excluded from the School Messenger system please contact the Dallas County Schools central office at 345-2222 Ext. 0 and your name and number will be removed from this emergency calling service.Safe Schools LawAll areas of 160.261.8,167.161.1,167.171.3,571.010, 574.085, and 575.090 statutes in accordance with House Bills 1301 and 1298 will be followed.Student ConductJust as the chief business of the student during the school year is schoolwork, it is the chief business of the teacher to instruct. Any disciplinary action will be at the discretion of the teacher and/or principal. It is the belief of our elementary schools that most discipline problems are of a minor nature and can be handled by the classroom teacher. All office visits shall occur after the teacher has tried to work with a particular problem unless the discipline offense is severe enough to warrant an immediate visit to the principal.Hazing and BullyingIn order to promote a safe learning environment for all students, the Dallas Co. R-1 School District prohibits all forms of hazing, bullying and student intimidation. Students participating in or encouraging inappropriate conduct will be disciplined in accordance with JG-R. Such discipline may include, but is not limited to, suspension or expulsion from school and removal from participation in activities. Students who have been subjected to hazing or bullying are instructed to promptly report such incidents to a school official. Student Discipline CodeThe goal for all of our students is self-discipline. When a student fails to demonstrate self-discipline, we will step in to correct the behavior and get the student back on the path towards self-discipline. The Student Code of Conduct is designed to foster student responsibility, respect for the rights of others, and to ensure the orderly operations of district schools. No code can be expected to list each and every offense that may result in the use of disciplinary action. However, it is the purpose of this code to list certain acts of misconduct that, if committed by a student, will result in disciplinary consequences. The number and severity of infractions as well as other determining factors will impact the consequence and may warrant additional actions. This decision is at the discretion of the site administrator.InfractionDescriptionMinimum ConsequenceMaximum ConsequenceArsonStarting or attempting to start a fire or causing or attempting to cause an explosion1- 180 Day SuspensionImmediate Recommendationfor ExpulsionAssault on a Student*Assault while on school property is a class D felony (MO 565.075.1)Hitting, striking and/or attempting to cause injury to another; intentionally placing another in reasonable apprehension of imminent physical injury, physically injuring another personImmediate ISS and1- 10 Day SuspensionImmediate ISS and10- 180 Day SuspensionDrugs(Possession or Use)Possession of or attendance under the influence of any unauthorized prescription drug, alcohol, narcotic substance, nonprescription, counterfeit “pseudo” drugs, or drug-related paraphernalia10 days OSS Referral to appropriate authorities10 - 180 days OSS Referral to appropriate authoritiesDrugs(Sale or Distribution)Sale or distribution of any nonprescription drug, prescription drug, alcohol, narcotic substance, counterfeit “pseudo” drugs or drug-related paraphernalia10 days OSS Referral to appropriate authorities10 - 180 days OSS ExpulsionReferral to appropriate authoritiesExtortionThreatening or intimidating any person for the purpose of obtaining money or anything of valueWarning/ConferenceISS and/or Swats1-10 Day Suspension10-180 Day SuspensionInfractionDescriptionMinimum ConsequenceMaximum ConsequenceFighting/Confrontational BehaviorMutual combat in which both parties have contributed to the conflict either verbally or by physical action1- 10 Day OSS10-180 Day SuspensionVandalism/ Intentional Destruction School/Student PropertyWillful damage or the attempt to cause damage to real or personal property belonging to the school, staff, or students1-10 ISS and/or Swats1-10 Day OSSFull Payment of ALL Damage Costs10-180 Day SuspensionFull Payment of ALL Damage CostsPhysical Assault On A School Employee*Assault while on school property is a class D felony (MO 565.075.1)Hitting, striking and/or attempting to cause injury to a school employee; intentionally placing a school employee in reasonable apprehension of imminent physical injury, physically injuring a school employeeImmediate ISSOne Calendar Year SuspensionRecommendation for ExpulsionHarassmentVerbal, physical, or sexual harassment for the purpose of causing injury- mental or physicalWarning/ConferenceAfter School DetentionISS and/or Swats1-10 Day OSS10-180 Days OSSTheftAttempted theft or willful possession of stolen property1 – 10 days ISS and/or SwatsReturn of Goods OR Full Restitution10-180 Days OSSRestitutionThreatening A Student/ Verbal AssaultVerbal, written, pictorial or symbolic language or gestures that create a reasonable fear of physical injury or property damageImmediate ISS and1-10 Days ISS1-10 Day OSS10-180 Days OSSRecommendation forExpulsionTobacco (Campus or School Activity)Possession or use of any tobacco products on school property, bus, or at any school activityDestruction of Remaining Product1-3 Days OSSDestruction of Remaining Product10-180 Day OSSTruancy/Leaving Campus Without PermissionAbsence from school, leaving school grounds after arrival, or not reporting to assigned class without the knowledge and consent of parents/guardians and/or the school administrationAfter School DetentionParent/Principal/Student Conference1-5 Day ISS and/or Swats1 -10 Day OSSWeapons (Other Than Firearms)Possession of any item, which can be used to inflict physical harm, may be considered a weapon1 – 10 Days OSS10-180 Day OSSWeapons (Firearms)Possession and/or Use On Campus or School RelatedActivities)No firearms will be permitted on school property. The transportation of 1420 students can be accomplished in a safe and economical manner. However, this large undertaking can be thrown into havoc without guidelines for all to follow. The Dallas Co R-1 School District covers 390 square miles. The district operates 26 regular bus routes, and 1 contract route daily. The buses average about 2600 miles daily. In order for students to be transported safely, discipline rules must be established and adhered to by everyone. Driving a motor vehicle takes a certain amount of skill and places one in a responsible position. Driving a school bus, that is much larger than an automobile and transporting not just one, but a large number of students, requires even more skill and greater responsibility. Thus, better sources of fuel, driving, and routing are constantly being monitored. The Department of Elementary and Secondary Education issues guidelines and makes recommendations to school districts to set up bus routes. All bus routes must meet state guidelines or state aid will be withheld. MSHP and MODOT work with the Transportation Department to determine safety, if any bus stops are in question.Drivers are required by law to obtain a commercial drivers license and have a Missouri school bus driver’s permit. Drivers are required to pass a physical each year before driving a bus. Drivers are required to undergo alcohol and drug testing throughout the year. Drivers attend yearly meetings. These meetings cover Missouri traffic laws, first aid, and regulations and laws pertaining to school buses. With the cooperative effort of the patrons of the Dallas Co R-1 School District, students, bus drivers, and administrators, we have a safe and efficient transportation system.SCHOOL BUS ROUTING PROCEDURESIn determining school bus routes the following criteria will be used:Location of student’s residence.Grade and age of student.Type and condition of road, public or private. Buses will stay off of private drives and roads. The general safety of all routes in relations to hazards such as hills, intersections, bridges, sharp curves and obstructions to visibility. The general safety of loading and unloading stops in relation to the visibility of approaching motorists.Walking distance to the bus stop in relation to the age of the student.Transportation PoliciesBuses will not leave the main traveled roadway to pick up students who live less than ? mile from the main road.In town, bus stops will be at streets and intersections unless conditions make it impractical to do so. Buses cannot stop at houses in town. The Board of Education authorizes the Superintendent of Schools and the Transportation Director to designate routes and bus stops.Any student who brings home an incident report form must have it signed by a parent or guardian before the student may ride again.A bus route will not be changed to take children to day care and/or baby-sitter if extra miles are added to the route. If the baby-sitter and/or day care are on the route and students are picked up and dropped off there they will be assigned to that bus.Buses may deviate from the main traveled roadway for a distance of less than ? Mile only if there is a serious safety problem for any child walking to and from the bus.The transportation department requires that students who are Second grade or below have a parent at the bus stop at drop-off time. We prefer parent to meet bus, but if not, they MUST be visible to driver. If no one is at bus stop to meet child, and no one is visible, then child will be returned to Mallory Elementary School where parent will be notified to come and pick them up. After the child is taken back to their school 3 times, they will lose their school bus riding privilege.Buses may pick up handicapped students that are unable to meet the bus due to physical or mental handicaps.Bad weather conditions will be left up to the discretion of the superintendent of schools and or transportation director. Parents should listen to radio stations KTTS, KJEL, and local television stations to determine if there will be a variance in pick up and delivery on a certain day because of weather conditions. The school district also communicates with parents through the automated calling system.Buses will be routed so that they are loaded as near capacity as possible, but still taking into consideration the routes traveled and the time involved.Snow routes will be established and followed as weather conditions demand. A snow route will follow roads, which are safe. Bus drivers should contact parents to determine where the student’s revised pick up points will be. Local television stations will carry information to notify parents when snow routes are to be in effect.Any time a parent brings a student to school because the bus was unable to pick them up due to road conditions, parents will need to pick the students up or contact the bus barn and make arrangements to pick up the student on the route.Bus Turn Around If a student lives where they are the last or only pickup on a road, then the bus will need to have a safe turn around. If a turnaround does not exist then the student will have to meet the bus at the closest spot on the route. Buses will not go on past a students home to find a turn around. If the parent wants the bus to use a drive other than the one owned by them, the parent will need to get permission from the landowner in writing and turn it into the transportation department. All turnarounds will be approved prior to useDriver Responsibilities to StudentTo be on time at the scheduled location. To be aware of and drive in a manner consistent with all laws and regulations. To maintain the highest degree of safety at all times. To maintain a businesslike, friendly relationship with all students. To use reasonable and consistent discipline procedures. To learn each child’s name. An express of interest will assist in gaining the confidence of riders and their parents. To require good conduct and desirable attitudes from passengers. To maintain a clean and comfortable vehicle. Explain to the passengers what will be expected of them and secure their cooperation. Help them understand and voluntarily follow what is generally considered to be normal and proper behavior on and around the school bus.Driver Responsibilities to ParentsTo be on time.To exercise maximum safety practices. To encourage and commend good student conduct. To be courteous and cooperative with parents. To be receptive to parents and students suggestions that contributes to the orderly operation of the bus.To know each student personally. To answers parents questions courteously and to provide them factual information. Do not repeat rumors and gossip. If a driver doesn’t know the answers to a parent’s questions refer him or her to the supervisor.Students ResponsibilitiesBe on time at the scheduled stop.Wait until the bus comes to a complete stop before attempting to get on or off the bus.Go directly to his or her assigned seat, sit down and stay there until the bus comes to a complete stop at the assigned stop or school.Do not leave books, lunches or articles on the bus.Refrain from talking to the driver while the bus is in motion.Obey the rules that have been established for school bus riders.Parents ResponsibilitiesCooperate with the school by making sure students are on time and insist that students cooperate with school officials, comply with school requests, and observe the best safety practices in their own driving.Instill in their own children habits of punctuality and correct behavior.Know about transportation regulations and teach them to their own children.Accompany small children to the bus in the morning and meet them in the afternoon, if at all possible.School district policy requires that students Second grade and below have a parent at the bus stop at drop off time. If not, the child will be taken back to Mallory Elementary School and parent will be called to come to school and pick them up. After the child has been taken back to the elementary school 3 times, they will lose school bus riding privileges.Parent Specifics:Bus Passes and day care changes.Change of Address.Change of Alternate AddressChange in contact information numbers: home, work, or cell.Bus Pass PolicyEffective the 2013-2014 school year, the Board of Education approved allowing only 2 drop off points; home address and 1 alternative address. When a student needs to go to their alternate stop, the parent should notify their child’s school by 12:00 pm. No other bus passes will be given. The bus pass system for alternative bus stops is used so that in case of an emergency, administrators will know who is riding a particular bus and who to notify in case a serious problem arises. The maximum safety level for bus riding students is a main concern when designing bus routes. Additional riders place a strain on the system as crowding and riding time is affected. When one considers that the average time allotted per stop is 2 minutes, an additional 10 riders could add 20 minutes to a bus route. Also, with the buses currently operation at maximum rider capacity, the problem of safety and discomfort is heightened by the addition of extra riders. Sometimes a student will need to get off the regular bus someplace along the route other than home. All the parent needs to do is send a note with the student or call the transportation office. The student needs to give the note to the driver; a pass is not needed in this instance. New students who will be riding a school bus are required to contact the transportation office before the student may start riding. Drivers are not allowed to make stops, or change the bus route unless the transportation department has approved it. So if a student moves to a place elsewhere in the district, the parents will need to contact the transportation office to set up a bus stop.Bus ProceduresTransfer to another route or adding a new route. If for some reason, such as overcrowding, etc., the school district decides to transfer a student to another route or create a new route. Parents will be notified one week prior to such a change taking place. The notification will include bus number and approximate time of pick up and drop off.The driver’s report to the transportation director about any roads that they travel that become unsafe or are causing wear and tear on the bus. The state or county will be contacted. If the road is in such despair as to prohibit reasonable safe travel or cause undue damages to the bus, travel on the road will cease until in the judgment of school officials, travel can be resumed. It will be the parent/guardian's responsibility to get the students to the bus or school until the road is repaired.Students using district transportation should understand that they are under the jurisdiction of the school from the time they board the bus until they are delivered to school or to their designated stop on the route. The school bus is an extension of the classroom; therefore all rules that are enforced during the school day will be enforced on the school bus.Bus student illness/accident policyAlthough every reasonable effort is made to prevent accidents to students, it is inevitable that accidents occur. Illnesses are also unpredictable. The bus drivers are directed to take prompt action to minimize the effects of accident or illness and to provide first aid and notify the transportation office, who will in turn, notify the parent/guardian as quickly as possible, and will take whatever steps are necessary in the best interest of the student. The bus driver shall determine if an ambulance or other emergency personnel should be called.School closings:When conditions such as bad weather, heating failure or any other emergency warrant closing school; announcement of school closings will be made on the local news media. The Springfield news media will be notified also. Parents and students should listen to the media for school closing information. Parents of elementary students need to notify the transportation office of any special arrangements that may need to be made in case of early dismissal. School officials are making phone calls to each other and news media and need to keep the phone lines open. As soon as a decision is made, the media will be notified, so listen to area new media. Early dismissals will be made on KTTS, KJEL, and the official school website. The school district also utilizes an automated calling system to communicate with parents. The following rules apply when riding the bus:The bus driver is in complete charge of the bus at all times.Students must be seated and are not permitted to change seats when the bus is in motion or to any other seat on the bus.Abusive language will not be tolerated on the bus.The school bus is an extension of the school and all school rules and regulations, which pertain to student conduct in the schools, are applicable to student conduct on the bus.The bus driver may assign seats at his or her discretion.Students must be on time; the bus cannot wait beyond its regular schedule for those who are tardy. When students do not plan to ride the bus they should notify the driver and/or the bus barn. After the bus stops three days in a row, the bus will not stop again until the bus barn is notified that the student will ride.Students are not allowed to bring animals of any kind on the bus.Portable radios and tape/cd players are not to be played on the bus.Students waiting for the bus will be at their assigned stop and conduct themselves in an orderly manner.Wait until the bus comes to a complete stop before attempting to get on or off the bus.Go directly to his or her assigned seat, sit down and stay there until the bus comes to a complete stop at his or her destination.Do not leave books, lunches, or other articles on the bus.Refrain from talking to the driver while the bus is in motion. When getting off or on the bus, WALK in a single file line without pushing or shoving. If a student must cross in front of the bus, stay at least (10’) in front of the bus. Remember, the driver needs to be able to see you until you are safely across the road. NEVER CROSS BEHIND THE BUS.Students are not allowed to go to the mailbox until the bus has pulled away from the bus stop.Students should never put their heads or arms out of the bus windows.Students will be held responsible for any damage caused by them.Students will not use tobacco products of any type on the bus or at the bus stop.Students are not allowed to consume food or drink on the bus.Students will not throw objects on the bus or out of the bus windows.Dress code on the bus will be the same as at school.Kissing, hugging, petting, other acts of unrestrained physical signs of affection will not be allowed.Students will keep their voices at classroom level.Students will follow directions of the driver at all times.Students will not bring or have in their possession, a water gun or anything that will project water.Cell phones can be a huge distraction and a safety issue on the bus. The school bus is an extension of the classroom; therefore, cell phones should be kept in backpacks or purses while on the bus. However, cell phone use on extra curricular trips will be allowed in emergency situations, and to call parents/guardians with district staff supervision. The Following Items May Not Be Brought on to the Bus:AnimalsTrading CardsRadiosTape/cd playersVideo GamesAny item that is too big to be held in the students lapBalls; basketball, soccer, football, etc.Any item that has sharp or exposed edges.Weapon; gun, knife, etc.Perfumes, Colognes, Aerosol SpraysTransportation Discipline Policy:Bus discipline will be categorized into minor and major infractions.
