Connie Ewy seconded the motion. Motion passed 6-0. Patrons’ Forum – There were no patrons who wished to address the board. Executive Session – NegotiationsPaul Kircher made a motion for the Board of Education, Rochelle Peters and the Superintendent to retire to a 5 minute Executive Session to discuss negotiations to begin at 7:05 PM. Scot Rogers seconded the motion. The motion passed 6-0.Executive Session began at 7:05 PM.Executive Session ended at 7:10 PM.Regular session resumed at 7:10 PM.Discussion ItemsGraduate Research Project UpdateConnor Hopkins, senior at Louisburg High School, gave an overview of his GRP. Sandi Roark reported statistics showing how improvement, over the last three years, has been made by students in reaching deadlines and due dates.Dave Tappan summarized the changes being discussed to improve the GRP such as designing the project as a curriculum credit class and improving paper writing skills. Budget Reduction – Base State Aid Per PupilDr. Zoellner explained a spreadsheet summary of budget reduction items proposed to meet the cuts in funding by the State of Kansas at this time. These cuts totaled $605,000. Race to the Top FundsThe Superintendent reported that this is a federal grant to help pay curriculum and professional development costs. She noted that USD 416 must respond by December 31, 2009 to be considered for the program. Action Items Connie Ewy made a motion and Scot Rogers seconded to approve December 24th as a holiday for 12 month employees. Motion carried 6-0.Lou Davis moved and Paul Kircher seconded a motion to approve the fiscal audit report by Lowenthal, Webb and Odermann, P.A. for year ending June 30, 2009. Motion passed 6-0. Scot Rogers’ motion was seconded by Jimmy Allen to approve the 2010-2011 school year calendar. Motion carried 6-0. Paul Kircher moved to approve Board Policy Sections K, L, M as amended. Jim Vallacqua seconded the motion. Motion passed 6-0.Lou Davis made a motion to approve the Memo of Understanding and submit to participate in the Race to the Top grant. Jim Vallacqua seconded the motion. Motion carried 6-0.Jim Vallacqua moved and Lou Davis seconded a motion to approve the Memo of Understanding for the teacher retirees’ incentive plan. The motion passed 6-0. Executive SessionScot Rogers made a motion for the Board of Education and Dr. Zoellner to retire to a 15 minute Executive Session to discuss employment recommendations, negotiations and matters affecting a student, with possible action follow, to begin at 8:15 PM. Connie Ewy seconded the motion. The motion passed 6-0.Executive Session began at 8:15 PM.Executive Session ended at 8:30 PM.Regular session resumed at 8:30 PM.Scot Rogers made a motion to extend administrators’ contracts as recommended with no pay increase. Jim Vallacqua seconded the motion. Motion carried 6-0. Connie Ewy moved and Lou Davis seconded a motion to extend, with modifications Superintendent Sharon Zoellner’s contract with no pay increase.
