Registration deadline is Wednesday, October 4, 2017. There will be no late registration!!! We need as much time as we can to finalize details, such as campsite assignments and unit groupings. Vehicle request forms and permission slips are due with registration. If we don’t have these items then there will be no use of a vehicle for that unit in camp or the use of the tower by that Scout or adult.

Registration deadline is Wednesday, October 4, 2017. There will be NO late registration!!! Due to the size of the event, we need as much time as we can to finalize the details, such as campsite assignments and unit grouping. A vehicle request form is due with registration. If we don’t have that there will be no use of a vehicle for that unit in camp.
Pre Arrival:
Use the car pool system as much as possible. We have over 40 units in Rainbow Council, which means before we even start this weekend we will have over 100 vehicles that will need parking at Council. Every little bit helps.

16 Upon arrival at camp on Friday night, please check in at the Ralph Brtva Training Center. This is where you will be assigned a campsite.

18 Vehicles and Trailers:

20 Camp service roads are rugged in nature and use is limited. When conditions allow (weather permitting) and also if a vehicle request form has been completed, one vehicle per unit may be driven to sites for unloading and loading of gear. Vehicles without a permit are restricted to the main parking lot ONLY! Vehicles will ONLY be allowed on Camp roads until 9pm on Friday night. Camp roads will reopen at 6am on Sunday morning. NO EXCEPTIONS !!!

22 Any vehicle used beyond the parking lot must have a Rainbow Council Vehicle Permit displayed in the front window. The Unit vehicle can be used to drop a trailer or equipment at the campsite. Trailers are not allowed in the campsites. The camp speed is 5 M.P.H. Hazard flashers must be used at all times. THE VEHICLE MUST BE RETURNED TO THE MAIN PARKING LOT IMMEDIATELY AFTER DROPPING OFF EQUIPMENT OR THE UNIT TRAILER. Make sure that when you register, your unit vehicle permit is filled out with the information of the person who will actually use it.

24 Buddy System:
Each scout must have a buddy when traveling anywhere on council grounds, the more the better.
Privacy:
Each unit deserves privacy. Please stay out of other campsites unless invited. Quiet time is observed from 10:00 p.m. to 6:00 a.m. each night of the campout.

26 Prohibited Materials:

28 Absolutely NO alcoholic beverages, illicit materials, illegal drugs, firearms, bows, arrows, sheath knives, chainsaws, fireworks, or loud radios are allowed!
Equipment:
If a unit needs any type of equipment, they will have to contact another unit or the Council Service Center to borrow or rent that equipment. Council has dining flies, cooking kits, and dutch ovens that a unit can rent.
Tent:
All tents must have a “NO FLAME IN TENT” sign displayed.
Scouts in tents:
Adults and scouts cannot tent together. Male and female scouts cannot tent together. Spouses can tent together separate from other adults.
Food:
Every unit is responsible for their own food and cooking. At night, all food and trash must be secured so the animals stay out. Friday night and Saturday night Cracker Barrel is the responsibility of each Unit and is not provided as part of the Camporee fee.

30 Fires:

32 Fires shall be tended to at all times. The Fire Duty Roster that is provided must be filled out, posted, and adhered to. Ground fires are permitted only in the designated fire pit areas. If your unit uses an above ground fire pit, or if your unit makes a new fire pit and/or a fire scar is left, a $25.00 fee will be assessed per Council Camping Committee. Remember to practice leave no trace camping.

34 Tree Cutting:

36 No live trees are to be cut at any time with out prior approval of the Scout Executive or Camp Ranger. Any damage to live trees will fall under the jurisdiction of the Council Camping Committee and they will handle restitution demands.
Trash:
All refuse must be taken out of the campsite. Carry in – Carry out. The camp has a dumpster located between the camp office and the training center near the main parking lot.
Trading Post:
The trading post will NOT be open this weekend.
Supervision:
All units must have constant adult supervision. “THE GUIDE TO SAFE SCOUTING” rule of minimum two-deep leadership for any Scouting outing applies to all units and groups using the RAINBOW COUNCIL SCOUT RESERVATION.
If a leader must leave the Rainbow Council Scout Reservation for any reason, please make sure that two-deep leadership still exists at the unit level. Please check out with the Camp master on duty. Upon return the same leader must check back in with the Camp master.

3 Rainbow Council has an emergency siren that can be activated by the Camp master. A single intermittent sound is call for the site assembly at the Flag grounds located between the dining hall and the first aid building. All personnel will be accounted for at this location and then given instructions as to what to do.

5 The Scout Master or a Unit designated adult leader will be responsible for accounting for his/her Unit; the Council Campout Director is responsible for all staff members.

7 Groups must develop and communicate the Emergency Plan to all participants prior to going to their sites or activities.

9 The First Aid cabin will be used for all first aid and medical issues. Any emergency medical problems will be dealt with at the site of the incident. The Camp Staff Medical Officer should be summoned immediately so that he/she may care for that scout or adult.

4 Principles of Leave No Trace
1. Plan Ahead and Prepare
Proper trip planning and preparation helps hikers and campers accomplish trip goals safely and enjoyably while minimizing damage to natural and cultural resources. Campers who plan ahead can avoid unexpected situations, and minimize their impact by complying with area regulations such as observing limitations on group size.
2. Travels and Camp on Durable Surfaces
Damage to land occurs when visitors trample vegetation or communities of organisms beyond recovery. The resulting barren areas develop into undesirable trails, campsites, and soil erosion.
3. Dispose of Waste Properly (Pack It In, Pack It Out)
This simple yet effective saying motivates backcountry visitors to take their trash home with them. It makes sense to carry out of the backcountry the extra materials taken there by your group or others. Inspect your campsite for trash or spilled foods. Accept the challenge of packing out all trash, leftover food, and litter.
4. Leave What You Find
Allow others a sense of discovery, and preserve the past. Leave rocks, plants, animals, Archaeological artifacts, and other objects as you find them. Examine but do not touch cultural or historical structures and artifacts. It may be illegal to remove artifacts
5. Minimize Campfire Impacts
Some people would not think of camping without a campfire. Yet the naturalness of many areas has been degraded by overuse of fires and increasing demand for firewood.
6. Respect Wildlife
Quick movements and loud noises are stressful to animals. Considerate campers observe wildlife from afar, give animals a wide berth, store food securely, and keep garbage and food scraps away from animals. Help keep wildlife wild.
7. Be Considerate of Other Visitors
Thoughtful campers travel and camp in small groups, keep the noise down, select campsites away from others groups, always travel and camp quietly, wear clothing and use gear that blend with the environments, respect private property, and leave gates (open or closed) as found. Be considerate of others campers and respect their privacy.

6 The Outdoor Code

DISH WASHING
Whether you cook with a stove or over an open fire, put on a pot of water before you serve a meal. That way you’ll have hot dishwater by the time you finish eating.
Before cooking over a wood fire, smear a film of liquid biodegradable soap on the outside of your pots. Soot will wash off more easily.
Wipe plates first to keep the dishwater as clean as possible. Use hot-pot tongs to dip utensils in the hot rinse. When you’re sure no soap is left on them, lay the wash items on a plastic ground cloth and let them air dry.

Before checking out of the campsite you need to double-check the following:
Camp Equipment:
• Return any camp equipment rented/borrowed to the Campmaster/Ranger.
• Any type of canvas is dry and folded properly.
Campsite:
• Free of litter. Trash is removed (to a dumpster located by the trading post, dining hall, and Council service center).
• No gateways or pioneering projects are to be left, but should be dismantled and any natural elements should be returned to nature.
• Picnic tables are washed (rinsed-off).
Campfires:
• Fires are totally out with a stick stuck in the middle of the fire pit.
• A courtesy pile (wood) has been left for the next campers. This pile is stacked neatly at the edge of the campsite.
• Area used as ax yard is cleaned of branches, logs, and large chips of wood.
Latrine area:
• Urinal is free of sticks, rocks, paper, etc.
• Interior is clean, swept, seats clean and closed.
• All soap and papers are removed from hand washing area.
Bathroom (WHEN THE SHOWER HOUSE IS OPEN WITH WATER): This will be on your HONOR!
• Urinal is free of sticks, rocks, paper, etc.

• All soap and papers are removed from showers and hand washing area.
REMEMBER THAT A SCOUT LEAVES AN AREA CLEANER THAN WHEN THEY ARRIVED!!!
