Firewood Patrols in XX Camp

A. Organising and monitoring the patrols: the XX Firewood Patrol Committee

1. A XX Firewood Patrol Committee (”the committee”) is to be established with the following permenant members:

a) Civ Pol (one man and one woman if possible);

b) 2 IDP firewood patrol representatives (two women) who if possible go on every patrol;

c) 2 Members of the Women’s Committee and any other IDP woman who wants to attend;

d) 2 camp leadership members who do not change;

e) one YY and one ZZ staff member.

All members are expected to attend every meeting which will at first be held once a week on Saturdays at the YY compound in XX Camp at 4 pm. Once the patrols are running regularly the committee can agree to meet bi-weekly. The Gov are not able to participate in the committee as it will be held in the YY compound inside XX camp into which the Gov police does not currently enter.

2. The committee is to formally agree that firewood patrols involving officers and vehicles from the Gov police, Civ Pol and Protection Forces shall take place around XX Camp. The committe shall agree on the time, place and modalities of the patrols. The committee shall agree on a clear and regular firewood patrol schedule, subject to change as necessary.

3. The participation of most of the above members of the committee is self-explanatory. Concerning the IDP firewood patrol representatives, who are volunteers, these

a) represent the IDPs;

b) help YY, the Camp Coordinating Agency, to monitor progress and problems on a daily basis;

c) whenever possible, go on the patrols and are responsible for guiding the Civ Police/ Protection Forces to the location on a given day.

The IDP firewood patrol representatives are picked up in the mornings by the Prot Forces from YY’s compound and they are returned by the Prot Forces to YY’s compound after the patrol is finished.

4. In addition to the committee meeting one a week, the following monitoring mechanism for patrols will be put in place:

a) IDP firewood patrol representatives are picked up by the Prot Forces at the YY compound at the begining of the patrol and are returned to the compound at the end of the day;

b) YY records the time when the Prot Forces comes to YY and when it returns to YY;

c) the Prot Forces focal person informs YY of their concerns as and when they arise so that these can be dealt with swiftly and not only through the committee.

B. Spreading awareness of the patrols

5. An information campaign (fliers, posters, mobile public announcement, messages to school kids) will be undertaken by interetsed parties. The campaign will contain a message relating to the ”how, where and when” of the patrols.

6. In addition to the ”how, where and when”, the message to the women should include the fact that women should

a) leave the camp together as group

b) stay in regular contact during the patrols with one of the two IDP firewood patrol representatives

c) report any incident of concern relating to the patrol to the IDP firewood patrol representatives and to the Prot Forces during the patrol and, if they wish, to YY after the patrol.

7. The Womens Committee, the Youth Committee and the Leadership Committee will help to disseminate the message and copies of the firewood patrol schedule will be given to all NGOs in the camp for distribution.

C. Rules

8. Regardless of the precise details agreed upon by the committee relating to the running of the patrols, the following rules shall apply:

a) One or more officers from the Government police force will try to participate in each patrol. As a rule, they will travel in their own Gov vehicle. If no Gov police vehicle is available or if no fuel is available for the Gov vehicle, the Gov officers shall travel with the Prot Forces vehicles.

b) If no Gov officers are available on a given day to accompany the patrols, the patrol will take place without the Gov police.

c) Prot Forces personnel will always outnumber the amount of Gov police officers participating in a patrol.

d) Gov police will never be left unattended with the IDP women participating in the patrol.

e) A minimum number of women, agreed to be 15, must be present at the point of departure for the patrol to leave.

f) Women will not ride in vehicles except in an emergency.

g) Women must carry their own wood and shall not ask the Prot Forces or Gov to transport the wood for them.

h) All firewood patrol participants must conduct themselves appropriately and show respect for all parties.

i) Any problems that arise shall be dealt with at the committee meeting so that all parties can work together towards a solution. Such problems can also be discussed informally with YY during the week.

D. Division of Responsibilities

9. The Prot Forces have the following responsibilities:

a) providing vehicles and personnel for the firewood patrol, including fuel for the vehicles and a translator;

b) liaising with the Gov police to ensure that patrols leave on time from the designated location;

c) picking up the IDP firewood patrol representatives from the YY compound at the beginning of the patrol and dropping them off at the YY compound at the end of the patrol;

d) meeting the women at time and place agreed upon by the committee;

e) ensuring respectful & appropriate conduct of Prot Forces and Gov patrol participants.

10. The Gov has the following responsibilities:

a) providing vehicles, fuel and personnel for the firewood patrol;

b) agreeing to being transported in Prot Forces vehicles if for some reason the Gov does not have a vehicle or fuel at its disposal.

11. IDP women participating in the patrols have the following responsibilities:

a) meeting the Prot Forces (and Gov) at the designated departure time and location in order for the patrol to leave the camp on time;

b) engaging in respectful and appropriate behavior during the patrol;

c) speaking to the IDP firewood patrol representatives about any problems they encounter during the patrols so that those representatives can pass on the information to YY (if urgent) and to the committee.

12. The two IDP firewod patrol representatives have the following responsibilities:

a) arriving at the YY compound on time on the morning of each patrol so that the Prot Forces can pick them up and take them to the firewood patrol departure location agreed upon by the Committee;

b) returning to the YY compound at the end of the firewood patrol to report to YY on any difficulties encountered during the day

c) not to make special requests to the Prot Forces such as riding in the vehicles, requesting the Prot Forces to transport their wood or to be driven to specific locations inside the camp other than to the YY compound.

13. YY has the following responsibility:

a) facilitating the development and successful implementation of the patrols;

b) hosting the committee and helping the parties involved resolve any issue that may arise.
