Summary of Licensing Memos Related to Asthma

Asthma:

• The use of the health history form found on the reverse side of the child enrollment form (CFS-62) is required under the licensing rules [HFS 46.04(6)(a)6 and HFS 55.44(6)(g)].

• Parents should return this form fully completed prior to the child’s first day of attendance.

• Specific information related to the triggers of a child’s asthma, the signs and symptoms of an attack, and emergency medical procedures to be followed should be provided by the parent.

• Information on medications to be administered to the child on a regular basis, or at the onset of an attack, should also be provided.

Treated Lumber on Child Care Playgrounds:

• All wood structures need to be sealed with an oil-based stain by June, 1, 2002.

• Sealing keeps a chemical, chromated copper arsenate (CCA), from causing cancer or other long-term health problems in children who regularly come in contact with the wood.

• New structures should be built using wood treated with ammonium copper quat (ACQ), which doesn’t need to be sealed.

FAM Allies suggestion: If plastic playground equipment is used, regularly check for mold, especially underneath or inside the equipment. Mold should be cleaned with a bleach solution to prevent asthma attacks in sensitive children.

Operational Requirements Related to Smoking

HFS 46 Group Day Care:

• Smoking is prohibited in any indoor or outdoor area of the center in which children are allowed, on any day the center is in operation, regardless of whether children are present.

• If a daycare center is located in a building with other occupants, the other occupants or other persons may not smoke in rooms or areas identified as the premises of the day care center.

• If certain halls or passageways are used in common with other occupants of the building, smoking may not occur in these common areas.

• Smoking is prohibited in the vehicle while children are being transported

HFS 45 Family Day Care:

• Smoking is not permitted on the premises of a family day care center pursuant to s. 101.123. Wis. Stats.

FAM Allies suggestions:

Do not allow smoking wherever children participate (indoors or outdoors) whether they are there or not.

Include a no-smoking radius of the building and playground in your policy.

Do not allow smoking in vehicles whether children are present or not.

Post no-smoking signs.

Providers returning to work after smoking:

• Wash hands

• Use mouthwash

• Use a “smoking jacket”. Remove it and leave it outside of the classroom before working with the children
