Level System and Dealing with Difficult Youth
Staff Development and Training Plan
Reference: R6-5-7433
Purpose: To describe the competency required of residential care workers and paraprofessionals and the 48 hours of orientation, in-service training for newly hired staff during the employee’s first year and subsequent continuing education on in-service training for subsequent years.
Policy: It is the policy of this agency to provide behavioral health technicians and paraprofessionals 48 hours of orientation, continuing, in-service training for newly hired staff during the employee’s first year and subsequent continuing education or in-service training for subsequent years.
Procedure
A. The Clinical Director through the Program Manager shall determine the competency of behavioral
health technicians and paraprofessionals in the following areas prior to allowing the individual to
provide service to any youth:
1. Prevention of violent behavior or behavior harmful to the youth or others;
2. Behavioral management crisis situations;
3. Symptomatology of agency youth’ diagnosed mental disorders or addictions;
4. Indications of medications prescribed for self-administration by agency youth;
5. Behavior management skills and activity supervision;
6. Resources for obtaining assistance when needed
7. Youth record keeping of client activities and progress toward treatment foals and objectives;
8. Skill in the provision of recreational and social activities, life skills training and milieu activities.
B. The Personnel Department shall ensure that all employees provide the following documents to be copied
and placed in all employee personnel files prior to employment:
1. Valid Arizona driver’s license
2. Social Security Card
3. Verification of The Department of Public Safety finger printing
4. Verification of Physical dated and signed by a doctor within the last 6 months
5. Assigned documentation of job description
The Personnel Department shall ensure that all employees provide the following documents to be copied and placed in all employee personnel files within 28 days of start date of employment.
1. CPR and First Aid Certification
2. Crisis Intervention training.
R6-5-7430 Staff development and training requirements: The Administrator and Clinical Director shall establish a training plan that clearly describes the type of training necessary to maintain current skills to obtain new skills and which relates to the goals and objectives of the agency program plan for services offered.
Training: The training shall place emphasis on the following:
1. Service policies and procedures
2. Youth rights
3. Crisis management techniques to be followed in health/psychiatric emergencies
4. Medical emergencies and other emergency situations.
C. Staff Development and education programs: Staff development and education program shall be planned and conducted on a regular basis for all employees who provide direct services to youth and for all case managers.
1. The Clinical Director and Administrator shall ensure that all staff who provide direct services to youth participate in a minimum of 48 hours of orientation; continuing, in-service training for newly hired staff during the employee’s first year or a minimum of 24 hours of continuing education or in-service training for subsequent years.
2. Documentation of these sessions shall include date, subject, number of hours, attendance as verified by the signature of the staff member and respective job title, and the instructor’s name. The documentation shall be maintained for each employee at a central location.
3. Time spent in orientation shall be credited toward an employee’s first year of annual in-service hours.
D Orientation: The Program Administrator and Clinical Director shall ensure that all staff attend an orientation session within the first week of employment. Orientation shall include.
1. 1st 48 hours: Review of the facility’s and personnel policies and procedures which include the following:
1. Mission Statement/Program description, services and treatment
2. Authorized Entry/Exit Procedures
3. Explanation of Introductory / Training Period for new employees
4. Equal opportunity statement
5. Prohibition against harassment
6. Drug free work place policy
7. Confidentiality of employee records
8. Youth confidentiality
9. Supervision of personnel and performance rating system
2. Facility rules and youth rights: (In Welcome Packet)
3. Protection of youth privacy and confidentiality:
1. Explanation of youth grievance procedures
2. Explanation and definition of harassment
3. Explanation of schedule and curriculum of Home-school
4. Schedule of facility activities
5. Disciplinary policy
6. Prohibited Act in categories A, B and C
7. Sanctions and consequences
8. Transportation rules
9. Explanation of Point and Level systems
10. Sick call

BEHAVIOR MANAGEMENT
POLICY AND PROCEDURES

PURPOSE:
This policy and procedure is to provide guidelines and instructions for encouraging and supporting self control and establishing consequences for the youth who violates the rules and regulations.
POLICY:
ABCSERVICES is a "HANDS OFF" agency with the exception of the following:
Youth causing bodily harm to self or others; destruction of property.
ABCSERVICES staff is to attempt to verbally de-escalate all negative behaviors keeping the safety of the Youth and others in mind at all times. Youth are not permitted to punish another youth.
PROCEDURES:
OUTBURSTS / AGGRESSIVE BEHAVIOR
A) Evaluate the extent of the behavior and attempt to initiate a calm conversation.
B) When a youth is verbally aggressive and the behavior is escalating, remove all other youth from the area if possible.
C) Allow the youth to express his/her feelings, while maintaining control of the situation.
D) Avoid confronting stances or aggressive body movements.
E) In the event a situation becomes out of control; phone supervisor for assistance.
PHYSICAL ALTERCATIONS
A) Separate youths involved and call for assistance if necessary.
B) Physical altercations with the use of a weapon must be reported to management and the police. Agency will press charges if there is bodily harm on one youth by another.
C) An out of control youth may be restrained utilizing crisis intervention techniques.
D) All physical restraints must be logged in the Physical Restraint Log Book.
BEHAVIORAL MAINTENANCE
A) All youth are rewarded or disciplined through a level system.
B) Privileges or consequences are associated with each level.
EXAMPLE: Critical is a consequence which may be given for negative behaviors.
1. Fighting = 1 week critical or more if circumstance is severe.
2. Verbal abuse = 2 to 3 days.
3. Smoking = 3 days with a referral to a non smoking class.
4. Illegal substance = 2 weeks.
Restrictions consist of early bedtime, no phone privileges (EXCEPTION Case worker or PO) no TV or stereo and loss of pass privileges.
C) Positive levels carry privileges (such as) age appropriate passes, special outings, extended bedtime, etc..
POSITIVE REINFORCEMENTS
A) Positive behavior is rewarded at all times.
1. School grades: $4.00 for A's and $3.00 for B's
2. House Captain: Additional funds as approved.
3. Compliant Behavior: Movie passes or video game tokens.
B) Staff is instructed to compliment a youths accomplishments. Negative behavior is always addressed; therefore the policy of “CATCH HIM/HER DOING SOMETHING GOOD” is encouraged of staff.
C) Addition by Subtraction: Attempt to help youth rid themselves of
negative behaviors by acquiring positive behaviors.
As noted ABCSERVICES EXHIBITS A “Hands Off” policy, reserving “physical restraints” as a means to deter physical harm or damages only. All physical restraints must be documented in restraints log and review by administrative staff to evaluate if restraing was properly applied and warranted.
