56007000Falling Spring Horse Valley AcresAnnual Meeting May 6th, 2017The 61st annual meeting of FSHVA was held in the Stone House at Horse Valley at 5:30pm on May 6th, 2017 following a covered dish dinner held there at 4:30pm. The dinner and meeting followed an extremely rainy and wet, but productive, work day. Twenty-seven memberships were present for the meeting. Represented by proxy were 23 memberships. President Jerry George called the meeting to order at 5:45pm. Jerry reported that we had no members pass away this year thankfully. Jerry said it would be nice to recognize new members to our family units, and to start recognized Aaron & Julia George’s new son, Eli. Jerry also pointed out that Terry Wagner’s birthday was yesterday.Secretary Yoh read the minutes from the 2016 annual Meeting, and they were approved as read on a Brad Foltz/ Steve Toddes motion. Committee ReportsFish & Game- Buck Brindle reported that 5 antlered and 7 antlerless deer were taken last season. Many kids enjoyed the opening day of Trout Season at the Valley, thanks to Sam Hopple and other volunteers. A bald eagle and an osprey have been sighted around the lake the last two weeks. Mark Rice reminded everyone to police their trash so as not to encourage the bear.Forestry Committee: Bill Bashor reported he is still at a roadblock in trying to find someone to do the cutting. Bill is walking the acreage in two weeks with the Michaux state forester as we fall in that jurisdiction. Mark Rice offered to help Bill with contacting our forester (Mike Wolf), as he has a good relationship with him.Social- Josh George reported that the 60th celebration went well and received a round of applause. Josh held an apple butter boil last fall that was enjoyed by the members who did attend. Josh is planning several lake events for Memorial Day, including canoe gunneling. He is also thinking about having a progressive dinner, hoping to encourage members to open their cabins and socialize. Bunnie Toddes suggested that we have family pictures made to post of Facebook and website, so we know the newer members and the children of the upcoming generations. Board will look into this.Lake- John reminded Mike to send post notices via email and Facebook when lake treatments are scheduled. John has been tagging fish in order to determine the bass population in the lake. He also encouraged members to report any problems they see with erosion and others so the lake committee can act on it. John hopes that we can dredge where the feeder stream enters the channel sometime as this has really silted in. Buildings and Grounds: Steve Toddes gave the B&G report. Steve has a backhoe for this work weekend and will be using it through Tuesday to cut swales, grade roads, and dig holes for the new gate posts. Steve just learned there are actually roads in Area “C”. Dave Eppinger, Tracy Baer, and Joel George replaced the soffit on the eve of the stone house. CFS bought six new benches that were assembled today. Steve received recognition for all his efforts in securing and erecting the new climbing gym off the lake.Long-range Planning Committee- Bob McMinn reported that the Long-Range Planning Committee has recommended to the board that there be a slight revision to the amendment stating: “A member may transfer or bequeath his or her membership, to a spouse, child, grandchild, niece or nephew”, that will include the pool of generational members. Board will act on this at director’s meeting. The Long-Range Planning Committee is also discussing how to enhance the vitality of the organization, perhaps through progressive dinners, and other activities. The committee is also working to rearrange the by-laws and amendments to make them more easily understood, and is studying how to maintain the financial strength of the organization.New BusinessLaure McMinn suggested that we consider installing a lockbox at the stone house and Area “C”gate so that contractors and guests could have access. After a discussion on the pros and cons of this, the Board was directed to look into this possibility.As Donn Schoonover had his son’s graduation and couldn’t be present, Mike Yoh presented the Financial Statement and budget. The Corporation paid $3,939.00 to the IRS in Federal taxes, mostly owed on the $60,000 we took in as lump sum payments for the land purchase. We did decrease the taxes owed by prepaying several expenses for 2017 in 2016, such as the lake treatment, the cost of new gates, etc. We also replaced the Ford mowing tractor with a New Holland tractor in December, writing off another $5,000 in expense. Beginning balance was $48, 685.90 and ending balance was $41,697.73. Mike presented the budget for 2017. The Fish&Game budget is lower this year, as lake treatment was prepaid in 2016. The Property Expense line is most likely higher than necessary as the new gates were purchased in 2016. The members passed the proposed 2017 budget on a Robinson, Joe George motion, noting that the Property Expense line can probably be trimmed.Bunny Toddes showed the membership a sample of a magnetic sign that she suggested could be displayed on member vehicles and given to guests to show they are a guest of a member. There could be a space on the sign to fill in the member’s lot number. These would cost less than $5.00 ea. Joe George mentioned rearview mirror hangers as another possibility. Board was directed to take this request under advisement on a McMinn/Joe George motion.Bunny also announced the Carb Fest on August 12th, 2017.President George introduced a discussion on what constitutes a guest. Mike passed out a handout showing all the policies and by-laws that address guests. What is lacking is a definition of a guest. After a lively discussion, the membership is of a consensus that a guest is an individual or family invited for a specific event, a specific date or dates. It is not permissible for a member to give a blanket invitation, saying come up anytime you’d like to walk, fish, boat, swim, or hunt. If everyone would give blanket invitations, we could be overrun with “guests”. The magnetic signs, and insuring to keep the new gates locked after entering and leaving should help greatly with limiting uninvited “guests” on the property. The Board was also directed to act on the enforcement of guest policies, including those pertaining to hunting and fishing, by a McMinn/George motion.Jerry called for the election of directors. Going off the Board this year are Dan Strickler, Donn Schoonover, and Jerry George. Terry Wagner nominated Donn Schoonover, Buck nominated Jerry George, Brad Foltz nominated Dan Strickler, and June Scanlon nominated Josh George. There being no more nominations, voting was done via paper ballot. New Directors are Donn Schoonover (34), Jerry George (37), Dan Strickler (26). Josh came in close behind with 21 votes.President George thanked the members present for being a great group in working together. "The family and guests of members may have free use of a member's cabin and unrestricted enjoyment of the area limited only as follows:(1) The Board of Directors may establish requirements for identification cards or passes to be shown by persons who are not part of a member's family. For purposes of this policy any person who is in direct line or a brother or sister of a member and the spouse of such person is family.(2) The Board of Directors may restrict hunting and fishing to members and family during particular fish and game seasons and may place a limit on the number of family that may engage in such activity during that particular time.(3) In imposing the restriction stated in (2) above, there shall be no requirement that a member accompany one who is participating during the restricted period".HUNTING REGULATIONS1. FSHVA members, their spouses, their sons and daughters may hunt at any time without passes.2. Each membership may sponsor two guests.3. Guests will be required to wear passes/badges when hunting. Cost of pass is $1.00 each.4. Guests will be accompanied by their host, or a member of the host's family (spouse, son, daughter) when hunting.5. Guest passes are available from President, Secretary, and Treasurer.?TREE STAND POLICY:?In order to preserve the beauty of our forests and limit damage to trees and crops, it is requested by the board thathunters:1. Maintain no more than one (1) tree stand per hunter in immediate member's family2. If a member constructs a new tree stand, he may not abandon the old one, but needs to dismantle it completely3. Living trees and crops may not be cut to provide shooting lanes4. Guests may not build tree stands5. Please limit damage to trees used for tree standsUSE OF MOTORIZED VEHICLES:1. No one under 16 years of age may operate an ATV on FSHVA property2. ATV’s to observe maximum speed of 15mph around cabins3. Vehicles, ATV’s, and Dirt bikes are not permitted around lake on dike, except for maintenance of area.4. ATV's are not to cut across cabin properties5. ATV's are to stay on main paths, power lines, and logging roads when ever possible, to prevent damageto environment6. Weekends between Memorial and Labor Day, ATV's are not to be used between the hours of 10pm and 8am.7. Member's ATVs are to have the Lot number of their cabin posted on the ATV front and rear in at least 4" highletters and numbers.8. Guests are not permitted to bring or keep ATV's or motorbikes on FSHVA property. (adopted 4/9/05). ................
