There are security cameras installed throughout the club to prevent trespassing and vandalism. Trespassing and vandalism will not be tolerated. Those that do will be prosecuted.6. The Board asks that all Club Members be sensitive to how our sport is viewed by anti-hunting groups, and how critical it is that we do not show our sport to be cruel to the game we pursue. Sandhill Hunt Club is a dog hunting club that allows still hunting. Section IIClub officers shall consist of a nine (9) member Board of Trustees elected by the full Club membership annually by ballot. There shall be no limit on the terms that officers are elected. Seats on the Board of Trustees shall be numbered, and each Trustee shall be designated a numbered seat from one (1) though nine (9). At least five (5) Board members shall be Taylor County residents.Election procedures shall provide for candidates to be nominated from the floor at a Club meeting of the membership held in February each year. Candidates nominated must be fully paid and have attended four (4) regular scheduled Board of Trustee meetings of said Club year. Qualified candidates not present at the nominations must provide a letter of intent to accept nomination.Within fourteen (14) working days after the nominations meeting there shall be a mail out ballot of the candidates. There shall be a total vote count on the first Tuesday of April before the Board of Trustee meeting. Ballots shall be accepted by mail up to 5 p.m. at the Club P.O. Box the Tuesday of the Ballot Count Meeting.The Club President and Vice President shall be elected by the Board of Trustees at the first Board of Trustees meeting following the annual Board of Trustees election. The President and Vice President will be an elected Trustee and will have a vote on Club decisions. The Secretary and Treasurer shall be elected or appointed by the Board.All seats shall be considered two (2) year terms or until a successor is elected. All Trustee seat vacancies occurring during a club year shall remain vacant until the next annual election.Section IIIA Club year shall be considered July 1 through June 30. The annual meeting shall be called by the President on the last Saturday of June each year. The President or any five (5) Board of Trustee members may call for a special Board of Trustee meeting as deemed necessary. Section IVThe Board of Trustees shall meet monthly except during the months of December and January.Any Trustee missing three (3) consecutive monthly or called meetings shall be considered to have resigned his/her seat. The President shall determine the date of the regular monthly meetings.A majority of the Trustees must be present to take official action.Section VThe Treasurer shall provide a financial statement for each monthly meeting. The Club fiscal year shall begin on July 1 of each year. An itemized financial statement shall be presented to the Club membership at each annual meeting. A dual signature checking system shall be established. The President shall assign the persons approved to co-sign checks with the Club Treasurer.Section VIThe Board of Trustees shall establish procedures for identification, key issuance, and key redemption.Section VIIThere shall be a good neighbor policy established by the Sandhill Hunt Club, which each member shall abide by. This policy’s intention is to promote cooperation, honesty, fairness, and respect to all Club members, while hunting or enjoying the rights and privileges as provided by the Sandhill Hunt Club to its members, members’ guest, lease agreement, and all other adjacent land owners or hunting clubs which adjoin the Sandhill Hunt Club boundaries.The President and the board of Trustees are authorized to negotiate with all adjacent land owners, or hunting club leases of any such lands, or their agents, for the privilege of its members for trespass in and upon their land for the purpose of retrieving any hunting dogs of said members which may have entered in or upon such lands while in the process of legally and lawfully hunting on Club property. All Club members shall abide by any such agreement as negotiated or agreed to by the President and Board of Trustees between any such land owners, hunting clubs, or their agents. Any club member who willfully and unlawfully violates this agreement and privilege, upon notification to the Club President or any member of the Board of Trustees of such violation, the President shall immediately have notice served on such member or trespasser to appear before the Board of Trustees at the earliest possible time to be heard on such allegations or charge. The President and Board of Trustees after such hearing shall determine such action or punishment to be taken against said member or members as may be appropriate to a first offense. Should there be any additional violations or offenses thereafter, the President and Board of Trustees upon a finding of fact shall have authority to expel said member from Sandhill Hunt Club. It is the intent of this Club to work with and respect the rights and privileges of all club members in addition to working and cooperating with any and all private landowners or hunting clubs as to the preservation of their property and property rights.Section VIIIThe Board of Trustees shall develop policy and procedure as required to manage Club business in accordance with Board approved By-Laws.Section IXThe Secretary shall keep the minutes of the meetings of the membership and of the Board of Trustees in one or more books provided for that purpose; see that all notices are duly given in accordance with the provisions of these By-Laws or as required by law; be custodian of the corporate records; keep a register of the post office address of each member, which shall be furnished to the secretary by such member; and in general, other duties as from time to time may be assigned to him/her by the President or the Board of Trustees. In addition, the Board of Trustees may pay the Secretary a reasonable salary for his/her duties as determined by the President and the Board of Trustees.Section XThe Sandhill Hunt Club shall have no policy concerning the exclusion of any person because of race, color, religion, or sex. The desire of the club is to provide membership to all persons who share the goals and common interest of the members. The advertising and solicitation of membership does not exclude any group because of race, color, religion, or sex. All members are eligible for officer status based on the election of the membership. No group shall be excluded for officer or membership status. Sandhill Hunt Club’s 2020-21Rules & Regulations (Revised March 4, 2020) Membership Agreement: By accepting a membership card and signing an application, members agree to abide by all State game laws, and By-Laws, Rules, and Regulations of the Sandhill Hunt Club now in force or here-after adopted. All violations shall be heard by the Board of Trustees, which is authorized to levy fines, temporarily suspend hunting rights on Sandhill Hunt Club property, or render other appropriate penalties as deemed necessary. Members receiving fines are suspended until said fines are paid in full. Recommendation for membership expulsion must be approved by ? of all present voting Trustees. Members agree to cooperate completely and politely with all authorized and identified Sandhill Security at all times and may be subject to checks and inspections at any time while on Sandhill Hunt Club property.Membership Qualifications: A member’s spouse, and children under the age of 19 who are full time students, may use the property on said member’s fee. Member assumes full responsibility for behavior and actions of spouse and children. Dependent member’s 19 years of age before July are required to join and are entitled to membership even if the Club is full. Proof of age may be required. Members 70 years of age and older by July 1 of the new club year with four consecutive fully paid years in the Club will be charged a reduced membership fee as determined by the Board each year. Proof of age will be required. Payment Guidelines: Membership fees shall be paid in full by check or money order only. No transfers. No refunds. Returning member’s fees shall be paid before May 1st for the upcoming club year. Available memberships will be filled by the Board of Trustees in May each year. Failure to receive notice shall not be cause for non-payment by these dates. All returned checks will be charged a fee of $25.00 payable to the Sandhill Hunt Club. All extra keys issued will incur a $20.00 fee. One (1) workday must be worked by each member or a $50 fee will be assessed for the next club year. One workday will be scheduled before general gun season in the fall, and one will be scheduled after general gun season in the spring. A member may work either day for credit, and members may work for another member’s credit. Members 70 years of age or older are exempt. Identification Requirements and Guidelines: All members and dependent members must have a Club ID card as proof of membership. Club ID cards must be carried at all times when on Club property and exhibited on request. All member’s vehicles and ATV’s must have a Club decal. Two vehicle decals and one ATV decal will be allowed per membership. Each additional decal will cost $10. Damaged decals returned to the Club will be replaced at no charge. Violations: 1st offense $400, 2nd offense $400 and 4 weeks suspension to be determined by the Board of Directors, 3rd offense suspended from club property for remainder of club fiscal year. Vehicle decals must be permanently attached on the top, driver side of the front windshield only or will be considered void. Anyone found without ID cards and decals on Club property will be treated as trespassing. Any improper or fraudulent use of Club ID cards/decals will be grounds for appropriate penalties as the Board of Trustees deem necessary and may be considered as grand theft of membership. General Rules: All keys are property of the Sandhill Hunt Club and must be returned upon expiration of membership. Littering or dumping on Club property is strictly prohibited and shall be grounds for fines and or suspension. Any member caught intentionally disposing of game waste and/or carcasses on public or private right-of-ways and easements within or adjacent to Sandhill Hunt Club property shall be expelled. Vehicles and ATV’s shall not be parked in such a manner as to obstruct roadways and shall remain on existing, established roadways only. Violations will be grounds for fines and or suspension or expulsion. Four wheelers are allowed by members only. Three wheelers are strictly prohibited. Members must extinguish all fires before leaving the immediate area. Destroying or damaging timber, fences, gates, roads, or any company or personal property is prohibited and is considered grounds for fines and/or membership suspension or expulsion. Members and their guests shall respect the rights of other members and guests, and shall conduct themselves in a respectful and courteous manner. Any direct or indirect verbal abuse, threats of violence, assault or willful acts relative to loss of life or injury will result in immediate suspension or expulsion with no exceptions. All dogs shall belong to Sandhill Hunt Club members only. Violations: 1st offense $400, 2nd offense $400 and 4 weeks suspension to be determined by the Board of Directors, 3rd offense suspended from club property for remainder of club fiscal year. Any member caught intentionally abandoning dogs without collars within the Club boundaries will be expelled from the Club. Excessive speeding and or reckless driving is strictly prohibited for the safety of others as well as said member. Violations will be grounds for fines and/or suspension or expulsion as the Board of Directors deem necessary. Consumption of alcohol or any other narcotic that endangers or threatens persons or property is prohibited. No member may be in the confines of Blue Springs Lake or on any portion of its’ waterway whether navigable or not. Any member caught intruding will be expelled from the Club per Four Rivers Land & Timber Company mandate.Gate Guidelines: Gates must be closed when entering and leaving Club property. Leaving gates open within any distance of the gate or for any period of time shall be considered left open. Leaving gates open or going around gates will result in: 1st offense of $400.00 fine and suspension for four weeks to be determined by the Board of Directors, 2nd offense will result in expulsion. Dog hunting area gates may be left open during daylight hours during Dog Training season and General Gun Season only. Members must make every effort to close the gates daily after sunset.Still hunting area gates will remain closed at all times.Gates will be left open if logging operations are in the area.Guest Guidelines: Guests are permitted. All guests, hunting and non-hunting, shall ride in the member’s vehicle only. If a non-hunting guest is riding in a members’ vehicle, there shall be only one (1) gun in that vehicle.There shall be no hunting guests allowed during Archery Season, Muzzle Loading Season, the first nine days of General Gun Season, or during Spring Gobbler Season.Hunting guests are allowed beginning the 10th day of General Gun Season thru General Gun Season.Children 15 years of age or younger are allowed throughout the year and are permitted to hunt with adult supervision as per State Law. Identification may be required. Member is responsible for all behavior and actions.The member must obtain a Hunting Guest Pass, per guest, per day for each hunting guest. The fee for the daily guest pass is $40.A Hunting Guest Sticker will be available for this season for $200. It will entitle the purchasing member (maximum of one per membership) to bring one (1) guest per day from the tenth (10th) day of General Gun season till the end of General Gun Season only. This guest must ride in, and stay in close proximity to, the members vehicle that has the sticker. Guests may visit the Club a maximum of six (6) visits per year regardless of which member they visit with. Hunting guests without passes shall impose on the inviting member the following fines: 1st offense $400 and a four week suspension to be determined by the Board of Directors, 2nd offense expulsion from Club property for remainder of Club fiscal year. Each member shall be responsible for informing their guests of the Rules and Regulations of the Club. Any violation by a guest will be charged against the inviting member. Members may not invite as a guest anyone who has been suspended from Sandhill Hunt Club or other sister clubs, anyone charged with a game violation, or anyone that is a convicted sex offender without prior approval from the Board of Trustees. Any other exceptions shall be brought before the Board of Directors for written approval. Game and Hunting Guidelines: All game violations may be reported to the Florida Fish and Wildlife Conservation Commission and will be brought before the Board of Trustees for fines and/or membership suspension or expulsion. Members will be responsible for their guest’s violations. The willful taking of illegal or prohibited game will not be tolerated. Hiding and/or not reporting illegal or prohibited game may be grounds for expulsion. All Sandhill Hunt Club game rules must be abided by within the outlying boundary of the property and on all county maintained roads. The taking of antlerless and spike horned deer is strictly prohibited unless authorized by Club issued permits. Deer must have a forked horn or better during General Gun Season, and must have at least 3 tines on one side during Archery, Muzzleloading, and Crossbow seasons. Forks must be 1 inch or longer. Brow tines (eye guards) are not considered a fork or tine under this rule. Violations: 1st offense $400, 2nd offense $400.00 fine and suspension for four weeks to be determined by the Board of Directors , 3rd offense suspended from club property for remainder of the club fiscal year. Offenders of this rule age 16 years and older will be turned over to the State for violation of State laws.Hogs are allowed to be killed during Archery, Muzzleloading, General Gun and Small Game Season. They may be taken ahead of hounds during General Gun and Small Game seasons, and may be killed with only a shotgun or rimfire rifle during Small Game season. A valid hunting license is required and shoulder height of 15” or more. Daily bag limit of two. Possession of live hogs at any time without Board approval is strictly prohibited and is grounds for expulsion. Hog trapping is not allowed unless prior approval by the Board of Trustees. Fine of expulsion.Spotlighting of game is prohibited on club property year round. Violations: 1st offense $400, 2nd offense $400 and four weeks suspension to be determined by the Board of Directors, 3rd offense suspended from club property for remainder of club fiscal year. Center fire rifles are allowed to be used only during General Gun Season and for coyote hunting in May and June as allowed in (8-15) . Spring gobbler season is restricted to shotguns only using #4 shot or smaller. Pistols with a barrel length of six inches or less without scopes are allowed year round. With the exception of pistols, no other weapon is allowed on Club property except during seasons that allow them. Violations: 1st offense $400, 2nd offense $400 and a four week suspension to be determined by the Board of Directors, 3rd offense suspended from club property for remainder of club fiscal year. No dogs shall be released inside, or allowed to run into any area designated for still hunting, “NO Cast Zones”, or as a buffer zone. Intentional violations will be brought before the Board of Trustees for appropriate action. Any club member who deliberately allows a dog(s) to be on state/private land will be expelled. Any club member who has a dog(s) found on state/private land or in the designated still hunt areas or buffer zones, must appear before the Board. Violations: 1st offense $100, 2nd offense $400.00 fine, 3rd offense suspended from club property for remainder of the club fiscal year.There shall be no hunting in: (a) designated no hunting zones (b) county grades for 3/10 of a mile from occupied dwellings (c) any paved roadways within or adjacent to Club property (d) within 2,000 feet of any work activities. Violations will be grounds for fines and/or suspension or expulsion.Tree stands shall not be attached by nails or in any way that damages the tree. No permanent stands are allowed. Tree stands must be identified by a Club member’s name and ID number at eye level from the ground. Any tree stand found without a members name and ID number will be removed from Club property. Violations will be grounds for fines and/or suspension or expulsion.Any member caught stealing members’ stands or other personal property will be expelled from the Club with no exceptions. There shall be no organized or profitable hunting on Club property without written consent from and supervision of the Board of Directors. Violations will be grounds for fines and/or suspension or expulsion. Any member contacting Four Rivers Land & Timber Company concerning Sandhill Hunt Club business without the Board of Directors approval will be grounds for suspension or expulsion. There shall be no trapping of furbearing mammals without written consent from and supervision of the Board of Directors. Coyotes may be taken year round with weapons approved for each season or with allowed pistols. They may be hunted during daylight hours with or without dogs, and with any firearm only during May and June. They may be baited year round with dog food or meat/fish products.In the event of game being killed ahead of another member’s dogs, the person making the kill shall be entitled to the head and half of the meat. During general gun season all members and guests on club property must wear a minimum of 500 square inches of Hunters Orange above the waist. Hunters orange must be worn while walking to and from your stand and blind. Hi-Viz yellow or green is not acceptable to meet this requirement. Violations: 1st offense $100, 2nd offense suspension. Baiting or luring game with corn, wheat, grain, or other food substances by means other than normal agricultural harvesting or planting is prohibited on any club property. Possession of any bait in vehicles is prohibited on club property. Planting food plots is permitted year round in areas as to impose no damage to pine trees or roads. Corn is not allowed to be planted, and seed must be turned under. Violations: 1st offense will result in expulsion. No dog running is allowed from the end of Small Game Season through April 30th on any club property. Violations: 1st offense - $400, 2nd offense - $400 and four weeks suspension to be determined by the Board of Directors, 3rd offense - suspended from club property for remainder of club fiscal year. Habitual offences of Club rules will not be tolerated. Members who have three offences of any kind will be expelled. 9.0 Dispute Resolution:(01) Disputes arising under this Agreement must first be mediated by a Court Certified Circuit Civil Mediator in Taylor County, Florida. The parties agree that the mediation shall occur within thirty (30) days of the date mediation is requested by either party. The Mediator shall be agreed upon but if the parties are unwilling or unable to agree, the parties agree that a Mediator from the Caparello Law Firm shall be binding on the parties. The parties agree to abide by the Mediator’s Agreement, pay Mediator fees promptly and share them on an equal basis. Litigation may not be commenced until after mediation has been (i) declared an impasse by the Mediator or (ii) terminated in writing by one or both of the parties. The confidentiality provisions of the “Mediation Confidentiality and Privilege Act” shall attach to any such presuit mediation.(02) Attorneys’ Fees and Costs.?In the event of a dispute arising under this Agreement, whether or not a lawsuit or other proceeding is filed, the prevailing party shall be entitled to recover its reasonable attorneys’ fees and costs, including attorneys’ fees and costs incurred in litigating entitlement to attorneys’ fees and costs, as well as in determining or quantifying the amount of recoverable attorneys’ fees and costs.
