BIOGRAPHY

Richard B. Weathers

Richard "Rich" Weathers is the Air Force/Government Spiral 2 lead for the Defense Enterprise Accounting and Management System (DEAMS). He has responsibility for multiple aspects to include developing, designing, testing and deploying DEAMS Spiral 2. Additionally, he’s responsible for providing liaison between the government, the DEAMS contracted System Integrator and Program Management Office.

Prior to assuming his current position in July 2006, Mr. Weathers was the Wing Commander for the 38th Combat Support Wing, Ramstein AB Germany, retiring in the grade of Colonel.

Before that, he was the Comptroller for the United Air Forces in Europe (USAFE) at Ramstein AB, Germany. His active duty Air Force career spanned 29 years with assignments at wing, MAJCOM and Air Staff level of financial management. He commanded a comptroller squadron, served as Finance Director and then Budget Director at MAJCOM level and Division Chief at the Air Staff.

Mr. Weathers earned a Bachelor of Science degree in Economics from North Carolina A&T State University in Greensboro North Carolina and a Masters degree in Business Administration from Webster University in St Louis Missouri. He is a graduate of the Air Force Squadron Officer School, Air Command and Staff College and Air War College. He is also a graduate of the Professional Military Comptroller School and is an active member of the American Society of Military Comptrollers.

Edwin R. Newcome

Edwin R. "Randy" Newcome is the Air Force deputy functional manager for the Defense Enterprise Accounting and Management System, Fairview Heights, Ill.

Prior to assuming his current position in March 2006, Mr. Newcome served as the Federal Sector Director of Financial Management Systems for Computer Sciences Corp.

Before that, he was Deputy Comptroller for Air Mobility Command at Scott Air Force Base, retiring in the grade of Colonel. His active duty Air Force career spanned 36 years with service at virtually every level of financial management. He twice commanded comptroller squadrons, served on the Air Staff and with the Air Force Inspector General, and directed the Defense Department’s Professional Military Comptroller School.

Mr. Newcome earned a Bachelor of Science degree in accounting and management from the University of Colorado and an MBA through the Air Force Institute of Technology from Oklahoma State University. He is a graduate of the Air Force Squadron Officer School, Air Command and Staff College, Air War College, and the Defense Resource Management Institute at the Naval Postgraduate School, Monterey, Calif. He is also a graduate of the Professional Military Comptroller School and is a Certified Defense Financial Manager.
