Course Scheduling PoolOperational Details.Pursuant to article 15.7 in the Part-time Faculty Collective Bargaining Agreement between CNM and the CNM Employees Union, the College hereby establishes a Course Scheduling Pool. It is agreed between the parties that this Pool is a pilot project effective no sooner than Fall 17 and subject to later review.Operational considerations for the Pool are bound by the parameters set forth in the program details document “Academic Affairs Key Process: Course Scheduling Pool Program.”Pool definition.The part-time faculty Course Scheduling Pool comprises those instructors in disciplines where an operational need exists to assign faculty members to course loads averaging at least 10 credit hours per term across an academic year AND who have been accepted into the pool based on the employees’ performance.Pool eligibility.Veteran part-time faculty, as defined in Article 15.2, are eligible to apply for entry into the Course Scheduling Pool for their academic school.Faculty indicate their interest in being included in the Pool on an annual basis at the time of submitting their preferences for the Fall term of the coming academic year. The preference materials used by each school will include a way for faculty to indicate that interest.Interest in being included in the Pool is not sufficient to establish a given faculty member’s acceptance into the Pool. It is, however, a necessary condition for such acceptance; no faculty member will be considered for the Course Scheduling Pool if they have not indicated a desire to be included for the coming year.Selection into the Course Scheduling Pool is on an academic year basis, and all faculty must indicate their interest in consideration for the Pool annually. Selection into the Course Scheduling Pool does not automatically renew in subsequent years.Acceptance into the Pool.If it is determined that there is an operational need in a given department or academic school for a faculty member or members to be assigned to course loads of at least 10 credits per term across an academic year, the following process applies.Once school administrators determine who is eligible for and interested in consideration for inclusion in the Pool, the associate deans for each academic school will determine who is accepted into the Pool. Criteria used to evaluate faculty include the following:Evidence of high quality teaching appropriate to the curriculum and department scheduling needs in the academic year under consideration.Adherence to the part-time faculty expectations, as listed on the Part-time Faculty Evaluation Form. Good standing in the academic school, such as the following:Meeting department deadlines for requested documents. Consistent compliance with college and school procedures.Consistent compliance with the Employee Handbook and other college policies.Currency on all mandatory trainings.Good standing in the discipline or department and its academic standards, such as the following:Adherence with master syllabi and required curriculum standards or pliance with department textbook policies.Successful participation in department, school, or college assessment initiatives.Content expertise relative to anticipated department curriculum needs in the academic year under consideration. Availability and flexibility for course assignments relative to anticipated department scheduling needs.Demonstrated professionalism with academic school personnel and other college employees.Academic schools may determine additional criteria that reflect operational considerations unique to their programming. Such criteria shall be communicated with faculty members seeking inclusion into pools for which the criteria are needed. The determination of such criteria shall be the judgment of the Dean or Designee. If the Dean or Designee determines that more than one candidate are equally qualified, then seniority as determined by Article 15.1 will be the deciding factor. Faculty members will not be considered for inclusion in the Course Scheduling Pool under the following circumstances:The faculty member did not indicate an interest in being included in the Pool.It is determined that a faculty member does not meet the definition of veteran status as defined in Article 15 of the CBA.Professional considerations external to CNM that would prevent a faculty member from meeting their instructional responsibilities, in accordance with Article 7 of the CBA.The college is in process of conducting disciplinary action against the faculty member at the time of soliciting interest in inclusion in the Pool.The faculty member has a current performance improvement plan, coaching document, or other documented concerns about the instructor’s teaching or professional conduct on file with the academic school or Human Resources. Academic Schools will notify faculty members who are selected into the Course Scheduling Pool prior to the completion of part-time faculty assignments for the upcoming fall term. Faculty will have the opportunity to accept or decline inclusion in the pool. Once all pool positions have been confirmed, faculty who were not accepted into the pool will be notified.Operational details during the inclusion year.Inclusion in the Course Scheduling Pool does not grant additional faculty rights beyond those expressly delineated in the CBA.Inclusion in the Pool entitles faculty to an initial offer averaging at least 10 credit hours for each term in the academic year. All part-time faculty course assignments remain the sole right of management, pursuant to Article 21 of the CBA.Faculty who are in the Pool and who decline all or part of their offer may continue in the Pool at the discretion of management. There is no guarantee, however, that an additional course will be offered or that first consideration will be granted when evaluating whether it is feasible to offer an additional course. See items 7 and 8 of the Course Scheduling Pool Program document.The entirety of the initial assignment offered to any member of the Course Scheduling Pool will be in only one academic school. Faculty qualified and eligible to teach in other academic schools at CNM must notify their supervisors in each school of the following:Acceptance into the Course Scheduling Pool in any academic school.The offer and details of an assignment in another academic school.The offer and details of an assignment for Ingenuity or Workforce Training Center.Such notification should occur in writing and within 2 business days of notice, in accordance with Article 21.6 of the CBA.In accordance with Article 15.8 of the CBA, assignments made as a result of inclusion in the Course Scheduling Pool are not subject to grievance.Removal from the Pool.Inclusion in the Pool is determined annually.During the inclusion year, a faculty member may be removed from the Pool under the following circumstances:If a faculty member’s course load falls below an average of 10 credit hours per term during the academic year for any reason continuation in the Pool is at the sole discretion of management, per item 7 of the Program Details document.If a faculty member’s availability substantially changes in such a way that does not align to the operational needs of the department.If the college has reason to remove a faculty member from classes during the term or exercises its right to withdraw a future offer, in accordance with articles 15.8 and 16 of the CBA, the faculty member is removed from the Pool.If a faculty member fails to comply with the performance expectations outlined in the Course Scheduling Pool Summary document.In accordance with Article 15.8 of the CBA, removal from the Course Scheduling Pool is not subject to grievance. ................
