JOB TITLE: Engineering Manager

DEPARTMENT: Engineering FLSA: Exempt

REPORTS TO: Director of Engineering and Category: Essential

SUPERVISES: Engineering Administrative Specialist and Engineering Technician II

SUMMARY OF RESPONSIBILITIES

Manages technical staff and provides assistance to the Engineering Department in the areas of system management and operation, design and construction of new facilities, facilities upgrades, replacements, and expansions and related programs that require skill, experience, creativity, knowledge, judgment, and timely completion in accordance with federal, state, and local regulations.

ESSENTIAL JOB FUNCTIONS

General

Daily support of administration/engineering:

1. Address questions from other departments and the public

2. Respond to rezoning, special use, and other information requests from the County.

3. Administration and/or revision of department policies.

4. Preparation of reports, cost estimates, and conceptual drawings for system planning.

5. Preparation of memos/presentations for Executive Director or Board of Directors, or other agencies/public groups.

Capital Projects

1. Responsible for the planning, design, and management of construction projects for the maintenance, repair, upgrade, and construction of new or replacement water and waste water facilities.

2. Work with consultants on the development of plans, specifications, and bid documents as needed to support capital project goals.

3. Coordinate and prepare construction plans for substandard water/sewer lines.

4. Oversee and/or support land/easement acquisition.

5. Assist with project funding analysis and grant application development.

6. Administration of extension projects in accordance with department policy.

7. Provide input regarding potential projects for capital budget needs.

Program Oversight (may include)

1. Assist with the development and maintenance of the Service Authority’s Design and Construction Standards.

2. Review of development plans and oversight of Local Review Program for plan review.

3. Oversight/support for system-wide meter program.

4. Oversight/support for water system accountability program.

5. Development, operation, and maintenance of water/sewer system models.

6. Provide reporting as needed to address system issues/questions.

7. Monitor, report on, and provide recommendation associated with system demands and discussions with the Operations Department.

WORKING CONDITIONS

1. Regularly performs work in a typical office environment. Occasionally works in outside weather conditions.

2. Subject to contact with water, wastewater and vapors, hazardous materials, and blood borne pathogens while performing duties. Occasional exposure to dust, fumes, noise, extreme heat/cold, uneven terrain, and heights.

3. Frequent sitting, repetitive movements, and driving. Occasional standing, walking, lifting (up to 25 pounds without assistance), carrying (up to 25 pounds without assistance), pushing, pulling, twisting, climbing, stooping/bending, kneeling, crawling, reaching, and grasping.

4. Must be able to work independently, with minimum supervision.

5. Required to work irregular schedules on an as needed basis to complete projects.

KNOWLEDGE AND SKILLS

1. Must possess a Bachelor's Degree in Civil, or Mechanical Engineering or related degree with 5+ years experience in the design/construction of water and waste water facilities. Must be a Registered Professional Engineer.

2. Must have prior personnel management experience.

3. Ability to communicate in English both verbally and in writing, to understand directions, procedures, maintain records, and effectively communicate with others.

4. Must have knowledge of the design, construction and operation of water, and wastewater, systems; construction and maintenance estimating; personal computer and related office and engineering software (MS Office, AutoCAD, and Water Modeling Software), and be able to operate a motor vehicle.

5. Ability to perform several tasks at the same time and to prioritize work.

6. Must have knowledge of regulations issued by, but not limited to, the Augusta County Code, the Environmental Protection Agency, Department of Environmental Quality, Virginia Health Department, Occupational Safety and Health Act, Virginia Department of Transportation, and Virginia 811 that pertain to public water and wastewater treatment facilities.

7. Must exhibit a positive attitude to effectively deal with the public, visitors, customers, local government and agency officials, and co-workers.

Must possess a valid Virginia Driver's License to operate Service Authority vehicles.

SAFETY REGULATIONS AND HAZARDS

1. Must observe all safety rules and regulations, confined space requirements, trenching hazards, lock out tag out, fall protection and wear protective equipment as required (e.g., eye protection, hearing protection, hard hat, gloves, safety shoes, seat belts etc.).

2. Ensure PPE requirements and safety rules are followed by staff.
