2010 DEMOGRAPHICS

• File is for HMDA/CRA processing year: 2015

• Number of records: 75880

• Census tract numbers for the entire nation, Puerto Rico and four Island Areas are represented on this file.

• Census tract numbers are from the 2010 Census Demographics.

• The Census Bureau released the summary files for the four Island Areas (Guam, US Virgin Islands, etc.) in June 2013. Therefore, the 2015 FFIEC Census File includes demographics for the Islands areas necessary for CRA/HMDA purposes.

• The Census Bureau released the Urban/Rural block level data in September 2012. Therefore, the 2015 FFIEC Census File includes the Urban/Rural flag.

• Metropolitan Statistical Area/Metropolitan Division (MSA/MD) definitions are for the edit processing year indicated.

• Small counties are counties with a population of no more than 30,000. Small counties have 999999 in the census tract field and ‘S’ in the Small County Flag field. The individual tracts are also represented in this file for small counties and are flagged ‘S’. Island Area tracts are flagged ‘I’.

• If the Demographic Data Flag contains an ‘X’, the persons/population and/or median family income (tract level) is zero or data were suppressed by the Census bureau for reasons of confidentiality. Island Area tracts contain ‘I’ in this flag.

• Principal Cities are indicated in the 2015 FFIEC Census data release. Principal City definitions are dependent on Office of Management and Budget data adopted in the 2015 Census file.

• What in previous data releases had been known as HUD Estimated Median Family Income is now known as FFIEC Estimated Median Family Income.

• Median incomes within MSA/MD boundaries are the MSA/MD Median Family Incomes. Those median incomes outside of MSA/MDs (MSA/MD=99999) are the Median Family Incomes for non-metro areas of the state.

• Starting with 2012, the FFIEC Census File uses the 2006-2010 American Community Survey (ACS) for the majority of its demographic fields, with selected 2010 Census Summary File 1 tables used for population related fields. This contrasts to previous years when the FFIEC Census used Census 2000 Summary File 3 and Summary File 1 data as the basis for the file.

Instructions on performing edit verifications of MSA/MD /state/county/tract combinations:

• The MSA/MD code will equal 99999 if the state/county/tract falls outside of a Metropolitan Statistical Area/Metropolitan Division.

• Refer to the HMDA or CRA edits to understand the logic of verifying geographic code combinations. The edit logic for HMDA and CRA differ slightly. (The edits may be obtained by calling the HMDA Assistance Line at (202) 452-2016 and/or the CRA Assistance Line at (202) 872-7584. You may also request a copy via electronic mail at hmdahelp@ and/or crahelp@ or via Internet at hmda and/or cra.)

Notes:

Geographic and other changes in the 2015 FFIEC Census File:

1. On February 28, 2013 OMB released the revised delineations of Metropolitan Statistical Areas. The revised MSA/MD delineations apply to HMDA and CRA data collected on or after January 1, 2014. The delineations were initially incorporated in the 2014 FFIEC Census file and will continue to be used in the 2015 FFIEC Census file and forward.

2. Because of the implementation of the new OMB delineations, the FFIEC has recalculated the FFIEC Estimated MSA/MD (or Statewide Non-Metro) Median Family Income in the cases where a boundary change has occurred, using a similar methodology as was used in the 2014 FFIEC Census file. See FFIEC Estimated Medians section in the Appendix for more details.

3. The following county changes are adopted in the 2015 FFIEC Census file:

a. Alaska Counties:

i. Changed county name for Alaska county (state 02, county 195) from "Petersburg Census Area" to "Petersburg Borough".

ii. Please note that although there were fluctuations in the tract boundaries for other Alaskan counties listed on the Census County changes website (), there were no actual changes in the county or tract codes.

b. Virginia Counties:

i. Bedford (independent) city, Virginia (state 51, county 515) changed to town status and was added to Bedford County (state 51, county 019).

ii. Removed Bedford (independent) city, Virginia small county record (state 51, county 515, tract 999999)

Beginning 2004, Census race category “Some Other Race” is no longer collected for HMDA. “Some Other Race” should be added into the category “Two or More Races” for HMDA reports.

Beginning 2003, OMB's civil rights monitoring guidelines are used with HMDA reports.

All of the 366 underwater tracts (tract => 990000 and tract not equal to 999999) are included on this file.

There are no split tracts in the 2015 FFIEC Census File.

For HMDA purposes, it is optional for a HMDA reporter to code census tract numbers or ‘NA’ for small counties. If an institution is both a HMDA and CRA reporter, refer to the census tract reporting section in Appendix A of the HMDA Getting It Right Guide.

For CRA purposes, 1998 was the first year that a CRA reporter could code census tracts in any county as ‘NA’. This option is used if the business or farm can only provide a Rural Route or P.O. Box for its address and the institution is not able to determine a geocode based on the information provided.

American Samoa, Guam, The Commonwealth of the Northern Mariana Islands, and the Virgin Islands are not valid for HMDA purposes (used for CRA reporting only). Population and housing data for these Island Areas are included. The Island Areas use different surveys than the U.S.; therefore, population and housing items may come from different census table numbers. The list below shows these items and their corresponding census tables.

APPENDIX

FFIEC Census 2015

(last updated June 2015)

BACKGROUND:

Each year, the U. S. Census Bureau compiles geographic and demographic data from a sample of the United states and releases it in the form of the American Community Survey. The Federal Reserve System takes a subset of the data and creates calculated fields where appropriate for HMDA/CRA, Fair Lending, and research use. The resulting FFIEC Census File is used in many areas of the Federal Reserve System and is also made available to the public.

Data Extraction

Data were obtained from 2010 Census Summary File 1 and the 2006-2010 American Community Survey archives downloaded from the U. S. Census Bureau FTP site with the corresponding technical documents. The American Fact Finder on the U. S. Census Bureau web site was used to verify both the extracted and calculated fields.

Data for the Island Areas were obtained directly from the Island Area Summary Files on the U. S. Census Bureau website.

DEFINITIONS:

Metropolitan Areas

On February 28, 2013 OMB released the revised delineations of Metropolitan Statistical Areas. The revised MSA/MD delineations apply to HMDA and CRA data collected on or after January 1, 2014 and therefore are incorporated in the 2015 FFIEC Census file.

Counties (and Statistically Equivalent Entities)

Each county and statistically equivalent entity defined by the U. S. Census Bureau, is assigned a three-digit Federal Information Processing Standards (FIPS) code that is unique within state. These codes are assigned in alphabetical order of county or county equivalent within state, except for the independent cities, which are assigned codes following the county codes.

Small Counties

With the 2000 Census, all counties are tracted. Small counties with no more than 30,000 inhabitants, for purposes of HMDA, are rolled up to the county level and assigned tract number 9999.99. Thus, in the FFIEC Census File, a small county with 12 census tracts will have 13 tracts with the small county’s MSA/MD-State-County combination: 12 census tracts and one small county tract number 9999.99.

County Exceptions

Crawford County, MO –

OMB lists Sullivan City, Crawford County, MO as part of the St. Louis, MO-IL MSA/MD (41180). The Bureau of Census Lists Crawford County, MO as unclassified. HMDA will continue to classify it as non-metro.

Broomfield County, CO

Broomfield County, CO became a county with the 2004 FFIEC Census File

Clifton Forge, VA

Clifton Forge, VA was removed as a county-equivalent and included in Alleghany County as a town with the 2004 FFIEC Census File. Refer to for Alleghany County tract listing.

Skagway-Hoonah-Angoon Census Area, AK

Skagway-Hoonah-Angoon Census Area, AK (02-232) was deleted and split to create two new counties: Skagway Municipality, AK (02-230) and Hoonah-Angoon Census Area, AK (02-105). Refer to for tract listings of the new counties.

Petersburg Borough, AK

Changed county name for Alaska county (02-195) from "Petersburg Census Area" to "Petersburg Borough". Refer to for tract listing.

Bedford City, VA

Bedford (independent) city, Virginia (51-515) changed to town status and was added to Bedford County (51-019). Refer to for tract listing.

Tracts

Census tracts are small, relatively permanent statistical subdivisions of a county or statistically equivalent entity. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of decennial census data. The 1990 census had some counties with census tracts and others with Block Numbering Areas (BNAs). For Census 2000, all BNAs were replaced with census tracts, which may or may not represent the same areas. For the 2010 Census, the Census Bureau drew new tract boundaries that do not necessarily coincide with Census 2000 tract boundaries.

Census tracts are identified by a four-digit basic number and a two-digit numeric suffix; for example, 6059.02 and 7099.00. In the FFIEC Census File, the tract is six digits with an implied decimal point (e.g. 605902 and 709900).

Special Tracts

The U. S. Census Bureau reserves the basic census tract numbers 9400.00 to 9499.00 for census tracts delineated within American Indian reservations and off-reservation trust lands that exist in multiple states or counties.

The census tract numbers in the 9900s range identifies underwater tracts. These tracts have been included on the FFIEC Census File.

Flags

All flags are one-character fields that give information about a tract.

Principal City Flag

The 2010 standards from the Office of Management and Budget (OMB) define metropolitan statistical areas, metropolitan divisions, and principal cities. A principal city is essentially the same as the former central city.

In each MSA/MD, the largest place and, in some cases, one or more additional places are designated as ‘‘principal cities’’ under the official standards. A few MSA/MDs do not have principal cities. The largest principal city and, in some cases, up to two additional principal cities, are included in the title of the MSA/MD; there also are principal cities that are not included in an MSA/MD title. The list of principal cities is provided by OMB. If any part of a tract on the FFIEC Census File is in a principal city, the entire tract is flagged as such. The Principal City Flag field has two possible values: ‘0’ indicates that it is not a principal city tract and ‘1’ indicates that it is a principal city tract. For small counties (tract = ‘999999’), if at least one tract in the county is in a principal city, then the small county record is flagged as being in a principal city.

Small County Flag

For HMDA purposes, the definition of a small county is a county with a total population less than or equal to 30,000. Note: for CRA purposes, the figure is 500,000. The Small County Flag is calculated on the total population of the county in which a tract lies. The Small County Flag has three possible values: ‘T’ indicates a tracted county (non-small county); ‘S’ indicates a small county; and ‘I’ indicates an Island Area.

Split Tract Flag

The 2015 FFIEC Census File does not contain any split tracts; therefore, this flag will always be ‘N’.

Demographic Data Flag

The Demographic Data Flag indicates the presence of demographic data. An “X” in this field indicates that persons/population and/or the tract median family income data are zero or suppressed by the U. S. Census Bureau for reasons of confidentiality. A “D” in this field indicates that the persons/population and the tract median family income are both non-zero. An “I” in this field indicates an Island Area.

Urban/Rural Flag

Census defines Urban ‘U’/Rural ‘R’ for blocks not for tracts. A third designation of Mixed ‘M’ defines a tract containing blocks that are both urban and rural. If a tract contains blocks that are all Urban or all Rural, it is flagged as ‘U’ or ‘R’, respectively. An “I” in this field indicates an Island Area.

Distressed or Underserved Middle Income Nonmetropolitan Tract Flags

Starting in 2006, the FFIEC Census file carries seven flags relating to CRA Distressed or Underserved Criteria:

o Distressed Criterion - Poverty Rate Flag

o Distressed Criterion - Unemployment Flag

o Distressed Criterion - Population Flag

o Underserved Criterion – Remote Rural (Low Density) Flag

o Carried from Previous Year - Distressed Flag

o Carried from Previous Year - Underserved Flag

o Distressed or Underserved Tract Flag

Possible values for these flags are: ‘X’ – meets criterion and ‘ ’ (blank space) – does not meet criterion. The “Carried from Previous Year - Distressed” flag indicates whether or not the tract met one or more of the three distressed criteria on the previous year’s file. The “Carried from Previous Year - Underserved” flag indicates whether or not the tract met the underserved criterion on the previous year’s file. The “Distressed or Underserved Tract Flag” indicates whether or not the tract is considered a CRA Distressed or Underserved Middle Income Nonmetropolitan Tract. It is flagged with an ‘X’ if any of the other six flags are flagged with an ‘X’. Medians

MSA/MD (or Statewide Non-Metro) Median Family and Median Household Incomes

On February 28, 2013 Office of Management and Budget (OMB) released the revised delineations of Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs). The revised MSA/MD delineations apply to HMDA and CRA data collected on or after January 1, 2014 and therefore are incorporated in the 2015 FFIEC Census file. Due to the implementation of the new OMB delineations, the FFIEC has recalculated the MSA/MD Median Family and Household Incomes in the cases were a MSA/MD boundary change has occurred and the data is not available from Census. The following sections give details of the methodology used for deriving the MSA/MD Median Family and Household Incomes. Please note that all tables used below are from the 2006-2010 ACS dataset to be consistent with the rest of the FFIEC Census file:

MSA/MD (or Statewide Non-Metro) Median Family Income

• If a boundary remains the same after the February 2013 OMB revisions, the Median Family Income is directly from Census ACS table B19113 at the MSA/MD (or Statewide Non-Metro) level, as it was in the 2012 and 2013 FFIEC Census files.

• If a boundary change has occurred and the MSA/MD (or Statewide Non-Metro) contains a single county, the Median Family Income is directly from Census ACS table B19113 at the county level.

• If a boundary change has occurred and the MSA/MD (or Statewide Non-Metro) contains multiple counties, the Median Family Income is calculated from ACS table B19101 using Pareto Interpolation, since the data is not available from Census[1].

MSA/MD Median Household Income

• If a boundary remains the same after the Feb 2013 OMB revisions, the Median Household Income is directly from Census ACS table B19013 at the MSA/MD (or Statewide Non-Metro) level, as it was in the 2012 and 2013 FFIEC Census files.

• If a boundary change has occurred and the MSA/MD (or Statewide Non-Metro) contains a single county, the Median Household Income is directly from Census ACS table B19013 at the county level.

• If a boundary change has occurred and the MSA/MD (or Statewide Non-Metro) contains multiple counties, the Median Household Income is calculated from ACS table B19001 using Pareto Interpolation, since the data is not available from Census.1

FFIEC Estimated Median Family Income (MFI)

In general, the FFIEC Estimated MFI is derived by using the U.S. Department of Housing and Urban Development’s (HUD) methodology published on its website (). For Fiscal Year (FY) 2015, HUD has not adopted the new Metropolitan Statistical Area/Metropolitan Division (MSA/MD) delineations released by the Office of Management and Budget (OMB). Therefore the FFIEC uses the following methodology when deriving the FFIEC Estimated MFI values for FY 2015:

MSA/MDs (or Statewide Non-Metro areas) whose boundaries were not changed by the OMB revisions:

In the areas where MSA/MD (or Statewide Non-Metro areas) boundaries remain the same after the February 2013 OMB revisions, the MFI for the FFIEC Estimated MFI is taken directly from HUD.

In the areas where the MSA/MD (or Statewide Non-Metro areas) boundaries were changed by the February 2013 OMB revisions, the following methodology is used to calculate the FFIEC Estimated MFI values:

1. In accordance with HUD’s methodology, the U.S. Census Bureau’s 2012 American Community Survey (ACS) 1-Year and 5-Year Estimates are used as a basis for FY 2015 Estimated MFIs. Please note that the ACS 1-year estimates are only available for geographies with populations of 65,000 or more. Therefore not all county components of the MSA/MDs defined by OMB are available in the in the ACS 1-year dataset. If all counties in an MSA are available in the ACS 1-year dataset, then the ACS 1-year dataset is used as the basis for the Estimated MFI. Otherwise, the ACS 5-year dataset is used.

2. 1-Year ACS: If the new MSA/MD boundary is comprised of a single county and is available in the 1-year ACS, then the 2012 ACS 1-Year Estimated MFI is pulled directly from the Census (table B19113) at the county level. If the new MSA/MD boundary is comprised of multiple counties that are all available in the 1-year ACS, the FFIEC recalculates the 2012 ACS 1-year Estimated MFI (from ACS table B19101 using Pareto Interpolation) since the data is not available from the U.S. Census Bureau.1

3. 5-Year ACS (if not available in 1-Year ACS): If the new MSA/MD boundary is comprised of a single county, then the 2012 ACS 5-Year MFI is pulled directly from the Census (table B19113) at the county level. If the new MSA/MD boundary is comprised of multiple counties, the FFIEC recalculates the 2012 ACS 5-year MFI (from ACS table B19101 using Pareto Interpolation), since the data is not available from the U.S. Census Bureau.1

4. Once the appropriate Estimated MFI has been selected, an inflation factor based on the Congressional Budget Office (CBO) forecast of the national Consumer Price Index (CPI) is calculated to bring the estimate from mid-2012 to April 2015, in accordance with HUD’s methodology. The Estimated MFI is then rounded to the nearest $100.

Interpolation Methods

Two methods are used to calculate medians in the FFIEC Census File: Pareto interpolation and linear interpolation. Pareto interpolation is used to calculate income medians (median family incomes and median household incomes). Linear interpolation is used for all other types of medians such as median housing age and median person age.

Income Level Indicator

Income level indicator identifies each census tract as not available, low, moderate, middle or upper. It is determined from the tract median family income as a percentage of the MSA/MD median family income (tract median family income / MSA/MD median family income).

The codes are:

0 -- Not Available: if tract median family income = 0

1 -- Low: if tract median family income is > 0% and < 50% of the MSA/MD median family income

2 -- Moderate: if tract median family income is >= 50% and < 80% of the MSA/MD median family income

3 -- Middle: if tract median family income is >= 80% and < 120% of the MSA/MD median family income

4 -- Upper: if tract median family income is >= 120% of the MSA/MD median family income

Puerto Rico/Island Areas

Puerto Rico and the United States had identical surveys for the 2010 Census and the 2006-2010 ACS. Therefore, all data including minority population are available for Puerto Rico. The Island Areas use different surveys than the U.S.; therefore, population and housing items may come from different census table numbers. The 2015 FFIEC Census File does include demographics for population and housing items for Island Areas. See the Island Area table for more details.

1-4 Unit Subtotal

The “1-4 unit subtotal” field is derived by adding up all single attached units, single detached units, 2 units, 3 or 4 units, mobile homes, and Boats, RV, vans, etc. Census defines mobile homes, boats, RVs and vans as living quarters occupied as housing units if they are considered a person's permanent residence, and are not used exclusively for recreation.

Numeric Field Width on FFIEC Census File

Eight-character field width is the standard for most numerical values in the FFIEC Census File. This is justified since the largest number represented is approximately 37 million, the population of California.

[1] As was the case with the 2000 Census, FFIEC calculated MFIs will differ slightly from the figures published by the U.S. Census Bureau. This is because the internal tabulations used by the U.S. Census Bureau to create ACS MFI and median household income (MHI) estimates contain finer gradations than the versions of the tables released to the public by the U.S. Census Bureau. Also note that the FFIEC does not calculate the margin of error (MOE).
