Preface

In recent years, there has been an expansion of education options for parents to choose schools for their children. That is parents have many more opportunities than just a few years ago to choose from an array of public school options, including charter, virtual, and magnet schools. Parents also have access to an increasing number of state programs that provide financial support for their children to attend private schools, in the form of scholarship or scholarship-like tuition assistance, tax credit, and tax deduction programs. This report provides information on such programs. As of the end of calendar year 2008, 24 programs were in place in 14 states and the District of Columbia. This compares with 22 programs in 13 states and the District of Columbia in August 2007, and seven programs in seven states in 1997. Between August 2007 and December 2008, three new programs in two states (one in Georgia, two in Louisiana) were signed into law, and one program (in Utah) was repealed, for a net increase of two programs and one state. This report is an update of the August 2007 U.S. Department of Education publication, Education Options in the States: State Programs That Provide Financial Assistance for Attendance at Private Elementary or Secondary Schools. We trust it will be a useful reference for parents, educators, researchers, public officials, and others.
