February 2017 | Volume I

Welcome to another year of relaxation, enjoyment and great times at Palm Valley Country Club!

Some changes; Windermere Real Estate Home & Estates is our new Onsite Sales Of ice, and is now located outside the main gate area. We look forward to their continued participation with sales and our social events.

Our Director of Operations, Terry Kramer, will be transitioning to the Associa-DRM corporate of ice overseeing the Security Division. Terry has been with us for many years and his experience and knowledge has served us well for both Property Protection and the Maintenance Department. He has provided the HOA with clear-cut maintenance procedures and has worked together with our Association General Manager, Gloria Kirkwood and the Board of Directors for the good of the community. Terry will continue to be available to us on a consulting basis as needed. We wish Terry all the best in his new venture and thank him for his many years of outstanding service to the community.

With Terry's departure from Palm Valley, our Maintenance Supervisor, Jesus Garcia, with his 16 years of experience at Palm Valley, will be advanced to the position of Maintenance Manager. Jesus started as a maintenance technician back in 2001, became the maintenance supervisor in 2006, and under Terry's mentoring over the past few years is the perfect person to now manage the Maintenance Department. Please join us in wishing him well in his new position.

We welcome Carlos Rubio, the newest addition to our Maintenance Department, working alongside Victor Santos and Edgar Aguilar, both who have been with Palm Valley for several years. Carlos originally worked with Sunshine Landscape here at Palm Valley and then moved on to another HOA in the valley. We are fortunate to have Carlos back at Palm Valley and working with our seasoned maintenance staff.

Scott West, with AlliedUniversal, recently came to Palm Valley as the Of icer in Charge (OIC) for our community Property Protection. Scott has held the position of Security Director, and has the experience in managing security operations for many years. Although Scott has only been with us for a short period of time, we believe he has found a new home with Palm Valley and we look forward to his leadership for our Property Protection department as part of the AlliedUniversal team.

The Association mailed out the 2017 Operating and Reserve Budget package in late November 2016. The Finance Committee and the Board of Directors work diligently to keep costs in line so no assessments are required. Please be sure and check that you have personal property insurance coverage (HO6 policy) for your unit and to include golf cart coverage as well to the policy. Over 1000 packages were e-mailed out to the membership, which helps reduce our printing and postage costs. If you did not receive a copy either by e-mail or snail mail you can pick up a copy in the HOA of ice or contact Rita at 760-772-2092 and a copy will be mailed out.

Happy New Year to you all and we look forward to seeing you at the next social event on Saturday, February 11, 2017 and at the Annual Meeting of the Membership on Saturday, February 18, 2017!

Landscape Committee and Homeowner Requests The Landscape Committee meets monthly during the season and every other month during the summer to review matters pertaining to the general landscaping for PVHOA.

A weekly walk-through is performed by the Director/Landscape Chair Roger Peterson, Sunshine Landscape Supervisor Steven Gutierrez, Sunshine VP of Operations Tim Salvador, and the Association General Manager Gloria Kirkwood, to review homeowner requests and to perform a regular inspection of the property.

When homeowners have a particular request or need for their unit please contact the HOA office to ensure that the request is documented with a landscape request or work order and then can be passed on to the appropriate foreman or crew member. Each individual gardener has been given specific job duties and additional instruction must come from the area foreman or supervisor. Although your area/individual gardener(s) may appear to understand your request, instructions still must come in the form of a work order. As always, you may contact the HOA office and submit a landscape variance request and meet with the landscape committee to review your needs during the regular weekly (Thursday morning) walk-through as well.

SPEED LIMIT AND STOP SIGNS!

Vehicle Traffic The speed limit in Palm Valley is 25 MPH and you must stop for all stop signs! This includes golf car ts! For the safety of everyone in the Country Club, please watch your speed and obey all regulations. DO NOT use your cell phone unless hands free when driving on Palm Valley property.

GOLF CARTS California law classifies golf carts as "low-speed" vehicles. According to the California traffic code: Golf carts -- under the low-speed vehicle classification -- are subject to all the provisions applicable to a motor vehicle. Likewise, the driver of a low-speed vehicle is subject to all the provisions applicable to the driver of a motor vehicle. In other words: 1. Golf carts must stop at all stop signs. 2. The driver of a golf cart must have a valid drivers

license. 3. No drinking & driving. 4. Obey the speed limit. 5. All passengers must be properly seated in their own

seat. 6. No standing in the golf bag area.

GOLF CART REGISTRATION

All golf carts on property must be registered with the Clubhouse or the HOA.

Homeowner golf carts that do not have a Club decal are required to obtain an HOA golf cart decal.

Both the Clubhouse and the HOA require proof of insurance for a homeowner golf cart.

You will be asked for "proof of insurance" when you come to the HOA to obtain a golf cart decal.

Property Protection will be scheduling a specific date and time for homeowners to obtain a decal for their golf cart. Once a date and time is determined we will notify the membership via e-blast, you may however still come to the HOA to obtain.

Converting to Non-Potable Water Its Impact on You!

Recycled or Reclaimed Water is sewage overflow that has been cycled through a treatment plant making it safe enough for irrigation but not safe to drink. Non-Potable Water is a blend of canal water and recycled water.

Coachella Valley Water District has informed us that HOA & PVCC are on schedule (first Quarter of 2017) for conversion to non-potable water. The conversion will impact all HOA landscape and PVCC golf course irrigation. You have no doubt already noticed that many of the irrigation pipes, lids, etc., are painted purple as a designation for non-potable water use. The water source for each individual home will not be impacted. In other words, each home's internal faucets and external hose bibs will continue to have the same domestic water as in the past. In addition to your landscape water being non-potable, patio pots now on drip irrigation from an HOA source will no longer be allowed. If you wish to continue having plant material for patio pots on the golf course side, you will need to either hand water or have a new value installed and attached to your domestic water line by a licensed and insured plumber.

THE DO'S AND DON"TS OF NON-POTABLE WATER

DO's: ? Demonstrate your support for recycled water by abiding by proper use. ? Be mindful of what you dispose of into the waste water system. Dispose of unused prescription & over-the-counter medication at a household hazard waste collection location. ? Wash hands after golf; don't grab the peanuts in the bar until hands are washed.

DON'Ts: ? Don't drink non-potable, recycled or reclaimed water (purple pipe) ? Don't use recycled water to wash hands. ? Don't reach in a golf course pond with your hands & clean off a golf ball with a towel or use your fingers. ? Don't allow children or pets to get wet from sprinklers. ? Don't grow vegetables where non-potable water is used.

PALM VALLEY DOG POLICY

All dogs must be leashed at all times when in the open common area. If the owner fails to maintain control of the dog while the dog is on a leash or if the dog is in the common area and not on a leash, the owner will be subject to certain penalties. Dogs may be unleashed in the limited common area, i.e. the courtyard, however, please make sure the gate is closed and/or a barrier is in place to not allow the dog to run into the common area.

No unattended dog of any kind shall be tied up in the common area or the limited common area. Any and all damage to the common area or the limited common area caused by any dog is the responsibility of the owner of that dog.

If any dog creates a continual nuisance to other homeowners or residents, including but not limited to barking, screeching, creating an unpleasant odor, etc., or if any dog threatens, frightens, or injures any resident, the owners will be subject to penalties set forth in Section I of the rules and regulations.

All owners are responsible for immediately cleaning up waste after their pets. Pet waste may not be deposited in pool trash receptacles or other owner trash receptacles at any time.

FRUIT TREES

Once again, we need to remind everyone that fruit trees planted in common areas are accessible to all homeowners to pick fruit. We ask that any homeowner picking fruit from a tree be courteous and not strip a tree of it's fruit. If you have a fruit tree inside your courtyard, that tree and it's fruit belong to you. Please do not enter someone else's courtyard or patio to pick fruit. Thank you!

DESERTSCAPE LIGHTING

If you would like to add additional lighting in your new desertscape, Sunshine will provide a cost and will install the lighting. Additional lighting is at the homeowners expense and will be connected to the unit owners electrical. Please be sure to let the HOA know in advance prior to the installation of desertscape. Only black or bronze metal lighting allowed.

SIRIT TAG INSTALLATION

On Saturday, February 18, 2017 Property Protection will be installing Sirit tags on homeowners vehicles that do not have one for gate access. Please stop by with your vehicle in the clubhouse parking lot across from the HOA office between 1:00 p.m. - 4:00 p.m.
