The Institute, in partnership with UCR’s Biotech Center, formed the initial working group which started CORE21, an organization created for the purpose of promoting and supporting high tech economic development within the Inland Empire. IAR’s applied research activities in tandem with the participating universities’ schools of science and business are being used as an attractor/inducement to market the area to high tech firms (existing and startup). Conducted a focus group for the The Sun newspaper for the purpose of delineating market segments. Served on a Performance Indicators committee which prepared a report as part of a demonstration project sponsored by the Southern California Association of Governments (SCAG). The Committee, chaired by SANBAG President John Mikels, included elected officials, a city manager, planning and public works officials, and private sector representatives who are active participants in SANBAG. As stated in the report’s Introduction and Overview, “A special outreach effort was made to secure representation from the Institute of Applied Research at California State University, San Bernardino, the Inland Empire Economic Partnership (IEEP), and Caltrans.”1998:Continued to conduct the survey of Inland Empire businesses, resulting in the two county Inland Empire Report on Business, a monthly economic forecast.Conducted for the City of San Bernardino a survey of citizens concerning their evaluation and priority ranking of city services in light of budgetary constraints.3.Designed and conducted (with the Department of Health Sciences) the Community Needs and Assets Project, a project to assist the United Way and nonprofit private hospitals of the Inland Empire meet SB 697 and increase the effectiveness of health and human services planning in the Inland Empire.Contracted with JSPI for an employee attitude survey for the purpose of evaluating organizational culture and well-being. Made policy recommendations for solving some of the challenges present in the context/environment of organizational change. Agreed to serve as volunteers on the Mayor’s Strategic Planning Taskforce/ Committee.Conducted a study for Molina Medical Centers to determine self-reports regarding members’ health-related behaviors, including exercise habits, eating habits, “at-risk” behaviors, and satisfaction with Molina’s health care services. Conducted a study for Ontario Mills Mall to determine current shoppers’ characteristics, shopping patterns, and satisfaction with the mall. In addition, the study determined non-shopper’s reasons for shopping elsewhere. Organized the 12th Annual Economic Forecast Breakfast at CSUSB.1998/99:Conducted (in partnership with UCR) the third annual omnibus survey of San Bernardino and Riverside residents for the purpose of eliciting citizens' views and opinions about the current state of affairs within the County, its major cities and regions, and about the quality of their lives.1999:Conducted a business climate survey for the City of San Bernardino to determine the key concerns businesspeople have about doing business in San Bernardino. Continued to conduct the survey of Inland Empire businesses, resulting in the two county Inland Empire Report on Business, a monthly economic forecast.Negotiated and managed a study (under the auspices of CORE21) to link Inland Empire businesses needing high-technology with CORE21-participating universities and the Far West Region, National Laboratory Consortium.Awarded a CSU Sacramento faculty fellowship to study “The Plight of the Aging Workforce.” The study is sponsored by the California State Assembly, and the report was submitted to the Center for California Studies and the Deputy Director for the Speaker of the Assembly. Organized the 13th annual Economic Forecast Breakfast at CSUSB.Conducted a community needs assessment for a consortium of Inland Empire universities and colleges, including California State University San Bernardino, San Bernardino Valley College, and Victor Valley College.Conducted a series of marketing focus groups for the Riverside Department of Public Social Services for the purpose of identifying techniques for persuading the CalWORKs population to participate in available education and training opportunities.Conducted an employer educational needs assessment for CSUSB and the 11 community colleges in Riverside and San Bernardino Counties.2000:Continued to conduct a survey and analysis of city budgets to provide input to local government officials on the budgeting process in major cities in San Bernardino and Riverside counties.Conducted a presidential poll for The Press-Enterprise.Conducted a program compliance review of the School-to-Career program in 25 school districts in Yuba. Continued to conduct the survey of Inland Empire businesses, resulting in the two county Inland Empire Report on Business, a monthly economic forecast.Conducted for IVDA a survey of major Inland Empire businesses to determine travel budgets and interest in travel from San Bernardino Airport.2001:1.Continued to conduct the survey of Inland Empire businesses, resulting in the two county Inland Empire Report on Business, a monthly economic forecast.2.Began a three-year program evaluation of the "Right From The Start" project, a consortium of health care service providers designed to expand existing programs, launch new services, and collaborate to benefit the overall health and well-being of at-risk children and their families within the consortium's service area. 3.Conducted a survey of Orange County residents for the Health Association of Southern California (via Cal State Fullerton). 4.Conducted an Educational Needs Assessment study among Inland Empire citizens and local employers to determine ways in which local universities can better prepare graduates for the workforce and to obtain recommendations for continuous training. 5.Began a three-year program evaluation of an on-line course for newly hired adjunct faculty at nine California Community Colleges.6.Began a two-year program evaluation of the LEA Medi-Cal Technical Assistance Project to determine the extent to which California School Districts currently bill under the Medi-Cal billing option, and to evaluate the benefit of the LEA Technical Assistance Project in increasing Medi-Cal billing among districts statewide. 7.Conducted (in partnership with UCR) the fourth annual omnibus survey of San Bernardino and Riverside residents for the purpose of eliciting citizens' views and opinions about the current state of affairs within the County, its major cities and regions, and about the quality of their lives.8.Began a three-year program evaluation of the San Bernardino Child Advocacy Program(funded by California Endowment) in order to review the overall functions and directions of the agency; identify, recruit, and retain CASA/GAL volunteers; and evaluate the development, benefits and effectiveness of the Healthy Lifestyles Module. anized the 14th annual Economic Forecast Breakfast at CSUSB. 10.Conducted a needs assessment for CSUSB’s Physics and Math Departments regarding the feasibility of developing new concentrations in Engineering Physics and Applied Math. 11.Conducted a survey for the Children’s Center on the CSUSB campus to determine their current and future child care needs for a proposed new facility. 12.Conducted for the City of San Bernardino a survey of citizens concerning their evaluation and priority ranking of city services. 13.Conducted an exploratory study for San Bernardino Valley College to determine immediate district information needs and to identify the problems preventing the district from accessing the needed information. 14.Conducted a literature review study for the City of San Bernardino and the City of San Bernardino Fire Department to gather information regarding reasons for high volumes of emergency calls per capita and methods by which the number of emergency calls can be reduced.2002:1.Conducted (in partnership with UCR) the sixth Inland Empire Annual Survey, a survey of San Bernardino and Riverside residents for the purpose of eliciting citizens' views and opinions about the current state of affairs within the County, its major cities and regions, and about the quality of their lives. 2.Conducted, in partnership with UC Riverside and UC Berkeley, a statewide telephone survey to determine the prevalence and characteristics of family care-giving (e.g. types of services/tasks undertaken, characteristics of recipients, type of disability, etc.);
