| 14. General Summary of Function/Purpose of Position |
|This position provides supervision to employees of the rank of CSS1 and below who are responsible for the safety and security of the Detroit Detention Center |
|(DDC). The position requires extensive knowledge of policies and procedures relating to custody, security, safety, detainee care and discipline. It is |
|essential to have an understanding of problems associated with detainees confined in a custody setting, supervisory techniques, crisis intervention and |
|personnel polices and procedures. This employee is required to assign and instruct personnel in the proper performance of all assignments of all assignments |
|and ensure compliance with established standards dealing with safety and security. The scope of supervisory duties, which are governed by established Civil |
|Service Guidelines, departmental policy and an existing security unit agreement includes such functions as shift scheduling, leave approval, employee |
|evaluation, motivation discipline and on shift training. |

|Assign and oversee duties of Sergeants and COs to ensure maximum utilization of staff resources. |

|Prepare daily work assignments. |
|Schedule employee overtime to ensure an adequate compliment of officers to cover approved positions. |
|Balance RDO groups. |
|Monitor employee leave usage. |
|Ensures staff are trained and properly equipped to perform all necessary assignments. |

|Reviews and signs assignment log books to ensure staff comply with log book requirements and that all entries are legible, accurate, appropriate, and within |

|Instructs and directs custody staff in proper performance of assignment duties. |

|Maintain discipline among employees through instructional and counseling interviews. Conduct disciplinary investigations. |

|Duties as the Shift Commander. |

|Ensure property limits are maintained. |
|Ensure property control, contraband (legal and illegal) and abandoned and unclaimed property is dealt with. |

|Continue and/or complete any projects as directed or requested. |
|Respond to and complete any and/or all delegated tasks given by the Deputy Warden. |
|Respond to and/or coordinate efforts in emergency situations. |
|Perform investigations. |

|Decisions regarding emergencies and those requiring immediate action, especially during weekend and after business hours. Immediate decisions also need to be |
|made pertaining to the type of staff training. On the spot decisions regarding policy and procedure compliance and the type of corrective action needed with |
|staff, as well as, monitoring of the Sergeants’ responsibilities. Verification and testing of security equipment is made on a daily basis. |

|Decisions requiring supervisor’s review pertain to investigations, both formal and informal, change of permanent MCO assignments. |

|Physical activities do include standing, climbing, stooping kneeling, crouching, running, reaching and inspecting various times. These activities are performed|
|on an ongoing basis and refer to the many different activities. There are inherent hazards with the job, working with a close security prison environment and |
|related danger pertaining to confiscation of weapons, dangerous contraband, removal of property, etc. |

|Essential duties of the position relate to enforcement and regulation of discipline, custody, security and the safety of the Detroit Detention Center. The |
|duties involve responsibility for investigations, staff training and monitoring and conducting due process prisoner disciplinary. Assign and oversee duties of|
|Sergeants and COs. Prepare and maintain accurate reports and records related to shift operations and employee payroll, direct the operations of the Control |
|Center daily and, as necessary, during emergency situations; make periodic and random facility inspections. |

| 25. What is the function of the work area and how does this position fit into that function? |
|The function of this work area is to maintain proper custody and security for the facility. This involves the number of different and varied duties as |
|described above. Essentially, the Lieutenant supervises both custody and non-custody staff to ensure compliance with the various rules, regulations and |
|departmental policies, as well as the custody staff assigned to the particular shift. |

|EXPERIENCE: |
|One year experience as a Corrections Shift Supervisor 1 or one year ARUS. |

|The ability to supervise, cooperate, communicate and deal effectively with other individuals. Knowledge, skill and ability in the area of management, |
|coordinating work teams, providing effective leadership; are all very desirable. |
