State of MaineDepartment of EducationCareer and Technical Education Comprehensive School Review Five-Year Progress ReportSt. Croix Regional Technical CenterAugust 2015OverviewThe standards and procedures that govern Career and Technical Education (CTE) at the secondary level in the state of Maine are set forth in Maine Department of Education (MDOE) Rule Chapter 232, “Standard Criteria for Maine Secondary Vocational Programs.” Chapter 232 calls for site-based program reviews every five years.The Comprehensive School Review (CSR) process is designed to serve two interrelated but distinct functions: public accountability and institutional improvement. CSRs provide a measure of accountability by demonstrating that the institution has clearly defined and appropriate educational objectives; appears to be accomplishing them substantially; and is so organized, staffed, and supported that it can be expected to continue to do so. CSRs promote institutional improvement by assuring through an informed analysis by peers external to the institution that the school’s goals, operations, and results are dynamically clear, valid and functioning. The ultimate goal of the CSR is the continuous enhancement of the quality of education for each student served.The CSR process includes at least two site visits by educators external to the CTE region/center. The first visit marks the beginning of a 10-year cycle, when the Visiting Team extensively reviews the school’s self-study reports; analyzes supplemental documentation; interviews administrators, faculty, students, and parents; and thoroughly inspects the school’s facilities. Following the visit, a final report of the team’s findings is submitted to the school. Included in the report are recommendations for the 11 school-wide standards and for the programs offered at the CTE region/center.A second site visit occurs five years into the cycle as a follow-up to the first visit and as an opportunity to check with school officials on the progress being made with regard to the specific recommendations suggested for improving the standards and programs at the region/center. St. Croix Regional Technical Center (SCRTC) scheduled a 10-year CSR visit in April 2010. In December, 2014, a Visiting Team returned to conduct a five-year analysis of progress in the school’s improvement plan.
