Position DescriptionThe NGB-Space Operations Personnel & Manpower Directorate (NGB-SO/S1) provides Component HQ and MAJCOM/FIELDCOM level support in formulation and coordination of policy and execution of manpower, personnel, & training programs of the entire human capital/talent mgmt life cycle to include talent accession, force management, formal training allocation, data query & analysis, manpower & organization, & policy formulation/implementation.Qualification or KnowledgeMust be a mature, self-motivated senior field grade member who is thoroughly knowledgeable of the ANG, its space, cyberspace, and intelligence operational missions, training and support requirements; manpower, services and its military personnel policies, plans and programs. Requires knowledge of DoD, Air Force, Space Force, ANG, NGB, and Space Staff structure and associated responsibilities, missions, programs, and organizational relationships; knowledge of personnel management policies, practices, laws, and procedures; broad command, staff or other leadership experience; DoD or AF programming experience.Duties and Responsibilities- Plans, organizes, and manages the activities of the directorate. Serves as the advisor to the NGB’s Director and Deputy Director of Space Operations (D/DSO) pertaining to all NGB-SO personnel and manpower programs in developing and implementing policies, procedures and guidance affecting over 1,100 NGB-SO members and ~$100M in Total Obligation Authority.- Develops, directs and manages the personnel, manpower, and human capital programs for the NGB-SO. These programs affect over 1,100 personnel assigned to 14 units in 7 states and 1 territory and is comprised of host bases, as well as, tenant and associate relationships with other FIELDCOM and Major Command (MAJCOM) organizations.- Manages the development of NGB-SO-wide, long-range personnel and manpower plans, program goals, policies, and procedures dealing with the Planning, Programming, Budgeting, and Execution System (PPBES).- Develops and presents responses to Congressional, USSF, and OSD inquiries regarding NGBSO personnel, manpower, and human capital programs on behalf of the CNGB and DSO. Prepares and presents high-level briefings of conclusions and responsible for periodic information and decision briefings to the CNGB and DSO.- Interacts with DoD agencies, USSF Staff, Field Command (FIELDCOM) offices, The Adjutants Generals (TAGs), Delta/Wing commanders, group commanders, operational field units, and NGB functional directors at the general officer and colonel level.- Facilitates OSD, USSF, higher headquarters organizations and FIELDCOM interaction to determine alternative ways to achieve the best personnel, manpower, and human capital support within fiscal programming and budget constraints in support of major US Space Force missions.- Executes manpower requirements for long-range force structure planning for the NGB-SO federal and state mission and is required to make judgmental decisions regarding personnel and manpower planning, basing recommendations, and be capable of developing strategic guidance congruent with DoD, USSF and NGB-SO policy.- Interprets applicable DoD, US Space Force and NGB-SO statutory guidelines, reviewing changes or new guidance to determine the extent of its impact on the NGB-SO personnel and manpower programs.- Assesses personnel and manpower program execution by analyzing program performance indicators as well as internal and external factors affecting situation(s), identifying productivity weaknesses as well as the cause and effect relationship and works to improve those business processes.- Analyzes a wide range of short and long-term issues resulting from changing legislation and policies and new technology to assess the effect of the mission and program planning and development appropriate strategies.- Formulates goals and objectives and establishes policies and plans that integrate organization and programmatic requirements, ensuring that operations comply with regulatory directives and meet customer needs.- Ensures effective operation and maintenance of the NGB-Space Operations personnel and manpower programs. Makes periodic and comprehensive assessment and evaluation of program goals and objectives, which will provide a basis for long-range planning to enhance the organization’s management capabilities.- Exercises direct and indirect supervisory personnel management responsibilities for approximately 11 military, civilian, and contractor personnel.- Establishes, revises or reviews policies, procedures mission objectives and organization design for the staff, as needed, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements,Application RemindersPen/ink changes to any source document, i.e. Report on Individual Personnel (RIP), Evaluations could result in disapproval.It is your responsibility to ensure your vMPF RIP is accurate prior to application submittal. About Statutory ToursThis is a fully funded Permanent Change of Station (PCS). All Members assigned to the Statutory Tour program will remain affiliated their state/territory while serving on Statutory Tour. All field members to include AGR, Technicians, Drill Status Guardsmen, ANG members assigned to NGB as a State Candidate, and ANG members assigned to NGB utilizing a state resource, must obtain and submit State TAG approval with application. Members currently assigned to the Statutory Tour program (excludes State Candidates and members assigned to NGB utilizing a state resource) must obtain current director’s approval.Statutory Tour service time does not count toward Reduced Eligibility Age for Reserve Retirement Pay.Statutory Tour members may be eligible for the Post 9/11 GI Bill if they serve on active duty Title 10 and/or Title 32 502(f) AGR for 90 days or more, after 11 September 2001. Their eligibility percentage starts at 40% for 90 days to 5 months. It increases 10% every 6 months, maxing out at 100%.
