ITMB manages the FI-ITM&O’s claims processing operations and reports, oversees the development and implementation of system changes and modifications, and develops policies and procedures governing claims adjudication. The CA-MMIS Operations Division is undergoing a transition in responsibility from oversight to ownership. This position will be integral to this transition and the performance of new functions. Supervision Received: Receives generally defined objectives from an Information Technology Supervisor I.Supervision Exercised: None.Domain: IT Business Technology Management, IT Software EngineeringDescription of Duties: The incumbent will be responsible for developing work plans and evaluating proposed functional and technical design modifications to existing systems and processes. The incumbent will be responsible for acting as a liaison between non-technical Program staff throughout system projects, from requirements development, technical data review, acceptance testing, implementation through post-implementation. The incumbent should have the ability to function independently, perform in-depth analysis of proposed system changes, perform multiple tasks, and be able to work within short timeframes. Responsible for coordinating all aspects of implementation including training and development for end users, vendors, policy staff and CAMMIS Division staff. Upon implementation of these changes, the incumbent will conduct post-implementation review activities such as monitoring system outputs to include, but not limited to, reports, quality control, correspondence, problem statements, invoices, Operation Instruction Letters (OILs), and user feedback. The incumbent should be able to work with staff at all levels of state government as well as contract staff.In congruence with the organizational shift from oversight to ownership, the incumbent will provide working associate-level service delivery and support in a multi-vendor environment, including: incident management; problem management; release management; change management; event management; and configuration management across service provider boundaries (state and vendor) of dozens of systems and services. The incumbent will play an integral part in establishing a baseline of control and governance for those activities to the Division. Issues CA-MMIS change directives to the FI by developing Operation Instruction Letters (OILs), Contract Change Orders, and System Development Notices (SDNs). When applicable, develop Feasibility Study Reports of proposed changes and Advanced Planning Documents (APDs) for federal approval. Reviews and/or performs acceptance/vendor testing to determine if program coding meets contractual requirements. Validates systems changes by analyzing the CA-MMIS functional and technical design documentation. Oversees projects requiring knowledge of system design and of large-scale database architectures and data communication protocols; and has knowledge of the Department's business enterprise. Communicates effectively, both orally and in writing with peers, clients, customers and management at all levels.30% Oversees all phases of the System Development Life Cycle transitioning from existing environment to newer technology. Oversees procurement, requirements development, design, testing, and implementation of new applications and tools. Coordinates maintenance and operations activities for multiple projects simultaneously. Provides project updates and makes recommendations to management.25% Provides technical and business function expertise and assists staff in learning and utilizing new hardware, software and state-of-the-art claims processing technologies. Requires knowledge of evolving industry trends and standards; ability to apply this knowledge in evaluating alternative proposals and recommending optimal solutions, and apply portability and scalability concepts. Presentations are a routine function of the job. Researches and proposes alternative technical solutions.
