|Job Summary: Under the general direction of the Chief Deputy Director (CDD), Policy and Program Support (PPS), the Deputy Director (DD), Administration, is responsible|
|for planning, development, implementation, and evaluation of departmental policies and procedures for the effective and efficient delivery of the Department’s |
|administrative support services and activities. The DD, Administration, provides leadership through subordinate executives to four divisions: Contract Services |
|Division, Human Resources Division, Program Support Division, and Strategic Planning and Workforce Development Division. Collaboratively, these administration divisions|
|assist departmental programs in meeting DHCS’ mission by performing the necessary functions to: strategically plan; build and maintain a diverse and qualified |
|workforce; maintain healthy and safe work facilities and environments; procure goods and contracting services; perform asset management; and plan and respond to |
|emergencies. The DD, Administration, is a key member of the Department’s Senior and Executive teams, and acts as a key spokesperson for the Department on administrative|
|matters with external entities, including State control agencies as appropriate. |
|Supervision Received: General direction by the CDD, PPS. |
|Supervision Exercised: Direct supervision of four CEAs (one Level B and three Level A), a Staff Services Manager I (Specialist), and an Executive Secretary I. Indirect|
|supervision of approximately 156 staff. |

|Percent of Time Essential Functions |
|30% Formulates and implements administrative policies and procedures in support of DHCS’ mission, vision, core values and goals, and in compliance with all governing |
|state and federal laws, rules, and regulations. Maintains oversight and final policy responsibility and decision making authority for all administrative operations of |
|the Department, including, but not limited to: human resources (e.g., workers’ compensation, examinations, CEA and Exempt appointments, classification, performance |
|management, payroll and benefits, disability leaves, health and safety, and labor relations), program support (e.g., contracts, purchasing, facilities management, |
|telecommunications, distribution services, and asset management), strategic and workforce succession planning (e.g., strategic planning, organizational development, |
|organizational change management, focused recruitment, employee wellness, and training and development), and contract services (e.g., requests for proposal/offer, Small|
|Business/Disabled Veteran Business Enterprise option, and solicitation of bids). Additionally, provides policy guidance, communication and oversight during state of |
|emergencies, emergency response, and telework. |

|25% Acts as key spokesperson for the Department on administrative matters with the California Health and Human Services Agency, the Legislature, federal and state |
|agencies (e.g., California Department of Human Resources, Department of General Services, Department of Finance, and State Controller’s Office), and other public and |
|private entities. Advises and makes recommendations to the Directorate and Executive Staff on the development of departmental policies and procedures and issues of |
|significant resource impact of new or revised legislation and emergencies. Leads and participates in cross-organizational workgroups convened to evaluate and make |
|recommendations on department-wide issues such as the implementation of new, legislatively-mandated programs, continuity planning, procurement of high visibility |
|contracts, restructuring departmental functions, and strategic program planning and resource management. |

|25% Proactively develops, implements, and evaluates departmental policies and procedures for the effective delivery of administrative services. These duties are |
|performed with the intent to increase the efficiency and effectiveness of the Department’s operation, across program lines, and enforce compliance with all governing |
|state and federal laws, rules, and regulations. |
| |
|20% Serves as the Department’s representative on various task forces and committees, providing consultation regarding interdepartmental and intradepartmental policies. |
|Represents the CDD, PPS, at meetings, conferences, hearings, etc., as necessary. Participates as a member of Senior Staff and Executive Staff. |
