|Job Summary: The Dental Hygienist Consultant performs dental hygiene consultation, assists in development and implementation of preventive and periodontal programs, |

|and performs various other activities relating to dental hygiene. |

|Description of Duties: The mission of Medi-Cal Dental Services Division (MDSD) is to monitor the Fiscal Intermediary’s (FI) compliance with contractual terms of the |

|Medi-Cal Dental Contract as well as the Dental Managed Care Plans adherence to their contractual terms; additionally, the Division provides support to other state |

|agencies concerning the Medi-Cal Dental Program. The Dental Hygienist Consultant (DHC) is responsible for the clinical aspects of dental hygiene which include |

|preventive and periodontal services as outlined in the Program’s Manual of Criteria (MOC) and clinical monitoring of dental fraud and abuse detection, providing hygiene|

|professional expertise and clinical oversight (in conjunction with the Dental Program Consultant) of various issues within the MDSD, and assisting in the development of|

|Division policies and procedures. |

Percent of Time Essential Functions

30% Serves as an advisor and consultant for Medi-Cal oral hygiene policy and development. Interprets regulations and guidelines to determine program impact to oral health in areas of oral hygiene and dental preventive services. Assists in development and implementation of a Medi-Cal dental outreach plan that would identify and address local dental hygiene needs to improve the oral health and hygiene of Medi-Cal beneficiaries. Involve the dental community in oral hygiene services outreach activities by conducting in- person, telephonic, and electronic engagement encouraging provider participation. Identify clinical methods to increase provider participation and increase beneficiary utilization pertaining to oral hygiene and dental preventive care for Medi-Cal eligible adults and children. Improve integration of the dental and medical components of the program by developing relationships between the medical and dental communities through in-person, telephonic, and electronic communication. Strengthen the dental hygiene and dental preventive services education of the program through working with other dental consultant staff and stakeholders regarding oral health issues of mutual concern such as baby bottle tooth decay and increasing

beneficiary access to oral health providers etc.

25% Provides consultation and technical assistance to the Dental Hygiene Committee of California and local hygiene program staff in identifying and working with local voluntary and dental organizations in improving access to dental hygiene/preventive services for eligible beneficiaries and increasing the numbers of referrals for dental hygiene/preventive and improving provider health education activities as they relate to dental hygiene/preventive treatment.

20% Acts as liaison with the Dental Hygiene Committee of California, the California Dental Hygienist’s Association and the California Dental Association. Attends MDSD meetings related to dental hygiene issues including the monthly Dental Policy Advisory Group (DPAG), in support of the Program’s Dental Program Consultant. Attends committee and regulatory meetings of the Dental Hygiene Committee of California.

15% Provides dental hygiene expertise during Surveillance and Utilization Review (SURS) audits and investigations.
