CITY OF SOUTH PORTLANDPosition Description:Behavioral Health Liaison Department:Police Department FLSA:Non-Union Grade I-37.5 Exempt Date:June 2017Nature of WorkThe Behavioral Health Liaison is a trained mental health and substance abuse worker embedded in the Police Department who will provide intervention, education, outreach, and case management. The Liaison will function independently and act as a connection between South Portland residents and treatment services or facilities, will represent the Police Department in multiple settings, and will coordinate the Police Department’s Peer Support program.Supervision ReceivedThe Behavioral Health Liaison will report directly to the Deputy Chief of Police.Supervision ExercisedMay supervise interns and volunteers.Essential Duties and ResponsibilitiesProvides intervention, referral, advocacy, and facilitation services, in partnership with the members of the Police Department, through referrals and direct contacts with individuals known to have drug or alcohol addiction and / or mental health issues.Works closely with other substance abuse and mental health professionals to access and facilitate best care for individual’s needs.Coordinates the management of existing services and follow up with treatment care plans.Educates members of the Police Department and the community about related recovery resources available in the community and beyond.Establishes strong working relationships with community providers.Maintains statistics and records of client contacts.Acts as the Peer Support Coordinator to oversee the Police Department’s Peer Support efforts and maintains a list of Peer Support Team members that is available to all personnel.Arranges for Peer Support Team members to receive appropriate training to conduct and support a defusing and / or Critical Incident Stress Debriefing, to include familiarity with the EAP and other outside resources available to support involved personnel. Arranges for training for all personnel regarding the negative physical, cognitive, emotional, and behavioral reactions that may occur following a critical incident.Performs related work as required.Requirements of WorkBachelor’s degree in a relevant social science or equivalent education and work experience.LCPC, LCPC-C, LCSW, and / or license eligible.Knowledge of the City of South Portland and its demographics.Thorough knowledge of public and private mental health resources.Thorough knowledge of public and private resources available for substance abusers.Thorough knowledge of MaineCare policies and coverage and local health care systems.Flexibility of work hours will be required as liaison work may be needed at varying times.Exceptional written, oral, and platform presentation skills.Proven ability to work with socially diverse populations.Strong commitment to treating clients, as well as family and associates, with dignity and respect.Must pass a criminal background check and hold a valid driver’s license.Preferred ExperienceMaster’s degree in related field.Experience working in an urban environment with substance abusers and individuals with mental health issues.Experience working within a law enforcement agency.Physical DemandsWhile performing the duties of this job, the employee is frequently required to walk, talk, hear, sit, use hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this position include close vision and the ability to adjust focus. The employee may be required to push, pull, lift and/or carry up to 25 pounds. The noise level in the work environment is usually moderate to loud. Must be able to work in adverse weather conditions.
