Therefore, all members were considered as members of the public. Agenda Item 3: Review the Mission Statement for the TBI Registry SubcommitteeDaniel Ignacio, ChairThe committee agreed on the following edited statement:The California Traumatic Brain Injury (TBI)Registry gathers demographic and clinical data on (TBI) to guide public policy and improve the quality of life of all Californians affected by TBI.Agenda Item 4: Potential Data ElementsDaniel Ignacio, ChairThe California Trauma Registry have received the list of 33 data elements from Daniel Ignacio and will provide the data download by the end of February. Missouri was able to use data from the cause of TBIs to show how the TBIs occurred in their state, which was motor vehicle accidents, so they were able to obtain funding by adding $2.00 to all traffic tickets for the head injury fund. The funding was used to create a robust state registry and provide service information to consumers who are diagnosed with a moderate to severe TBI. Information is also provided about the Home Community Based Service Waiver program. The data element list will also be beneficial for the Needs Assessment and Sustainable funding committees. Dr. Bennet Omalu again referenced the Glasgow Outcome Scale (GOS) to help monitor the improvement of the patient, very all-inclusive and comprehensive. It is not beneficial for us to reproduce something that already exists, especially if we will be asking for funding to support the registry. Use the GOS of a functional measurement of the effectiveness of the TBI program. Agenda Item 5: State PartnershipsDaniel Ignacio, ChairDaniel Ignacio has reached out to several partners:Trauma Registry – Tom McGinnis and Elizabeth WinwardCenter for Neuro Skills – Collene MoragaCos Colina - Dr. Caroline Schnakers, Director of ResearchAmen Clinics – Katie DimedioCenter for Community Engagement at Stanford - Olivia Tigre and Dr. RoseKaiser – Dr. AlexanderAfter we have gathered data, it is recommended that we partner with Lobbyist Alberto Torrico with the Biden CampaignTanya Thee suggested to reach out to partner states who currently have a statewide registry to discuss how it was developed and gain insight and tools to assist with our registry set-up. Part of the ACL grant requires DOR to participate in workgroups, one of which is a registry workgroup, which will be a great resource to make the partner state connections. Tanya will reach out to the states directly and then partner a committee member with each state.Agenda Item 6: Project Plan TrackerTanya Thee, DORThe committee agreed to utilize the project plan tracker to track tasks and assignments of the committee. The tracker will be updated monthly before each committee meeting and posted to the DOR external webpage along with meeting agendas and meeting minutes. DOR will add all prior tasks and assignments to the tracker and send out for committee review before the next meeting.Agenda Item 8: Other/New BusinessDaniel Ignacio, ChairHomeless population is 129,000 in California, which is 23.55% of all homeless in the United States, followed by New York with 16.6%, Florida 5.6%, Texas 4.5% and Washington 4.04%. Homeless with a TBI is estimated to be 53%.The DOR requested copies of April and May 2019 meeting minutes for the archive files.
