TITLE: ?DEPUTY DIRECTOR OF PROGRAMME OPERATIONS, Mali Country OfficeTEAM/PROGRAMME: Mali Country OfficeLOCATION: Sikasso, MaliGRADE: TBDCONTRACT LENGTH:1 year CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.ROLE PURPOSE: As a member of the Senior Management Team, the Deputy Director of Program Operations (DDPO) shares in the overall responsibility for the direction and coordination of the Country Office.The post-holder will effectively and efficiently coordinate operations systems, processes and activities in Sikasso, so that programmes are delivered on time according to organisational strategy, donor requirements and within allocated budgets. S/He will take leadership on aspects related to staffing structure and management, security, logistics, finance, IT and M&E systems. The post holder will play a strategic role in the effective scale up and management of Save the Children programmes to increase impact and enable positive change for children through:Supporting the delivery of quality programmes, including advocacy for childrenEnsuring Regional sub-offices (present or future) have the capacity and resources to deliver on our dual mandateGuaranteeing a structured growth of the operational platform and supporting the development of new opportunitiesMonitoring and tracking operational performance SCOPE OF ROLE: Reports to: Director of Programme OperationsDimensions: Save the Children operates through 6 field bases (Bamako, Kayes, Sikasso, Mopti, Gao and Niafunke); has a total of 380+ staff; and a portfolio of approximately $25 M/year. Fifty to sixty percent (50-60%) budget and staff are managed from Sikasso. Staff directly reporting to this post: 7-8 staff at varying levelsStaff Working Closely with: Members of the Country Office (CO) Senior Management Team (SMT) and in particular the Directors of Operations, Awards, Finance and Human Resources Departments, Budget Holders, and Save the Children Member staff. Ensure strong performance management for Program Operations department in SikassoHelp establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs in SikassoEnsure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the CO (and Regional Office (RO) when needed)New business developmentBased on the evaluations of projects, identify needs and develop appropriate concept notes, with the support of project managers and Technical Advisors;Follow funding opportunities in the region and liaise with Programme Developpment & Quality, Operations and Awards teams to respond and implement these opportunities;Contribute to the development of proposals for Sikasso Region, coordinating the collection of information / data necessary in collaboration with project/program managers.Oversight and Management of Program OperationsEnsure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures;Responsible for overall coordination of program operations and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy;Coordinate the planning and ensure the kick off of new projects / programs, implementation and overall monitoring, including supervision of key project staff in Sikasso;Sensitize staff and partners on fraud, corruption and Child Safeguarding, and ensure compliance with SCI principles of safe programming in general, and in particular, identify the CSG risks of each projects and measures for mitigation of their impacts;In close coordination with the Directors of Program Operations, Development and Quality, Awards and Finance, participate in program implementation to ensure that all programs progress in accordance with grant agreements, are completed within time and on budget;With support from MEAL staff and Implementation Managers, coordinate the development and implementation of robust systems for gathering evidence, measurement of impacts and database at sub-office level, with reporting systems that provide relevant information for project development and advocacy at national and international levels;Ensure synergy between SCI projects/programs in the region of Sikasso;Organize technical support visits in the SCI areas of intervention;Serve as overall budget holder for most programming in Sikasso; manage and support budget holders for individual projects and grants;Organize projects’ review meetings on a monthly basis with the budget holders/Programme Managers so that remedial actions are developed and implemented as required;Ensure preparation of timely and high quality progress reports, program reports, and donor reports;Plan and coordinate the close out of projects/programs in the region. Logistics, Inventory and Procurement Ensure that the FO logistics capacity and systems meet the SCI Essential Standards and are able to satisfy the programming requirements Manage the FO Logistics department ensuring that all FO logistics activities (fleet, assets, transport, supply chain, base setup etc.) are coordinatedManage all FO vehicles ensuring maintenance and insuranceEnsure goods and services procured are cost effective and of standard qualityEnsure procurement processes are effectively implementedWork closely with the procurement team in negotiating the best deals with suppliersEnsure proper record keeping, maintenance and control of inventoryEnsure management of, and proper documentation and recording of fixed assets of the organisationStaff Safety and SecurityAs SSFP in Sikasso, ensure that all safety and security Essential Standards are metWork with the Safety and Security team, especially with the Field Office Manager (FOM), to ensure implementation of staff security guidelinesEnsure jointly with the FOM that safety and security equipment and procedures for use are in place and operating at the sub-office level, plan and ensure their replacement if neededIn collaboration with the Manager of Security and the FOM, develop and ensure regular review of the sub-office contingency plan Ensure jointly with the FOM periodic security assessment are carried out at the FO level and reports submitted to the SSM on time.Staff Management, Mentorship, and Development – Program OperationsEnsure appropriate staffing within Program Operations at FO levelManage Program Operations team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularlyEnsure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staffManage the performance of all staff in the Program Operations work area through: Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;Coaching, mentoring and other developmental opportunities;Recognition and rewards for outstanding performance;Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans.
