JOB DESCRIPTION

The New York City Comptroller, an independently elected official, is the Chief Financial Officer of the City

of New York. The mission of the office is to ensure the financial health of New York City by advising the

Mayor, City Council, and the public of the City¡¯s financial condition. The Comptroller's Bureau of Contracts

and Procurement is responsible for reviewing all contract actions including, but not limited to, contracts,

contract amendments, leases and concessions entered into by City agencies to determine whether a

particular action should be registered. The bureau is currently recruiting for a Director of Procurement

Policy and Partnerships who will be reporting directly to the Assistant Comptroller for the Bureau and will

be responsible for advising the Deputy and Assistant Comptrollers and other senior staff on key

procurement-related policy initiatives and projects throughout the agency. The position requires the ability

to quickly analyze both breaking news and developments affecting New Yorkers and develop innovative,

ground-breaking solutions to longstanding policy challenges confronting communities throughout the five

boroughs. Some identified procurement policy areas include non-profit/human service contracting, Minority

and Women-owned Business Enterprise programs, and the capital construction process.

The duties and responsibilities of the position include, but are not limited to:

Conducting self-directed research of policy matters using original source material and primary

documents, including the City¡¯s key management, budget, procurement and legal documents;

?

Writing in-depth policy briefs and reports based on original empirical research;

?

Working in close partnership with the Bureau of Public Affairs and the Policy Bureau to maintain and

cultivate a network of external partners and stakeholders and ensure that the Bureau¡¯s policy work

aligns with that of other Bureaus;

?

Serving as the Bureau¡¯s liaison for external communications including on Procurement Policy Board

Rule changes, public hearing testimony;

?

Maintaining current and timely command of City, State, and Federal procurement-policy

developments;

?

Working with the Senior Advisor and Counsel to the Deputy Comptroller on answering questions from

press, colleagues, and external partners on procurement-policies and developments;

?

Identifying emerging issues and policy trends consistent with the office¡¯s stated policy agenda;

?

Making presentations to the Comptroller and senior staff for the purpose of initiating or updating on

the status of new policy developments and implementations;

?

Organizing and leading teams from across the units and other Bureaus on special projects and

initiatives, including participation on City-wide taskforces; representing the Office and Bureau on

taskforces, panels, or at events; and, performing other related duties and assignments as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

?

A graduate degree from an accredited college or university and four (4) or more years of

professional experience in government procurement/contract negotiation; contract administration,

contract review and analysis, or in a related field; at least 18 months of this experience must have

been in an administrative, managerial, executive or supervisory capacity; or,

?

BS/BA degree from an accredited college with major studies in the fields mentioned above and six

(6) or more years of progressively responsible experience as described above; or,

?

Education and/or experience equivalent to ?1? or ?2? above.

PREFERRED SKILLS IN ADDITION TO MINIMUM QUALIFICATIONS

?

Exceptional writing skills and ability to perform complex data and/or legal analysis;

?

Demonstrated policy or legal research experience relating to New York City and/or procurement;

?

Demonstrated ability to explain complex policy matters in clear, accessible language (i.e. written

reports or policy briefs);

?

A track record of working successfully with government officials (including staff) and though leaders

from the communities, businesses and advocacy organizations;

?

Familiarity with current procurement policy issues and strong interest in identifying solutions to

procurement challenges;

?

Ability to work under pressure in a fast-paced government office; and,

?

An eagerness to be supportive of colleagues and to work collaboratively.
