OFFICE OF PLANNING AND RESEARCHDUTY STATEMENTWorking Title: Contracts and Procurement AnalystSenior Intergovernmental Program AnalystMonthly Salary Range: $5,727 - $6,916SCOPE:Under general direction from the Office of Planning and Research Chief Deputy Director, the Contracts and Procurement Analyst is responsible for the most complex technical analytical staff services assignments such as planning, monitoring, evaluating, contracting, budgeting, accounting, research, and report preparation for OPR Budget Program 0360 - State Planning and Policy Development, including but not limited to activities for Precision Medicine, On-Line Learning Lab, Cradle-to-Career, Higher Education Innovation, and Military Affairs programs. The Contracts and Procurement Analyst assists with and provides consultative services to management or others on the development of contracts and inter-agency agreements that are needed for these programs. They will support the Executive Staff with issues related to the Department of General Services contracting units and liaise with the administrative staff of the OPR partner organizations. In coordination with Program Managers, they will also work collaboratively with program staff to fulfill the requirements of developing contracts, inter-agency agreements, grant agreements, and auditing. ESSENTIAL FUNCTIONS:This is a professional classification characterized by the responsibility for performing the more extensive analytical and administrative supportive tasks. Incumbents are expected to possess a broad understanding of supportive services such as contracting, inter-agency agreements, budgeting, governmental functions and organizations; and provide critical contributions to the various programs. They are required to be able to reason logically and use a variety of analytical techniques to resolve complex issues; develop and evaluate alternatives; schedule, prepare materials for, participate in, and prepare summaries of policy development and program management meetings. The Contracts and Procurement Analyst participates in the development and management of a portfolio of assigned projects. Employees in this class regularly carry out the higher-level responsibilities utilizing independent decision-making and judgment. Specific duties and responsibilities include, but are not limited to, the following: 50% Responsible for contract or grant agreement development, solicitations, and other contract and grant administrative functions related to OPR Budget Program Number 0360 – State Planning and Policy Development. Work closely with Program Managers and OPR’s budget/accounting/business services staff in the development of contracts, inter-agency agreements and grant agreements. Support program leaders and staff with the management of the contracts, grants, and inter-agency agreements needed to carry out program functions. The Contracts and Procurement Analyst is responsible for drafting request for proposals, publicizing solicitations, drafting contract and grant agreements, executing agreements, assisting program staff with invoice approvals, processing amendments, and any other contractual related processes. The Contracts and Procurement Analyst will also maintain deadlines and deliverables and communicate on an ongoing basis with contracts and grant partners and with program staff overseeing policy or technical aspects of the agreements. Monitors and reports contract activities, encumbrances, expenditures from the Financial Information System for California (FI$Cal) and other electronic databases and spreadsheets. 20%In coordination with Program Managers, act as a liaison with the Department of General Services for the processing and approval of OPR Budget Program Number 0360 – State Planning and Policy Development related contracts and inter-agency agreements. Act as a liaison with administrative staff from OPR Budget Program Number 0360 – State Planning and Policy Development partner organizations in the development of contracts and inter-agency agreements. 20%In coordination with Program Managers, provide administrative support to the granting entities, track funding, provide oversight, comply with audits and develop complex reports for programs in OPR Budget Program Number 0360 – State Planning and Policy Development. Participate in a variety of policy development and program management meetings; provide critical contributions; research, compile and summarize information for document composition, staff reports, and/or presentations.10% Other duties as requested by the OPR Chief Deputy Director and Executive staff related to contracts, inter-agency agreements, grant agreements and appropriation of funds related OPR Budget Program Number 0360 – State Planning and Policy Development programs. SUPERVISION RECEIVED AND EXERCISED:Receives direction from the OPR Chief Deputy Director and Executive staff.
