SECTION 5 – STATEMENT OF RESPONSIBILITIES

|The Assistant Director General, Strategy, Partnerships and Performance is responsible to the Director General for the ongoing development of state-wide strategy, |

|policy and legislative obligations to meet Government and Department priorities to care and protect children by: |

|providing strategic and timely advice on statutory matters and performance to the Director General, the Minister, Corporate Executive and officers of the |

|Department; |

|working closely with the Director General to enhance the delivery, communication and cohesion around key strategic priorities; |

|collaborating with the Assistant Director General, State-wide Service Delivery to develop and monitor significant operational policy and practice standards;. |

|leading a change transformation of the Department through the integration of people, systems, processes and culture; |

|providing strong leadership through strategic management, policies and systems to achieve corporate objectives and outcomes; |

|strong leadership that supports desired organisational change, measureable productivity/efficiency benefits and performance improvement; |

|communicating the Department’s vision and directions to key internal and external stakeholders and builds the understanding and commitment of employees to the |

|Department’s directions; |

|driving performance and accountability through research, development, implementation and evaluation of policy and practice standards across the State; |

|providing leadership support to the Executive Director, Policy, Learning & Aboriginal Engagement to develop whole of Department strategic planning processes |

|relative to the integration and provision of child protection services to Aboriginal communities; |

|assisting the Executive Director, Policy, Learning & Aboriginal Engagement to implement and coordinate strategies and operational policies, legislation and |

|standards that optimise the capacity of the Department and not for profit service providers to deliver accessible, culturally appropriate and effective services |

|to Aboriginal communities; |

|actively developing the required strategic capabilities, methodologies and cross Directorate integration to increase effective service delivery; |

|liaising with relevant Ministers, public sector agencies, international and national organisations and the private sector in order to implement the Department’s |

|objectives; |

|representing the Department at a senior level on committees, working groups, forums or other events; and |

|deputising for the Director General as required. |

SECTION 6 – KEY RESPONSIBILITIES

1. SHAPES AND MANAGES STRATEGY

• Assist the Director General in shaping, clarifying and embedding core purpose and strategic direction for the Department.

• Provide strategic leadership and direction in the development of appropriate strategic and operational policy responses.

• Provide leadership support to the Executive Director, Policy, Learning & Aboriginal Engagement to develop whole of Department strategic planning to address the child protection needs and priorities of Aboriginal communities.

• Provides strategic direction to the respective Directorates and align organisational strategies and operations with successful state-wide service delivery outcomes.

• Ensure appropriate continuous business improvement strategies are developed, implemented and evaluated for the continued development of practice professionals.

• Provide support and advice to the committee structures within the Department and those providing advice to the Minister.

• Fosters innovation and creative thinking and solutions within an environment of transparency and accountability.

• Lead and understand the dynamics of organisational change and leads reform processes throughout the Department.

• Lead, coordinate and/or participate in emergency management and response activities as required.

• Lead and oversee major projects of strategic significance to the Department.

2. STRATEGIC STANDARDS AND CONTRACT MONITORING

• Provide leadership and direction in the strategic development, management and continuous improvement of contract standards monitoring, and reporting.

• Provide leadership and direction in the management of the conduct of complaint investigations, including the development of a complaints management framework for the Department.

• Lead and direct policy development into the contract standards and monitoring activities of the Department.

• Lead and direct major projects and best practice reviews into the contract and complaints management initiatives of the Department.

• Manage funding frameworks and supporting mechanisms for the delivery of services, within the Delivery Community Services in Partnership Policy.

• Develop and maintain working partnerships with other government and non-government agencies to establish innovative cross agency approaches to contract and complaints management.

• Represent the Director General on strategic forums, committees and working parties, as required.

3. ACHIEVES RESULTS

• Oversee the development and monitoring of operational plans within the Directorate.

• Direct the management and administration of the Directorate ensuring the highest standards of service and response.

• Maintain active involvement with each of the management streams within the Directorate and a visible presence in off-site offices where relevant.

• Responsible for the strategic project management and delivery of organisational reform projects.

• Responsible for compliance with legislation, corporate policy and public sector standards.

• Initiate business improvement / best practice reviews where necessary.

• Report on Directorate and Department performance as required.
