Our ambitious but achievable goal is to become the leading careers-focused, enterprising university in the UK, one which both prepares our students for the jobs of the future and provides the innovation to drive that future sustainably and inclusively.?THE DEPARTMENT: Strategic Planning is a friendly, collegial and dedicated team responsible for a range of statutory returns and submissions, for managing strategic and annual planning and risk processes, for providing central ‘hub’ business-end project management support and delivering some project management, for forecasting student numbers to assist with academic portfolio planning, and for the provision of other management information and business intelligence to support institutional continuous improvement and decision-making. Strategic Planning is currently organised into a number of service streams:Student returns and student data insightPlanning, performance monitoring and policyProgramme and project managementTwo streams are each led by a Senior Strategic Planning Manager, with one led by a Senior Strategic Programme and Project Manager. Each have line management responsibility for team members attached to each stream on the basis of allocated tasks and role responsibilities. As far as possible, team members hold generic job descriptions such as Strategic Planning Managers or Analyst Developers in order to encourage task rotation within the team as a whole. Each Senior Strategic Planning Manager will not only have line management responsibility for team members attached to a particular service stream, but also have dotted line oversight of specific work undertaken for the service stream by team members attached to other service streams.The team engages with internal and external networks, adopting new tools for the work, as and when possible, including a shift to using PowerBI, other Office 365 technologies, and Alteryx.Initially, this new post will report directly to the Director of Strategic Planning separate from the current service streams. As the postholder becomes established in the work and as the work around the management of the University’s risk processes also become better established, then this post may become more closely integrated with one of the service streams.JOB PURPOSE:The University is seeking to appoint to the post of Risk Manager to support the Director of Strategic Planning in the management of the University’s risk processes and development of its risk register.?This key strategic leadership role will promote the benefits of and improve the University’s approach to the effective management of risk. You will assist the University Secretary in reporting regularly to the University Management Board, University Executive Board, Audit and Risk Committee and at least annually to the Board of Governors around key areas of concern relating to risk as the University implements its strategic vision. You will also play a leading role with and on behalf of the University Secretary in organising the delivery of the Internal Audit Plan.The Risk Manager will work across departmental boundaries to develop the risk management processes supporting the Director of Strategic Planning and senior officers of the University including the Vice-Chancellor & President, Pro-Vice Chancellors, Academic Schools, Professional Services, Governance & Legal Services, as well as managing key external relationships.In this role the post holder will be responsible for developing the risk management framework, and for strategic business continuity planning. This will include assisting risk owners with the drafting of risks. The post holder will deal with the Internal Auditors on matters relating to risk, the delivery of the annual internal audit plan and coordinating with those responsible to ensure that recommendations are acted upon.KEY DUTIES & RESPONSIBILITIES:Work closely with the Director of Strategic Planning to advise and support the planning of objectives and strategy, operations and policy for risk management and assurance, in support of the University’s Vision 2028.Support the communication of risk appetite, policies and processes across the University working closely with Schools and Departments to support the assessment of risks.Co-ordinate training relating to risk and facilitate and participate in risk workshops.Act as Secretary to the Risk Review Group and assist the University Secretary with the reporting on risk to the University Management Board, University Executive Board and the Audit and Risk Committee.Assist the University Secretary with the planning and delivery of the Internal Audit Plan, advising colleagues across the University on the delivery and completion of audit reviews.Build strong collaborative relationships with senior stakeholders across the University to facilitate working effectively across divisional and departmental boundaries, where responsibility and decision making can be devolved.Persuade, influence and engage at a high level to raise the importance and profile of the risk assurance agenda across the University.Undertake effective strategic and local risk planning, implement internal control frameworks including risk registers, and assess their effectiveness, identifying development areas and opportunities for change.Work to tight deadlines to develop a detailed understanding of the significant risks across the Higher Education sector and appropriately advise the Director of Strategic Planning and direct senior colleagues.Develop engagement, education and awareness programmes across the University to raise the profile of risk management and assurance and promote a culture supportive of sound internal control. Contribute to, and/or Chair, internal and external committees, sub-committees and working groups relating to risk, as required. Undertake specific policy or project work and reviews in support of the Director of Strategic Planning’s priorities, in addition to that associated with specific committees. LOCATION AND HOURS:This role is based at the Docklands campus with frequent travel to our Stratford campuses and travel to partner organisations where required.PERSON SPECIFICATIONEDUCATIONAL QUALIFICATIONS AND ACHIEVEMENTS:Essential criteria;A Degree or equivalent (ideally in Law, Finance or Business or a related field) or recognisable alternatives as evidence of the ability to comprehend and communicate complex ideas and issues with clarity, commissioning and/or producing complex analyses, and to practice skills in critical thinking to support decision-making and clear consistent judgements (A/C/I)Training to an advanced level that has covered comprehensively risk management concepts and mechanisms (A/I) Desirable Criteria;Professional Risk Manager or Audit certification (A/C)KNOWLEDGE AND EXPERIENCE: Essential Criteria; Successful track record of working with a range of colleagues, including senior management, to design and deliver a risk assurance programme.(I)Proven experience as a Risk Manager combined with knowledge of risk assessment and control.
