Phelps RevolinskiDate: 03.2020JOB SUMMARYThe Nursing Coordinator administers the staffing and assignment of work functions for the Department of Nursing; coordinates the processing of all requests made to UW Health (including American Family Children’s Hospital and The American Center) by internal and external sources for actual or potential inpatient placement or for clinically complex outpatient services; and provides general supervisory and administrative assistance to the nursing units during the evening, night, and all weekend shifts. The Nursing Coordinator acts collaboratively as a resource and liaison between the Department of Nursing and the Access Center, Admissions, Surgical Services, Emergency Department, Outpatient Surgery, Ambulatory Procedure Center, Cath Lab, and Radiology to coordinate and facilitate the placement of patients to appropriate units. The Nursing Coordinator acts as the facilitator to implement and expedite bed placement. The safe and appropriate placement of patients will maximize census and enhance fiscal accountability.The Nursing Coordinator has expertise in acute care criteria for inpatient hospitalization, detailed knowledge of the scope of practice of each UW Health nursing unit and a working knowledge of its operations, policies and procedures. Knowledge of sound nursing practice, overall hospital administration, emergency management, crisis intervention, conflict resolution, negotiation, and delegation are essential to effective performance. The Nursing Coordinator(s) reports directly to the Director of Nursing Operations Support and is the highest on-site authority for the Department of Nursing during the above hours and takes direction from the Nursing Administrator on-call and the Hospital Administrator on-call.MAJOR RESPONSIBILITIESTechnical Skill: Incumbent performs his/her job demonstrating technical ability, understanding of job expectations, and compliance with organizational policies and procedures. The incumbent performs the following job responsibilities:Administration of the nurse staffing and assignment of work functions during a given shift to provide optimum patient and family care.Receive shift report from the Nursing Resource Center Staff and/or the previous shift’s Nursing Coordinator to be informed of the current status of the nursing units and plans for staffing for the upcoming shift.Review staffing reports throughout the shift in order to make re-assignments to meet changing clinical needs.Assign or re-assign per diem, float staff, agency staff, and regular staff, if necessary, to provide optimum patient care based on assessment of staff-related information. Communicate rationale for re-assignments to the appropriate clinical department director(s).Contact (may delegate) per diem and agency staff to arrange for additional resources, as needed, due to patient acuity, admissions, and personnel illnesses.Work in conjunction with the Nursing Resource Center staff to coordinate staffing resources with patient care needs.Carry out admissions/triage functions in addition to all other responsibilities.Document all required information as per department standards.Provide report to the oncoming Nursing Coordinator or Nursing Resource Center staff.Work collaboratively with unit leadership (managers and CTLs/STMs) regarding patient placement and staffing.Function as a clinical expert to assess and determine the clinical placement needs of acute care patients.Projects bed placement needs continually by viewing the bed board, surgery schedule, Cardiac Cath Lab schedule, Emergency Department admission, direct admits, clinic admits, and inter-hospital transfer requests. Informs Director of Nursing Operations Support of issues related to patient placement.Predicts bed needs based on patterns including Emergency Department volumes and physician clinics admission volumes.Meets at the beginning of each shift and throughout the day with the Access Center Staff to coordinate and direct the overall plan of the current and projected census. S/he coordinates and directs this process throughout the day.Solicits key pieces of information and works collaboratively with all areas during the patient placement process to identify the clinical status, the initial plan of care, level of care needed, scope of service provided by the nursing unit, resources available, and capacity indicators. Promotes communication between all disciplines and departments as it relates to patient placement and capacity.Prioritizes how and when patients are transferred to UWH during times of capacity constraint. Refers complex situations to VP for Medical Affairs, Director of Nursing Operations Support, Nursing Administrator on-call, and/or Hospital Administrator on-call.Functions as a resource for physicians, inpatient staff, and admissions staff on medical necessity issues and determination of appropriate level of care.Continuously reviews and rounds on all Nursing units for bed availability to optimize patient placement.Assists with the ongoing development and refinement of the bed board and determination of capacity municates capacity indicators to UW Hospital physicians and clinicians.Identifies other disciplines within the hospital that may be critical to the acceptance process (i.e. Triage physician) and consults these individuals as a clinical expert as necessary. Acts as a resource to help determine the OPEN, DIVERSION (Emergency Department) or RESTRICTED status of the General Care and/or Intensive Care Units in conjunction with the Director of Nursing Operations Support, Nursing and/or Hospital Administrator on call and ED Director (diversion). Advises Access Center Staff when to place patients on a waiting list for admissions. Is empowered by Hospital Administration to be primary in-house resource to make these determinations.Participates in and assists in the ongoing development of patient placement policies, procedures, etc.Provides overall administrative and support functions and interprets hospital, university, state and nursing policies, procedures and practices to ensure safe and comprehensive patient and family care.Interpret hospital and nursing policies and procedures to staff, patient, and visitors.Contact housekeeping, maintenance, and security staff when their services are needed.Arrange for patients and visitors to receive special services, such as counseling, clergy services, etc. during the off hours.Serve as a source of routine information to community groups during off hours.Locate and deliver supplies, medicines, bloods, specimens, food, etc. when urgently needed by the patient care units; communicate supply issues to the appropriate director for process improvement opportunities.Record and report unusual events or incidents and take action and/or make referral to appropriate hospital and nursing administration personnel.Respond to all Blue Cart, Rapid Response, emergency fire, and STAT Assistance calls and provides direction or assistance as necessary.Serve on hospital and nursing department committees as appropriate.Provide off-shift supervision to the nursing staff and function as an expert nursing resource.Provide initial, on the spot counseling and guidance during evening, night, and weekend shifts in relation to staff performance, dress code adherence and attendance issues.Discipline staff in accordance with accepted policies, procedures, and guidelines, and after consultation with the appropriate Clinical Director of Nursing, Nursing Administrator on-call or Hospital Administrator on-call.Provide formal and informal in-service to nursing staff about new policies, procedures and technologies necessary for patient care.Provide on the spot support and teaching to new orientees, agency and per diem staff and charge nurses so that they are able to carry out their responsibilities with expertise and confidence.Participate in nursing orientation classes as needed.Develop own clinical and supervisory skills in accordance with the goals and objectives of the hospital and Department of Nursing, and consistent with position responsibilities.Evaluate personal professional development needs, develop goals, and objectives, formulate and institute action plan.Attend continuing education classes and read pertinent literature in keeping with objectives.Function as a role model for staff with regard to investment in own ALL DUTIES AND REQUIREMENTS MUST BE PERFORMED CONSISTENT WITH THE UW HEALTH PERFORMANCE STANDARDS.JOB REQUIREMENTSEducationMinimumBachelor’s degree in nursingPreferredMaster’s degree.Work ExperienceMinimum At least three (3) years of acute clinical nursing experiencePreferredPrevious experience in a formal leadership role such as care team leader, nurse supervisor or nurse manager.Adult and Pediatric experienceLicenses & CertificationsMinimum Licensed RN in the State of WisconsinCPR certification PreferredRequired Skills, Knowledge, and AbilitiesKnowledge of the policies, procedures and practices of the state, university, hospital and Department of Nursing that are relevant to the operations of the hospital and clinics preferred.Knowledge of concepts, theories and facts of a clinical nursing specialty.Knowledge of staffing models.Knowledge of decision-making process and sound management practices.Strong political and negotiation skills that are conceptual as well as practical.Demonstrated interpersonal skills necessary to interact with all levels of hospital personnel and external parties.
