Position Description CHIEF EXECUTIVE OFFICER PURPOSEThis is a full-time position that will work closely with the Board and, supported by staff, will ensure best practice Governance and Management to provide client-focused quality services to children, youth and adults and their families in Cowra and district. The CEO is accountable to the Board of Directors to lead, develop and achieve client-focused outcomes within the CSNS Strategic Plan, in accord with the organisation’s Code of Ethics and within its Policies and Procedures. The CEO will build, with the Board and staff, the reputation, profile and service outcomes of CSNS through management of the external strategies and internal operations of the organisation and provide consistent high level advice to the Board on future directions, policy, operations and planning. Position ObjectiveWorking closely with the CSNS Board, the management team and other identified stakeholders, the Chief Executive Officer will provide leadership in the implementation of strategies designed to ensure the future growth and competitiveness of the organisation. The objectives of the position include:Provide effective leadership to the organisationTogether with the Board, develop the organisation’s strategic direction and lead its implementationEnsure that systems are in place so that team leaders and their staff take responsibility for realising the targets identified in the strategic directionProvide the overall direction, coordination and efficient management of operations in accordance with the organisation’s Vision, Purpose and Values as established and revised from time-to-time, and in line with all relevant statutory requirements and guidelinesProvide direction to staff to ensure the highest standards of service delivery. Pay and conditionsSalary and conditions of this position are based on the Social, Community, Housing and Disability Services Modern Award 2010 – Level. Permanent Part-time – 25 hours per week. Manage the OrganisationOversee the development and implementation of the organisation’s strategic business plan and marketing planSeek out and develop appropriate strategic opportunities ensuring risks are identified and addressedReview and change the organisational structure when required and within budgetDevelop, implement and oversee a cycle of continuous improvementOversee the development, implementation and review of policies and procedures and operating standardsEnsure compliance with all relevant policies, legislation and guidelines, including WH&S legislation.Staff ManagementEstablish and support an environment where staff can maximise their effectiveness and performanceEnsure the recruitment, support and evaluation of staff supports strategic and operational objectivesUndertake Annual Performance Appraisals for the Management Team and ensure that all staff have an Annual Performance Appraisal in line with organisational policyProvide support and supervision to the Management TeamEnsure that staff resources are managed within budget and to meet the needs of Service Users Oversee the training of staff in order to meet the standards and to comply with all relevant workingEnsure that stakeholders have adequate and appropriate organisational and service informationDevelop and maintain positive relationships and partnerships with government and non-government agenciesDevelop and enhance the profile and reputation of the organisationDevelop and maintain excellent relationships with the full range of the organisation’s stakeholders both internal and external.Service DevelopmentImplement consultation mechanisms with government and non-government agencies, stakeholders and target groups and develop strategies to meet identified needsEnsure the development and review of a strategic plan, specific service plans and individual annual work plansEnsure that all programs and regularly monitored and evaluatedEnsure all programs work according to relevant standards and best practice and are adequately prepared for service reviewsSupport organisational participation in local, regional and individual planning processes.Continuous ImprovementOversee the regular cyclical review of organisational policies and procedures and ensure changes are made as requiredEnsure that the organisation’s Quality Management System operates in line with all relevant standards and legislation.Financial ManagementOversee financial, risk and resource management in accordance with legislation and accounting standardsOversee the development and monitoring of annual program budgets, and individual service user budgetsOversee the preparation of funding applications, reports and acquittals to funding and sponsoring authoritiesEnsure financial records are maintained in accordance with the requirements of Australian Accounting Standards and to meet the contractual obligations of funders.Administrative FunctionsEnsure the establishment, implementation and review of all administrative processes, including the development of IT solutions in response to the changing environment. Performance ReviewsParticipate in a yearly Performance Review, conducted by delegated representatives of the Board of Management. Selection CriteriaEssentialClear understanding and personal commitment to the purpose and values of CSNS; Experience of the Disability Sector and an understanding of, and experience with, the NDIS; Substantial (minimum three years) relevant experience in the non-government sector in a Management or other relevant senior positions;Demonstrated experience in providing information to and working with a Board;Demonstrated comprehensive knowledge of the Disability Services Sector and NDIS;Demonstrated appropriate competencies expected of a CEO in leadership, strategic planning, financial management, organisational management, external relations and networking, human resources, information systems and community service provision;Comprehensive skills and experience in managing a multi-skilled team of staff and volunteers;High level interpersonal, communications and negotiation skills;Competency in a range of relevant computer applications including Word, PowerPoint and Excel. ................
