General Summary of Function/Purpose of PositionThis position will function as an accountant for the Trust Fund Accounting Section. This position will be a liaison for the agency’s banking services and function as an audit coordinator for the annual financial and single audits.? In addition to performing various analyses and analytical reviews to ensure data integrity and accuracy, this position will also perform RJM functions for UI and have oversight and reporting of the automated system service requests.? This position will also write procedures for the accounting area. This position will analyze on-going program operations and recommend modifications of policies and procedures to achieve greater efficiency and effectiveness.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:30Agency Liaison for financial services contracts and SLA.? Perform a variety of functions used to ensure contract compliance, maintain vendor relationships, and facilitate process improvements to meet the programs requirements.? The Banking Services contract currently covers three bank accounts, three lock-boxes, and an electronic lock box.? Individual tasks related to the duty:Serve as the liaison for banking services – coordinating performance concerns and process improvements.Evaluates contracts for compliance with department policies and procedures; recommends needed revisions.Coordinates and gathers all necessary information for use in the development of the RFP for the banking services.Annual Financial Audit coordinator.? Facilitates the distribution and collections of required documentation memos; tracks audit exceptions requiring program area responses; issues confirmation letters and processes audit billings.Coordinates on site visits to the lockbox operations for agency reviews.Serve as security coordinator for external banking financial systems.Point of contact for Treasury for CEPAS/Paypoint related activities, including the annual audit.Resolve, develop and implement changes, as requested by the section managerDuty 2General Summary:Percentage:50UI RJM (Budget) Analysis and Reporting.? Utilize the USDOL’s funding model to report staff allocations and workload productivity.? Information generated will be utilized to project the UIA’s base funding for Budgetary purposes.Coordinate with the fiscal accountant to ensure the RJM is developed, analyzed and submitted timely each year to USDOL.? This function is of significant importance to the agency since the funding for the subsequent year is completely dependent on the accuracy of the reports submitted.Individual tasks related to the duty:Conducts surveys for determining the appropriate classification of all UIA staff according to RJM workload categories.? In order to ensure the agency is receiving the full amount of funding available, expertise of this model and constant monitoring of the workload & ETA reporting is required.? Review & verify accuracy of all ETA reports that are utilized in the RJM/UI3 reports to ensure the program is accurately funded.Develop and maintain a UI forecasting model for projections of workload activity and fundingConduct cost studies and cost allocation plans to develop proposals to UIA executive team for effective utilization of resources.Makes recommendations for more effective staff allocations, identifies areas of inefficiencies, and develops reports to ensure the Executive team has the program information they need.Analysis and research of any new UI programs or law changes that could have an impact on the UI operationsDuty 3General Summary:Percentage:15Prepares reports that analyze data for Unemployment Insurance program.?? Document procedures for the Trust Fund.?? Trust Fund, the Obligation Assessment fund and the Contingent Fund.? The Trust Fund Accounting Section is also responsible for daily cash management; federal financial reporting; detailed reviews and analyses to ensure data integrity; in addition to providing assistance to other areas in the agency on procedures that have a financial impact.??This is a critical position that will serve as a liaison for the accounting of all UI revenue related activities.? This position will also be responsible for preparing financial projections and analyses that will be utilized by external sources.? This position will perform analyses that are necessary to ensure the data integrity of the financial information, and provide solutions to any problems encountered.??26.
