On May 9, 2009, Respondent’s Assistant Chief of Police discharged Petitioner from employment for unacceptable personal conduct for (1) engaging in an ongoing pattern of untruthfulness during an internal investigation, and (2) disobeying a lawful order from a superior officer. Petitioner filed an internal appeal of his dismissal. ................
