All actions Devils Lake Public Schools takes will be balanced with guidance from local health officials, the North Dakota Department of Health, and community leaders. Our district has reviewed the CDC guidelines and created appropriate protocols for cleaning, social distancing, and accommodating for students who are at-risk.Ensuring safety may impact the intensity, location, and duration of services provided.Ensuring Student Success Through Robust Relationships Educational staff have continued to go above and beyond this first week of closure to ensure meaningful connections with students. All teachers are keeping logs of regular contacts with all their students. Schools are utilizing Google Classroom and other means to record and make certain all students/families are contacted on a regular basis. We are understanding of the many parents who are struggling with this learning environment and assisting with their children’s educational responsibilities. All our employees continuously promote and develop positive relationships throughout the entire school year.Student Attendance & Engagement Attendance policies will transition during a pandemic/epidemic event. The CDC provides guidance for schools on when to alter attendance practices and/or close schools.Student Attendance Policy ConcernsSuspend SARB (Student Attendance Review Board).Families making decisions to keep students home due to COVID-19 should be addressed on a case by case basis by building principals.Encourage families with symptomatic students to stay home.Suspend attendance incentives as needed to discourage sick students attending school.Attendance During a ClosureDuring an extended closure student engagement in learning opportunities is critical to a student’s continued academic growth. ? Attendance shall still be monitored by teachers through student logins in asynchronous learning experiences and participation in synchronous learning experiences.? Any student demonstrating prolonged absence or disengagement is a cause for concern. Teachers shall contact that student’s guardian to seek input and assist them as needed to ensure student participation.As part of the community and district response to COVID-19 the Devils Lake Public Schools are suspending policies in relation to attendance during any extended closure. These changes are being made following recommendation by the NDDoH in relation to student absences while sick.Ensuring Equitable Services for Students and FamiliesDuring any extended closure Devils Lake Public Schools believes students benefit from delivery of educational services.? These services provide our families and students with consistency and support.Preparing for Online Learning – Educator SkillsEducators must possess the needed skills to ensure they can create, distribute, and support educational opportunities for our students throughout an extended closure.? An assessment of educator skills has been completed to evaluate the need for additional training before a distant learning environment is provided for all students.?Transitioning Students/Families to Distance Learning K- 8Devils Lake Public Schools has implemented a process at all grade levels to help ensure the academic and social-emotional success of our students while we transition into a distance learning mode. The process to transition students was initiated prior to the COVID-19 pandemic through purposeful measures. Since the close of school on Sunday, March 15th, we have implemented several measures to assist all students, staff, and parents/guardians in the transition.?March 15: The administration team met to discuss measures for transitioning to? distance learning. A timeline, which included determining essential staff, staff schedules, sanitizing buildings, food distribution, technology distribution, distant learning options, professional development needs, and communications with stakeholders.?Week of March 16-20: Administrators and essential planning teams, including instructional coaches and leadership teams developed intermediate plans to fully develop the DLPS Distance Learning Plan. Zoom meetings were conducted to assist in the planning. Teachers and students had been trained and were previously using Google Classroom in grades 2-12. Other technology programs being used include SeeSaw, Facebook School and Classroom pages, email, Zoom, and Google Hangout. Teachers and/or support staff contacted all families/students to identify needs such as devices, internet, social/emotional, food, and overall well-being. The technology department sent out SwiftK12 alerts to district parents asking them to contact the DLPS Technology Department if internet or a device was needed. The superintendent sent a letter informing parents of the move to Distance Learning and how to acquire devices. The technology department worked with local internet providers to secure internet at a reduced or free rate for parents of district students. This information was shared with families through School Facebook pages, letters, emails and SwiftK12 Alerts. Videos and individual school communications provided information to stakeholders. By Thursday, March 26, local internet provider, NDTC, had installed wireless access points throughout communities serving DLPS students in need of internet access, including the Spirit Lake Reservation.?The Special Education and 504 case managers connected all students regarding their current plans that are in place and made appropriate modifications to meet the needs of their child as it relates to distance learning opportunities. The special education case managers developed contingency learning plans for all students that are on an IEP.?Department and grade level meetings were held with the instructional coach, principal, and special education teachers to determine how to proceed. Staff began prep work to move to virtual learning and paper/pencil learning packets for students for essential standards. Staff provided needed supplies, instructional material, including logins, technology.?Professional development for Google Classroom, Zoom, SeeSaw, Youtube. Virtual science labs, virtual field trips and Khan Academy was led by teacher leaders, instructional coaches, principals, and the district technology department.?The plan ensures that all students have access to an educator that will advise them on how to navigate this transition and continue distance learning. The plan also assures? there will be at minimum check-ins virtually or through calls weekly. Principals, special education teachers and instructional coaches have been added to all Google Classrooms. Direct support for students through Zoom and phone conferences will be the real-time connection to students and parents. Other communication through Google Classroom and Google Sites will allow additional communication as well.?The synchronous (Zoom and phone conferencing) and asynchronous (Google Classroom and Google Sites) connections will ensure all parents and students understand how to navigate this transition. All staff (administrators, teachers, counselors, and support staff) will be available during the school day and on-call in the evenings and weekends as needed for assistance, guidance, or just a place for students to check-in.Week of March 23-27: Distance learning began with packet distribution on March 23-24. Assignments were ready to go for all classes in Google Classrooms and virtual learning opportunities began March 23 and will be on-going. Instrument pick-up and school supplies were available for the students during this time and will also be on-going. The school libraries provided online learning resources and counselor/social workers developed a website for family support during the pandemic.? The technology department secured additional Blocksi licenses to ensure district Chromebooks checked out by all students would be managed, monitored and inappropriate internet content would be filtered on those devices at home.The regularly scheduled DLPS Parent Teacher Conferences were held virtually or through phone calls on March 24-26.Transitioning Students/Families to Distance Learning 9-12 (DLHS/LACTC)March 16Email group discussion for all AP/Dual Credit teachers as well as the Instructional Strategist and Principal. All were able to develop an intermediate plan to move online for the week using Google Classroom as most were already using that platform partially.March 17AP/DC teachers communicated with all students. Those who did not immediately respond to the email/Google Classroom information were called. All students had responded positively by the evening.March 18All staff began prep work to move to Google Classroom with online learning. Department Meetings were held throughout the day with the Instructional Strategist, Principal and Special Education Coordinator to determine how the department would proceed.LACTC staff started researching best practices for hands-on lessons that can be completed at home.Chrome Book Distribution plan/survey began.Staff made home contacts to determine accessibility needs.Special education staff made individual calls to each student/family.March 19Professional Development for Google Classroom led by teacher leaders, Instructional Strategist and District Technology Department. Other topics were Khan Academy, virtual science labs, virtual field trips, YouTube, and Zoom.Skill development was ensured for staff in the following areas:Emailing/communicating through the district email as well as the capabilities of Google Classroom.Uploading to Google Classroom.Creating assignments in Google Classroom.Uploading videos to Google Classroom and/or YouTube.Creating discussion within Google Classroom.Using Google Meet and Zoom.Chrome Book Delivery began for students in K-12 who needed a device.Staff continued making home contacts to determine accessibility needs.March 20Professional Development continued as listed on March 19. Staff put final touches on materials necessary for pickup by students. Lockers were cleared, instruments readied, calculators, chrome books, novels, etc…anything the student would need to move forward with their learning was prepared for pickup on Monday morning.Staff established ‘office hours’ using Google Meet or Zoom.Staff continued making home contacts to determine accessibility needs.Principal and Instructional Strategist added to all Google Classrooms.Special Education and Para staff added to necessary/appropriate Google Classrooms.March 21-22Instrument pickup made available for students in grades 4-12.March 22DLHS/LACTC joins the community in donning bears and hearts on windows/doors.March 23Material pickup made available from 7:30 am – 4:00 pm for all DLHS/LACTC students. The technology department provided all in need with a Chromebook for their learning. The names and addresses of families not having internet access have been forwarded to local internet providers, North Dakota Telephone Company and Midco, as they are working to provide internet access to all. The school district will continuously work to remove any barriers and to allow families to connect with their instructors, counselors, etc.SeeSaw, Google Classroom, Google Meet, Google Forms, Google Hangouts, Zoom, Twitter, PowerSchool, email, telephone, FaceTime, Facebook, and many other available options for communicating with students and providing learning opportunities will be utilized to ensure quality education to all students.Understanding the varying needs of our students, we will be providing a blended delivery of education including both physical materials (initially provided through pickup at schools and continually being available for pickup or delivery utilizing our transportation department) and online/web-based activities. Assistive TechnologyDevils Lake Public Schools in partnership with Lake Region Special Education and North Dakota School for the Deaf/RSCDHH will be in contact with students that may require assistive technology to ensure continued access to quality education and services during any prolonged closure. Closed captioning can be enabled when using YouTube and we also can produce American Sign Language embedded videos.Educator Skills for Online and/or Distant LearningIn the event of an extended closure, educators must possess the needed skills to ensure they can create, distribute, and support educational opportunities for our students.? The Devils Lake Public Schools administrators, instructional coaches, and technology department personnel have been assessing educator skills needed to provide online and blended learning environments. Individual and group trainings have been ongoing throughout the school year and intensified beginning March 16, 2020 to prepare for providing distance education through an extended school closure. Tech SupportThe technology department will be available from 8:30 AM to 4:00 PM Monday through Friday to assist staff, students, and parents/guardian with any issues that may arise. Regardless of students’ age, grade, skill level, or demographic representation, all educators have committed themselves to the students and the district and continue to provide a standards-based and high-quality education.The district distance learning plan will continue to address the process of how students will be instructed using standards-based skills and content, provide the full continuity of the regular school experiences, monitor academic progress, and assess, evaluate, and grade following the policies and practices of the school district. Any students who cannot submit work through electronic methods will be provided hard copies of materials as well as be offered delivery of those materials to and from school.Elementary/Middle School (K-8) ELA, Math, Science & Social Studies - Packets and virtual learning opportunities that are sent home weekly to the students will continue to focus on the ND state standards for English language arts, math, science and social studies. Packets will include activities, projects, and assignments to provide the learning of each state standard identified by teachers for teaching and learning this quarter. The curricular areas will be instructed through the use of these curriculum materials: ELA - Advance Benchmark for grades k-6, Literature by Holt, McDougal for grades 7 & 8 Math - Engage NY for grades K-5, Big Ideas for grades 6-8, Science- McGraw Hill for grades k-8, social studies - Glencoe, McGraw, Hill.? Learning will also be supported by virtual learning sites and designated apps provided through Google Classroom. Distance Education Sites are also located: and families will be asked to send pictures of completed projects to their teacher. This can be done by email, by sending a picture to their teacher’s phone, or uploading on Seesaw. Students will also be able to complete and turn in assignments, tests, and quizzes through Google Classroom. ?Educational services will include both synchronous and asynchronous learning services and support organized by learning events for the remaining essential standards.Grades K-3: 15-30 minutes per day per subject areaGrades 4-6: 15-30 minutes per day per subject areaGrades 7-8: 25-30 minutes per day per subject areaPhysical Education—Weekly activities and physical education skills logs will be sent home in weekly packets to students. Students will complete activities and track on the log with parent signature to be shared on Google Classroom.Music—The music specialist will include learning opportunities in the student packets each week for continued learning and practice of the music standards. Assignment completion will be shared on Google Classroom and/or classroom Facebook pages. Music links will be posted on classroom Facebook pages for continued study of music composers.Positive Behavior Strategist—The Positive Behavior Strategist will provide lessons and materials in the student packets to the students currently identified for instruction and practice of social/emotional skills.Library Services—The DLPS Elementary Schools librarian is providing ideas and activities on the school Facebook Pages and/or school website. On-line resources for parents and students for continued reading each day has also been provided. Read alouds with questioning will be posted.Elementary and Middle School (K-8) will continue monitoring students who are receiving Title I interventions and those in strategic and intensive interventions through Read 180, Language!, Read Live, phonics lessons and on-line and comprehension lessons through weekly learning opportunities distribution, as well as specific tutor times set up for students with interventionists, classroom teachers, and support staff. Levels of instruction will continue through the normal routines and expectations established through our face-to-face programming. Those providing interventions for strategic and intensive tiers will monitor time on task, work completion and assessment results. Adjustments to skill levels and various program assignments will be made on an individual basis in response to a student’s engagement and progress.In all academic areas in grades K-8, students who are not making progress will be identified through communication protocol and more intensive services, visits, contacts, or instruction will be delivered. Zoom meetings may be arranged to provide personal 1:1 instruction.?Our plan will provide educators with a process that will be followed for conducting academic progress monitoring of students as they complete lessons, assignments, and projects. In addition to the uploading of these completed learning opportunities, students and parents/guardians will also be able to email, send photos, and use other methods for submitting materials to the educators. Educators have been instructed to communicate with administration if students are not engaged in learning and progress is not being made in the distance learning plan.English Learner PlanEL teachers will communicate with classroom teachers and provide scaffolding as needed.?Co-teaching or Co-planning with classroom teachers will be utilized when appropriate?Additional support to students will be given through zoom meetings and/or phone calls?High School (9-12) High Quality, Effective, Standards-Based Education During a partial or full closure Google Classroom with all capabilities will be used to virtually interact with our students synchronously and asynchronously to provide services and support.? DLHS uses Google Classroom for blended learning experiences every school day.? During a closure, Google?Classroom will be enhanced, further utilized and modified to address essential learning targets and standards in a 100% online environment. Special populations are receiving personalized instructional modules to ensure supports continue based on their unique needs.Core Content is being delivered following the guaranteed and viable curriculum established by the departments. Departmental meetings are held each month and receive assistance from the Instructional Strategist. Work with the Northeast Education Services Cooperative (NESC) assisted the departments in identifying power standards. Through the normal departmental meetings and the work with NESC, departments are consistently discussing and reviewing their curriculum. This has involved detailed discussion on what is essential for students to know at each grade level and within each department area (Math, English, Science, Social Studies, PE, Music, Art, Spanish, Library, Counseling, and JROTC). Career and Technical Education (CTE) courses are also following the established state CTE standards. Instructors leading these classes have identified priority standards in each of their content areas.MTSS team will continue their important work and will be meeting as scheduled virtually. We will continue to be on the front line for those students who are struggling or not meeting expectations. We will work to assist staff and students immediately when issues are realized.The Instructional Strategist has developed a schedule for weekly check-ins with all instructors. A plan for on-going ‘just in time’ professional development has been developed. Music Instruments were distributed to students who needed them along with music. Instructors are doing virtual rehearsals by playing/singing music on a video for the students to listen to and then play or sing with. Students are sending videos of themselves playing as well as corresponding to the questions asked.PE Students were given goal-setting ideas for each week. Students are keeping a journal of their activities. One activity each week is stressing family engagement since the students are at home to encourage the entire family to stay active. Students are recording information and exchanging it with the instructor. Students are also doing required readings on different activities and taking a quiz to establish their knowledge.ArtDistribution of laptops for Digital Art course. All of the necessary items were loaded onto the laptops prior to distribution. Other students were given all necessary materials to continue their work from home while joining Google Classroom or watching YouTube videos as appropriate.JROTCWill continue with their class schedule. Working from their JROTC Manuals for two days and this is now being done all online. They are having virtual uniform inspections each Wednesday through a video. Maintaining one day of fitness and logging the information for staff. Google Meet is being used for the JROTC student staff.Lab SciencesThese courses require hands on learning opportunities which will now be addressed with the use of video lessons, virtual field trips, virtual tours, virtual experiences as well as on-line virtual lab experiments and real-world projects which can be completed from home. Along with their core curricular tasks, students will be involved with online dissections, virtual labs, and virtual field trips.Alternative EdWill continue with their regular class schedule.? All teachers have moved the classes to a Google Classroom platform.? During a partial or full closure Google Classroom with all capabilities will be used to virtually interact with our students.? Supplies will be given to students on a weekly basis to continue with hands-on projects.? From cooking meals, building model houses and cars, virtual reality, etc. all our classes will continue their hands-on components while meeting our class standards.Lake Area Career and Technology Center will continue to work on classroom instruction and book work.? The T & I classes use virtual job shadowing curriculum, OSHA 10-hour, online textbooks and online activities, and have the student’s complete projects around the house that their parents have approved of.? Business and Computer classes will continue to use their software and textbooks to continue instruction. Child and Family Service will continue to use textbooks and read journals to replace working directly with a child.? Culinary Arts will continue with their book curriculum and grocery items will be given out weekly to continue cooking at home. Marketing has continued to use a Virtual Business Software and continues with instruction from the classroom. ? Career Counseling continues by our two counselors. Weekly communication with families and students will assist in determining instructional adjustments as they are needed.Our plan will provide educators with a process to be followed for conducting academic progress monitoring of students as they complete lessons, assignments, and projects. In addition to the uploading/sharing completed materials, students and parents/guardians will also be able to email, send photos, and use other methods for submitting materials to the educators. Building relationships, monitoring student’s mental health and teaching resiliency are priority components of our Social Emotional Programming. We will continue to place emphasis on student social emotional health. The Devils Lake Public School Counselors will continue to offer School Counseling to Devils Lake Public school students and will adhere to the ASCA virtual learning guidance and ASCA ethical practices. ASCA Guidance - K-12 student check-ins will be done through an interactive School Counseling Check-In form. The form will ask students about sleep patterns, food insecurities, overall affect, student needs and well-being. The data is automatically compiled in an Excel spreadsheet and provides an efficient means to follow up on student needs. The check-in will be delivered with a link to the form through PowerSchool daily bulletin and FaceBook for the high school and Class DoJo and Facebook for the elementary students. High School IEP and 504 students will have additional daily check-ins with special education personal and paraprofessionals. Elementary students will have daily check-ins with a variety of teachers, special education staff, Title, ELL, administration and the counselor. Using the interactive weekly student check-in will help identify the most critical needs and be given priority. The school counselor, administration and needed staff will follow up and contact students/families with identified needs. Teachers will also inform the school counselor of student concerns for follow up. Follow-up will use synchronous online options (e.g., chat, phone, streaming, video, instant messaging, web conferences) or asynchronous online options (e.g., email, or learning management systems that deliver, track and manage classes or projects).Comprehensive K-12 school counseling classroom lessons will continue through grade-level online class platforms. At the high school level Microsoft Teams will be used and Class DoJo at the elementary. The lessons will aim at educational excellence through maximizing individual potential. K-12 lessons will include career/college readiness skills, social-emotional learning, coping skills, resiliency and tools for positive mental health. Sources of lesson materials may include: Virtual Job Shadow, RUReadyND, 7 Mindsets, Mind-Up Curriculum, Class DoJo, etc. Lessons will be adjusted as additional information is acquired to provide effective online learning opportunities. Suicide Protocol: Suicide/Crisis Protocol for Distance Learning ? If there are concerns about suicide ideations. Remain with student, remain online with student as much as possible.? Contact (call) parent ASAP and voice concerns. The only exception is if the child is in an abusive environment.?If parent is unavailable, contact the local police department and ask for a welfare check on the student. Best Practice: Inform the parent about the suicide ideation/suicide concerns.DLPS Libraries Online Education PlanOn 20 March 2020, the Devils Lake Public Schools librarians held a phone conference to develop a plan to support the district’s move to on-line education.Devils Lake High School librarian stated that the high school’s library web page will be updated to reflect new and more links for online resources.? Kirby has also created a Google Classroom page with class resources, SEL resources, online book publications, and e-learning. This page is shared with all teachers and paras at the high school level, including LACTC, and the “class code” will be posted by flyer when parents pick up materials at the high school.? The DLHS Librarian has shared an editable Google doc with the same resources with the Middle School and elementary Librarians, for dispersal to their teachers and paras. Students are encouraged to share the code as well. All library materials checked out during this time will not have late fees enforced. The parents/guardians, case managers, and service providers will collaborate on each IEP goal and determine how best to meet these goals through distance learning. Teams will take into consideration the student’s preferred learning method, ability for independent work, access to adult support, adaptations/accommodations, assistive technology needs, how progress will be monitored, and where services will take place. Ongoing communication with familiesthroughout the closure will also be delineated.Documentation of the contingency learning plans will be completed and shared with parents on a Prior Written Notice of Special Education Action. These forms will be sent digitally or by mail, if requested, to each family. Further changes to services can be discussed and documented as needed. Learning plans will consider both synchronous online learning (e.g. chat, streaming, video, instant message, web conferencing) or asynchronous online learning with capability for remote communication and assessment (e.g. email or learning management systems that deliver, track and manage classes or projects). Distance learning for special needs students may include virtual learning, web-based sites, online services and telephone contacts. Progress reports will be provided to parents to assist in determining progress with IEP goals.It may be necessary to adjust special education and related services, such as physical therapy, occupational therapy, and speech services, while students are receiving distance/virtual learning. Any changes to services will be reflected in the child’s individualized contingency learning plan. In collaboration with parents, the ability to provide related services will be determined based on school closures, risk assessments, and student needs. While the contingency learning plan is utilized during school closures, the student’s IEP will remain in place and services defined in that document will be resumed once students return to school.Preschool Special EducationDuring school closure, teachers will communicate with families to assist in determining appropriate services for support on a contingency learning plan. Activities will be organized through learning kits and packets that include materials to address goals and objectives in speech, language, early learning readiness and foundational skills, fine motor skills, gross motor skills and behavioral skills as identified by student Individual Education Plans. Materials will be provided with weekly lessons to be sent home digitally, by mail or to be picked up at a pre-determined location. While most materials at the preschool level will be paper/pencil or skill building games and activities based on readiness, language and motor skills, age-appropriate web-based activities will also be provided as requested for families to utilize to continue student learning. Case managers will maintain regular contact hours when families can reach out through email or telephone for communication, additional guidance and assistance. All case managers will follow the same procedures for documentation and communication as outlined in the special education section. For children transitioning from Part C to Part B, LRSE and district schools will meet virtually or by phone with early intervention providers and parents for completing checklists to assist in determining eligibility. If appropriate, IEP meetings will be held as well either virtually or by phone.Private School Special Education/TitleDuring school closure, case managers and Title I teachers serving private schools will communicate and collaborate with families on a contingency learning plan for their child that addresses individual student goals, supports and needs. Distance learning for special needs students may include virtual learning, web-based sites, online services and telephone contacts. Contingency learning plans could also utilize textbooks, workbooks, worksheets, documents made available on technology devices, online resources and another Internet content. As needed, paper/pencil material will be shared with parents through pick-up or mail. Weekly learning packets will be developed and shared with parents. We did not want our students to be without services for the entire 2.5 weeks. Our Administrative Team also possesses a strong commitment to our taxpayers in fulfilling the Master Contract and Classified Employee Handbook regarding contract and work agreement days. Team DLPS has stepped up strong!Our Administrative Team met on Sunday, March 15, 2020 and began our planning process. AP and Dual Credit classes at Devils Lake High School immediately went to online format and coursework on March 17, 2020.We were able to start providing meals through our Summer Food Service Program on Wednesday, March 18, 2020. We had all staff report to work Wednesday, March 18, 2020 through Friday, March 20, 2020 to thoroughly clean, disinfect, and sanitize our entire buildings and prepared for providing distant learning in the event of an extended closure. All staff worked Monday and Tuesday, March 23 & 24, 2020 to begin implementation of and put the finishing touches on the Distant Learning Plan.Beginning Wednesday, March 25, 2020 we have essential staff on hand at each building to ensure communication and implementation of the District Learning Plan.Another reason we wanted to start the implementation of our Distant Learning Plan was to work out any issues that may arise prior to April 1, 2020. This provided the opportunity to continue relationships with students and parents while gauging social emotional needs of students and families. ................
