2020 Janesville Youth Football Rules for Division I & Division II Many rules will be allowed some slight leeway for instructional purposes only, to be defined by the official on the field.Follow JYFL Return to Play Covid-19 Guidelines for games and practices. Janesville Youth Football or WIAA rules apply except for the following:Uniform & Equipment Equipment issued by JYF only.Each player must wear the assigned uniform for every game. This includes: Helmets, Shoulder Pads, Socks, Pants, Jersey’s. Forfeiture of playing time will occur until uniform requirements are met.Players must wear current season jerseys.No stickers, decals etc. on helmets, Only player’s names on JYF SUPPLIED tape will be allowed on helmets.Tape must be removed before 1st game. NO TAPE ON PANTS. Game pants and jerseys are not allowed for practices.Game jerseys will be allowed for scrimmages. No Bandannas or other head coverings allowed under player’s helmets. No Jewelry During Games or Practices.No Detachable CleatsCleats must be made of molded plastic or rubber and also have at least 14 cleats on bottom of shoe.All visors must be approved before attaching to helmet.All players must have strap attached to mouth guards.Orthopedic mouth guards for braces without a strap will be accepted, but must be approved before each game. No player will be allowed to participate in games or practices without a mouth guard.Players observed abusing their equipment will be ejected for the remainder of the game in and will not be eligible for the next scheduled game.CoachesOnly USA Heads Up Football Certified coaches that have attended the coaches meeting can be on the field.All adults on the player sidelines must read and sign coaches’ code of ethics.All Head Coaches must be USA Heads Football CertifiedAny coach that instructs their players to deliberately injure another player or to perform an illegal action that results in an injury will be removed from the youth football program. No warnings will be given. Only 1 coach per team will be allowed on the field.Division INeither the offensive nor the defensive coach on the field may give any verbal commands, or hand signals, after the offensive team is set and the QB starts the cadence.If this rule is disobeyed, then a 15 yard penalty is given to offending team.Division II Neither the offensive nor the defensive coach on the field may give any verbal commands, or hand signals once the players leave the huddle.Only coaches on the sideline are allowed to give players general directions at any time.NO specific directions (i.e. blocking assignments, holes, etc.…) Only the coach on the field will be allowed to address the official for any matters. If this rule is disobeyed one verbal warning will be given followed by a 15 yard penalty.The coach will be allowed to approach the referee in a respectable manner regarding the issue at hand.Assistant coaches on the sidelines will not question or criticize any referee decision or action at any time during the game. If these guidelines are not followed, the assistant coach will be asked to leave the field for that game in a timely fashion. The team is subject to forfeiture and said assistant coach is also suspended for the following game.Upon further violations, said assistant coach will be referred to the board for review and possible suspension for the remainder of the season.A minimum of TWO coaches must referee on Saturday BYE game(s).Failure to provide referees during Saturday BYE will result in a one game suspension.NO “Trash Talk”. PlayersNo unexcused absences to practices or games (per the coach’s digression).Each unexcused absence could result in missing one half of a game per occurrence. The coach will need to have the half game suspension approved by the President and Vice President of JYF prior to the suspension.If a player is suspended from school, they are not eligible to play until they return to school.NO “Trash Talk”. SpectatorsHead coaches will be held responsible for parents’ and or spectator conduct on the spectator sidelines. Spectators must be at least five yards away from the sidelines during the games.The only people allowed on spectator sidelines during the game are the people running the down marker and chains.Spectators must stay on the sidelines opposite of the teams. They may NOT watch games from the team side of the field. NO “Trash Talk” First Offense - Verbal WarningSecond Offense - The offender will be asked to leave the property and will be subject for review for re-admittance.RefereesA referee will have the authority to stop the game for any of the following reasons:InjuriesThreatening WeatherSpectator MisconductThe referee will ask the coaches to take care of any spectator misconduct. If the problem is not resolved in a reasonable amount of time or to the referee’s satisfaction, the game will be forfeited by that team.Coach or Player Misconduct.Player equipment violation.PracticesTeams can practice as many times as they wish before school begins. After the school year starts, player/coach contact will be limited to 3 times per week. Two games and one practice. For the teams BYE week two practices will be allowed.Game ClockPlaying Time2 - 25 minute halves (running clock) Clock stops in the last 2 minutes of each half for change of possession, a called time-out, injuries, penalties, incomplete passes, or player going out of bounds.2 time-outs per half, time-outs do not carry over, 1 minute per time-out.A series consists of a change of possession.Division I will have no score or clock on the score board.Division II away team is responsible for finding someone to operate the clock and scoreboard.Huddle Time45 seconds between plays. Note: This rule will be allowed some slight flexibility. Coaches will be warned once about taking too much time and penalties will occur each time thereafter.5 minute half times.2 time-outs per half1 minute per time-outTime-outs do not carry over to the second half.Teams may take a knee to run out the clock ONLY when there is less than a minute of play.Game Preparations The Home team (listed 1st on the schedule) is responsible for:Set up or teardown of the fields.Spectators to run the chains, down marker and clock/scoreboard.Division II away team is responsible for finding someone to operate the clock and scoreboard.Player Rosters & SubstitutionsRoster forms must be filled out before the game begins.Games will be delayed until rosters are complete.A player may play a ball carrier position for only one half of each game. If a player is used as a sub from the defensive side, they must move to a non-ball carrying position. Each player must have equal playing time. Teams must even out their rosters in the event of an injury.Loss of playing time due to disciplinary action must be pre-approved President of JYFL prior to the suspension.Each team will have 1 coach monitoring substitution of the other team during game.Teams with a roster of less than 22 players:List 11 players on the offensive side of the roster form.Subs will be listed on the defensive side of the form in the order of substitutions.The first half QB’s & Ball Carriers must play an offensive line position in the second half.Teams with a roster of 22 players or more:Must have 11 offensive starters and 11 different defensive starters.Extra players must be declared on the offensive or defensive side before the game starts. Both sides should have equal number of players whenever possible.Extra players should not all be listed on the same side.Mandatory Play RuleCoin TossVisiting Team will call for heads or tails.Division II - No deferring of coin tosses, winner must choose to receive the ball in first half or the second half. The ball switches to the opposite team at half time.A series consists of a change of possession. Offensive and Defensive teams will switch at half time.No Kickoffs for either Division (increased player safety and increased offensive/defensive plays)Division IThe ball will be placed on the receiving team’s 40 yard line. At the change of possession after an opponent’s score or the start of a half.An offensive play will begin the series. Offense must allow the defense to be able to get set at the start of each half.Division IIThe ball will be placed on the receiving team’s 30 yard line. At the change of possession after an opponent’s score or the start of a half.An offensive play will begin the series. Offense must allow the defense to be able to get set at the start of each half.Offense The offensive must have SEVEN players on the line of scrimmage at all times.Each team must have a different QB, Punter & Ball Carriers for each half.The weight classifications for a ball carrier, including the quarterback, will be decided after all players have weighed in. Once we determine the median weight, we will add 10 pounds to determine ball carriers and quarterbacks.This classification will be determined from the official youth football scale only. All players that weigh in over the ball carrier weight will get a mark on their helmets to signify that they are not allowed to carry the ball.Tight ends must be in down position and on the line of scrimmage.Only ONE tight end can be over the weight limit. The tight end must be passt the line of scrimmage in order to catch the ball.Lineman must be in 3 or 4-Point stance at snap of ball. Offensive line must be set for at least 1 second before the quarterback starts the count. Quarterbacks must give a minimum of a two-step cadence before taking the snap.NO silent snaps.No Quarterback sneaks from under the center or in a shotgun position within 5 Yards of the center, inside the 20 yard line.There will be no tackle eligible.The tackle must be covered.DefenseDefense line is allowed a Maximum of SIX player on the line. All line players must be in a 3 or 4-Point stance. All other players must be at least 2 yards behind the down lineman.Inside 5 yard line, linebackers will be able to move up directly behind the lineman.There will be no nose tackle (player lined up across from center). All defensive linemen can’t make contact with the center upon first contact.Linebackers and corners cannot cross the line of scrimmage until:The ball is handed off.ORThe quarterback is outside of the pocket. Division II Rule Cornerbacks are allowed to bump and run the wide receiver.Punts Divisions I & II RulesEach team must have a different punter for each half.Offense must have SEVEN players on line of scrimmage.The ball is dead once the ball stops or is caught. (this is to increase player safety)Division I & Division II RulesTeams must announce punts.No one from offense or defense is allowed to cross the line of scrimmage.Defensive team must have SIX players on the line of scrimmage.The punter is the only player that can come in during punting situations.Field Goals / Extra PointsThere will be NO rushing on Field Goal or Extra Point attempts.Fumbles:All run or pass attempts involving fumbles the ball is dead. A bad snap on any kick is not a live ball or a fumble and can be picked up and reset for the kick attempt.ScoringTouchdown 6 pointsConversion Run or Pass / 1 pointKick / 2 points (Division II )Safeties 2 Points(Division I) / The ball will be placed on the 50 yard line.(Division II) / The ball will be placed on the 40 yard line.When one team gets 4 touchdowns ahead, after each additional score the losing team gets the ball on the 50-yard line. Two minute rule at half and end of game is not enforced.No overtime, games may end in a tie.InjuriesCoaches will NOT pick up any injured players off the field until the injured player’s condition has been assessed.If a player is injured, the player must sit out a minimum of one play for an additional assessment. A sub must fill in from the side before using other players.Injury inside two minutes will result in a loss of a time out.NO CASTS hard or soft.No broken bones.Any player that receives medical attention must have doctor’s release to practice or play in games.
