|MISSION OF SECTION: |

|Under delegation from the California Department of Human Resources (CalHR), formerly the Department of Personnel Administration (DPA) and |

|the State Personnel Board (SPB), the Classification and Transactions Branch is responsible for the classification and pay, adverse action, |

|and personnel transactions functions for the Air Resources Board (ARB) and the Office of the Secretary, California Environmental Protection |

|Agency (CalEPA). |

|CONCEPT OF POSITION: |

|Under direct supervision (Range A), supervision (Range B), or general supervision (Range C), or minimal supervision (Range D) of the Staff |

|Services Manager I, the incumbent will perform the following duties: |

|40%-E |Receives the Request for Personnel Action (RPA) and processes all types of employment history transactions (appointments,|

| |separations, promotions, retirements, time base changes, merit salary adjustments, range changes, etc.) Processes |

| |payroll, salary determinations, tracking Family Medical Leave Act (FMLA), processing Non-Industrial Insurance (NDI), |

| |State Disability Insurance (SDI) and Workers Compensation (WC) transactions and payroll, establishing and clearing |

| |accounts receivables, timesheet auditing for full, fractional, and/or intermittent employees. |

| |Research skills and knowledge of how to understand and use the Personnel Action Manual (PAM), Payroll Procedures Manual |

| |(PPM), California Leave Accounting System (CLAS), Bargaining Unit Contracts, and various other control agency websites |

| |such as CalHR and State Personnel Board, the State Controller’s Office (SCO), and California Public Employees Retirement |

| |System (CalPERS). |

|35%-E |Reconciles and releases the master payroll, overtime, and other supplemental warrants; processes payroll documentation |

| |through SCO’s automated payroll systems; reports exceptions to payroll; calculates and prepares salary advances; and |

| |establishes accounts receivables for overpayments. |

|15%-E |Advises employees of their rights and responsibilities under FMLA, NDI, SDI, Catastrophic Leave, and Family Leave, and |

| |tracks and processes those cases. |

| |Provides employees with benefit information, such as health, dental, vision, FlexElect, retirement, and financial |

| |services. |

| | |

| |Conducts new employee orientations informing employees of benefits the State of California offers. Provides information |

| |regarding the cost of employee and the State’s contribution rate. Assists in completion of various appointment |

| |documents. |

| | |

| |Provides technical assistance to ARB personnel in the application of rules and regulations, and advises employees of |

| |their rights and benefits, application of contract provisions as related to benefits, and payroll procedures. |

| |Updates and effectively utilizes various reference sources, including the Personnel Transactions Manual (PTM), Payroll |

| |Procedures Manual (PPM), CalHR/SPB Laws and Rules, CalHR/DPA Regulations, CalHR Policy Memos, Personnel Management |

| |Policies and Procedures Manual (PMPPM), CLAS, and the Benefits Administration Manual (BAM). |

|5%-M |Assists the Manager of Transactions and the Chief/Assistant Chief of the Human Resources Branch in gathering data and |

| |responding to research requests for various special projects. |
