MEMORANDUM FOR SENIOR PENTAGON LEADERSHIP COMMANDERS OF THE COMBATANT COMMANDS DEFENSE AGENCY AND DOD FIELD ACTIVITY DIRECTORS

SUBJECT: Re-establishment of the Assistant to the Secretary of Defense for InteHigence Oversight and the Director of Administration and Management

Section 901 of the William M. "Mac" Thornberry National Defense Authorization Act for Fiscal Year 2021 (H.R. 6395) abolished the position of Chief Management Officer (CMO) of the DoD effective January 1, 2021.

Consistent with this change, I am directing several actions to reorganize elements of the Office of the Secretary of Defense. These changes are effective immediately.

First, I direct the re-establishment of the Assistant to the Secretary of Defense for Intelligence Oversight (ATSD(IO)). The responsibilities, functions , and resources of the Division of Intelligence Oversight in the Office of the CMO are realigned to the re-established ATSD(IO). I designate Mr. Mark D. Dupont, currently the Senior Intelligence Oversight Official, as the Interim ATSD(IO).

Second, I direct the re-establishment of the Director of Administration and Management (DA&M). The responsibilities, functions, and resources of the Directorate for Oversight and Compliance and the Directorate for Administration and Organizational Policy in the Office of the CMO are realigned to the re-established DA&M. Consistent with the above, authority, direction, and control over the Directors of Washington Headquarters Services and Pentagon Force Protection Agency is realigned to the DA&M. I designate Mr. Thomas M. Muir as the Interim DA&M. The Interim DA&M will submit a recommended management structure for the re-established DA&M to my office by January 15, 2021.

The published chartering directives for the ATSD(IO) (DoD Directive 5148.11 , April 24, 2013) and the DA&M (DoD 5105 .53 , February 26, 2008) remain in full force and effect. The Interim ATSD(IO) and the Interim DA&M will submit any proposed revisions to these chartering directives to my office by February 26, 2021.
