Marine Corps Contingency Operations

The ability to accurately define Global War on Terrorism requirements and account for the funding provided to support the GWOT remains a high priority for the Department of Defense and the Marine Corps. The Marine Corps undertook an initiative several months ago to automate the requirement collection process and the reporting process to OSD. In May of 2007 the Marine Corps will take delivery of its Contingency Operations Reporting System (CORS) software, which will help to streamline the budget request, phasing plan development, execution tracking and Cost of War reporting processes. The system will allow field commands to request funds related to contingency operations, see the status of the funds requested and develop a spending plan. At the Service level the Marine Corps will have an automated tool that will pull obligation, execution and liquidation data from the Standard Accounting Budgeting and Reporting System and covert it to the DoD mandated Cost Breakdown Structure reporting requirement. The Marine Corps anticipates the tool will significantly improve the requirements definition process, ensuring valid requirements are not missed, and improve the efficiency of the reporting process. Topic: Deployed Financial Manager

Colonel Fuhrer is currently serving as the Branch Head for the Train, Sustain and Organize (Operations and Maintenance Appropriation) Branch at the Programs and Resources Department of Headquarters Marine Corps.

Colonel Fuhrer, from Pittsburgh, Pennsylvania, enlisted in the Marine Corps Reserve in 1980. Upon graduation from Marine Corps Recruit Depot, Parris Island, South Carolina he entered college at Clarion University of Pennsylvania as a drilling reservist. He completed the Platoon Leaders junior and senior courses in 1981 and 1983 respectively. He was commissioned a Second Lieutenant in the Marine Corps in 1984 upon graduation from Clarion University with a Bachelor of Science degree in Business Administration. After attending The Basic School and the Disbursing Officers’ Course, he reported to Marine Corps Air Station Iwakuni, Japan where he was assigned to the Disbursing Office as the Travel Officer. During this tour he was promoted to First Lieutenant.

In 1986, First Lieutenant Fuhrer was assigned to Marine Corps Air Station, Cherry Point, North Carolina where he was assigned to the Disbursing Office as the Officer-in-Charge of Military Pay and Operations Officer. He then reported to the Military Entrance Processing Station in Tampa, Florida for duty as the Operations Officer in 1989. During this tour he was promoted to Captain. He then transferred in 1992 to the 2nd Force Service Support Group (FSSG) at Camp Lejeune, North Carolina where he was assigned to the Disbursing Office as the Fiscal Officer, Assistant Disbursing Officer and Disbursing Officer. During this tour he deployed with the 2nd FSSG Forward as the Logistics Officer.

In 1995 he transferred to the Naval Postgraduate School in Monterey, California where he earned a Master’s of Science degree in Financial Management. During this assignment he was promoted to Major. In 1997 he transferred to the Programs and Resources Department, Headquarters Marine Corps as a Budget Analyst. He was selected for the Legislative Fellowship Program through the Brookings Institute in 1999 and worked in the Office of Congressman John Murtha on his Defense and Appropriations staff. Upon completion of the fellowship program in 2000 Major Fuhrer was assigned to the Office of the Chairman of the Joint Chiefs of Staff as a Deputy Legislative Assistant. He was promoted to Lieutenant Colonel in November 2000. In 2002, Lieutenant Colonel Fuhrer assumed command of the Financial Management School, Camp Johnson, North Carolina. He transferred to II Marine Expeditionary Force, Marine Corps Base, Camp Lejeune, North Carolina for duty as the Comptroller in 2004. During this tour he deployed to Iraq for Operation IRAQI FREEDOM 04-06 in 2005 serving as the Comptroller, Multi-National Force-West. In July 2006 he was promoted to his current rank.

Major Thomas F. Osterhoudt, Budget analyst, HQMC, P&R was commissioned in 1994. His first duty assignment was Marine Corps Base, Camp Lejeune where he served as the deputy accounting officer. In 1997, he was reassigned to be the officer-in-charge, Finance Office, Marine Corps Air Station, New River.

He was subsequently transferred to HQMC, Programs and Resources department where he served as the Occupational Field Specialist for the financial management field from 2000-2003. At the completion of this tour, he was transferred to the 2d Marine Division to serve as the Deputy Comptroller. During this assignment, Major Osterhoudt deployed as the CJTF-HOA comptroller in Djibouti, Africa for seven months. Upon return to CONUS, he assumed the duties as division comptroller and deployed with the command to Iraq between Feb 2005 and Feb 2006. He transferred back to HQMC, Programs and Resources in August 2006.

Major Osterhoudt holds a Master’s in Public Administration from Troy State University along with professional designations as a Certified Defense Financial Manager and a Certified Government Financial Manager.

ASMC 2007 Mini-PDI

The ASMC Washington Chapter recently spearheaded its 2007 National Capital Regional Mini-PDI which focused on “DoD Financial Management Strategic Imperatives: Simplify, Adopt, Implement!” Over 500 participants participated in the 15 March 2007 event, a 20% increase in attendance from last year, which was held at the Ronald Reagan Building and International Trade Center in Washington, D.C. Former Speaker of the U.S. House of Representatives and best-selling author Newt Gingrich joined with senior DoD officials to present a rich program on government business transformation initiative successes and challenges.

Keynote Newt Gingrich’s remarks emphasized that we as professionals must embrace change, now a ever-present constant in a 21st Century world where the speed of technology is ten times that of just a decade ago. He recommended adopting a new model for Defense Transformation that moved from “process to prizes” to encourage ideas and rapid government transformation.

When the Hon. Kenneth J. Krieg, USD(AT&L) took the podium, the focus sharpened from government-wide transformation to business transformation within the military, lessons learned, and what has worked and not worked as the Department continues to push for results and successful outcomes that will benefit the DoD community sooner rather than later.

A successful panel from last year reconvened for “Update on Business Transformation: One Year Later” that sparked lively debates on DoD’s financial management systems with moderator Richard Keevey, NAPA Director, and panelists Zack Gaddy, Director, DFAS; David Fisher, Director, BTA; John Argodale, DASA FO; Mark Easton, Director, Navy FO; Charles Cook, Fiscal Director for the Marine Corp; and, James Short, SAF-FMO. At the conclusion of the panel, Beth McGrath, ASMC Washington Chapter President gave a special ASMC award to Mr. Short, on the occasion of his retirement after 40 years of notably public service.

LTG James Soligan, USAF, Chief of Transformation, JFCOM, presented the luncheon address. He focused on the challenges of resourcing for the long war, the criticality of reset for weapon system modernization as well as examples of international cooperation and collaboration surrounding regional conflicts in the GWOT. A key theme addressed how DoD’s business transformation initiatives support the warfighter.

Workshop breakout sessions covered enterprise risk management, DoD’s FIAR Plan, interagency acquisition policies, Near-term Financial Management Transformation, FY 2008 budget update, decision support for DoD financial managers, information transparency and DoD ERP lessons learned.

The day concluded with Ms. McGrath presenting awards recognizing individual and team achievement. Awardees included: James Davila and Ed Bright, DFAS, recognized for Accounting and Finance; Capt. Eric M. Hawkes, USAF, recognized for Analysis/Evaluation; Ross Hosse, USAF, recognized for Budgeting; Neil Carter, SAIC, recognized for Contractor Support; Geronimo Gonzales, Jr., USAF, recognized for Intern/Trainee; Nathan Wilkins, DFAS, Director, recognized for Resource Management; and, Christine M. Martinez, Team Leader, Lee Ann Boyer, Mary Patricia Haag, Nancy Montegot, and Brian Nanto received the team award for Continuing Resolution Authority Website Team.

In addition to providing a great educational credit and networking event for the over 500 DoD FM professionals, the National Capital Regional PDI raised more than $55,000 for participating chapter charities and scholarships. Our thanks to the outstanding Mini-PDI Leadership Committee as well as all the volunteers who made the event “the best ever!”

National Association for Equal Opportunity in Higher Education Honors Member

On 17 March 2007, COL Byron L. Cherry, PhD was honored at a gala in Washington, DC, by Norfolk State University and the National Association for Equal Opportunity in Higher Education (NAFEO) as Norfolk State University Distinguished Alumni for 2007. The higher education community, its allies, sponsors and supporters not only saluted COL Cherry, but other 2007 Distinguished Alumni from the 120 Historically Black Colleges and Universities (HBCU) at a gala honors ceremony and luncheon during NAFEO's 32nd National Conference on Blacks in Higher Education. There theme this year is "America's Black Colleges & Universities: Expanding Access, Ensuring Success, and Fostering Global Competitiveness." The Distinguished Alumni Luncheon took place at the Grand Hyatt Hotel in Washington, D.C. COL Byron Cherry, a member of Washington Chapter of the American Society of Military Comptrollers (ASMC) was presented with the Distinguished Alumni Gold Medal by Norfolk State University's President, Dr. Carolyn Winstead Meyers and officers from NAFEO. COL Cherry's name was added to the directory of HBCU Distinguished Alumni Graduates that is published by NAFEO.

As you may know, NAFEO is the only national membership association of its kind. It represents the HBCU and Predominantly Black Institutions roughly one hundred and twenty (120) colleges and universities in twenty-five (25) states, the District of Columbia and Virgin Islands: five hundred thousand (500,000) students, fifty thousand (50,000) faculty, and five (5) million alumni.

NAFEO's National Conference on Blacks in Higher Education is the Nation's premiere national conference on higher education equity and access: a virtual "who's who" of American education, political, social and thought leaders on higher education; the presidents and chancellors of the nation's 105 HBCUs and in excess of 20 Predominantly Black Institutions (PBIs), federal and state policymakers and executives. It brings together administrators, faculty, students, alumni, board members, admissions professionals, procurement officers, human resources directors, student service professionals and others from across the nation. It also attracts to this convening business, philanthropic, government, advocacy, civic, faith, and student leaders, to exchange information about America's HBCUs and PBIs and blacks in higher education.

Headquarters, Marine Corps Recognizes Outstanding Performance

Several Chapter members were recently recognized with the Department of Navy Meritorious Civilian Service Award for their exceptional contributions to the Marine Corps Global War on Terrorism (GWOT) mission and successful FY 2006 budget execution.

Ms. Annie Crum and Mr. Matthew Shaffer served as lead analysts responsible for the formulation, analysis and justification of the Marine Corps FY 2007 and FY 2008 Supplemental requests in support of the GWOT. This effort was conducted under considerable reporting deadline constraints, continuously evolving definitions of appropriate GWOT-related costs and expanding data reporting requirements. As a result of Ms. Crum’s and Mr. Shaffer’s efforts, the Marine Corps successfully submitted a $15.5B FY 2007 request and $10.7B FY 2008 request.

Ms. Susannah Wood and Ms. Tina McConnell were the lead analysts responsible for overseeing the execution of the FY 2006, Operations and Maintenance, Marine Corps budget. FY 2006 offered many execution challenges with the long Continuing Resolution and the late receipt of the supplemental. Ms. Wood and Ms. McConnell demonstrated exceptional problem solving skills to ensure the Marine Corps could execute approximately 20% of our resources within the last 10% of the year. Their efforts enabled up-to-the minute funds status reporting; enabling senior leader briefing and decision making

ASMC Community Service Opportunity

Join the 2nd annual ASMC DC Hands on DC (HoDC) Project Team as we create better schools and brighter futures for students in the District of Columbia on Saturday, April 28th, 2007. During this one day work-a-thon, ASMC volunteers will complete simple hands-on projects such painting, cleaning, and landscaping at Gibbs Elementary School in Northeast DC. The projects will begin at approximately 8:30 AM and last till no later than 3 PM (lunch will be provided). No experience is required and fun is guaranteed. Help us make DC public schools inviting places to learn and grow – join our team today! Volunteers are needed from approximately 9 AM to noon on Sunday, April 15th to help de-construct Canstruction, a fun design competition where architecture teams build imaginative, humorous structures entirely out of canned goods. The exhibit at Ballston Common Mall in Arlington, VA (Metro: Orange Line/Ballston) will be deconstructed with the canned goods benefiting the Arlington Food Assistance Center (AFAC). ASMC Golf Tournament

Please mark your calendars for the annual ASMC & AGA Washington Chapters Golf Tournament, which will be held on July 18, 2007 at Fort Belvoir Golf Club. The format will be a Captain’s Choice with a shotgun start at 0800. Golfer entry fees will cover greens fee, cart, lunch, and eligibility for raffle prizes. Teams and individuals are welcomed! In addition, there will be many opportunities for corporate sponsorship. This is an outstanding opportunity to support the ASMC mission as proceeds go to support scholarships and charitable contributions. Stay tuned for additional details. DFAS Golf Tournament

Coming back by popular demand is the DFAS Golf Tournament. Given how busy we all are we probably need to take a few hours of leave and have a good time. So, we are hosting a scramble format (Captain's Choice) tournament at the Andrews Air Force Base East course on Thursday, May 17, 2007, at 9:00 am. ALL Individuals and Teams Welcome!

The cost is $70.00, for DoD employees, $80.00, for Non DoD personnel, and $41 for current AAFB Golf Club members. This includes green fees, lunch, and prizes. Everyone is invited to join in on the fun. The ASMC Virtual Library is now available for sessions from PDI 2006 in San Diego!  This year we recorded more than 30 workshops in addition to Service Day activities.  In addition to expanding the number and variety of recorded workshops, another of our objectives is to make as many as possible of these sessions Continuing Professional Education (CPE) creditable.  More sessions with CPE credit will make it easier to attain and maintain current CDFM and other programs that require continuing education.

In addition, PowerPoint presentations from many of the workshop sessions are available now in the extended learning section of the ASMC website.  More sessions will be added as they become available, including links to service day activities.

The National Professional Development Institute (PDI) is a premier training event for resource managers in the Department of Defense and U.S. Coast Guard. Each year, more than 3300 attendees converge for a four day event, which includes a full day of service activities, seven general sessions, more than seventy workshops, and many special events.

MODULE 4 Open Enrollment Class

An open enrollment class for the optional Module 4 material will be held January 24-25, 2007, at the Holiday Inn in Rossyln, VA. The class will last a day a half and CDFMs and CDFM candidates will have an opportunity to purchase and complete a paper version of the optional Module 4 exam on the afternoon of the second day. The cost for the class is $295 (member or non-member the same) and it includes a copy of the Module 4 textbook material. For this event only the optional Module 4 exam will be offered at a special discount price of $50 (a $45 savings). Enrollment is accomplished on-line via the National ASMC website: .
